However, things have changed drastically for school boards over the past few years. No longer are school boards the forgotten players in school governance. Instead, school boards often find themselves in the center of controversies stemming from the intrusion of political partisanship into local governance structures which historically, and for the purposes of sustained democratic educational governance, were intentionally intended to be non-partisan elected boards. However, this is where many school boards find themselves today. The chapters in this volume address several key questions school board members are currently facing as they struggle to protect some of our country’s earliest guardrails of democracy; local control of schools. To be sure, school boards are no longer the forgotten players. Implications of this may be wide reaching and therefore deserve room in the current literature on educational governance. Volume II of the Research on the Superintendency series highlights recent research on school boards, local control, governance, and the superintendency. Each chapter is briefly described and the chapters are in a particular order that readers may wish to pay attention to as they enjoy the book. The first three chapters deal with local control in both rural and urban settings. The next two chapters are studies focused mainly on school boards and how their roles have shifted over the years followed by a chapter on the relationship between school boards and their superintendents within a regulatory environment and the level of stress it can bring to board members and superintendents. The final five chapters describe recent superintendent research that is closely linked to school governance or school board policies. We ask readers to juxtapose lessons learned in those five chapters to the role of school boards within the context of those chapters.

Book excerpt: Conflict between superintendents and school boards existed in the early 1800s and continues to exist today. This adversarial conflict in the working relationship results when one of the parties exceeds the other's subjective boundary as it pertains to involvement in the governance process and working relationship. The study examined six hypotheses regarding the perceived degree of involvement of Iowa single superintendents, shared superintendents, and those superintendents' school board members. The study was designed to determine whether or not school board members perceived their superintendent differently if the superintendent was a shared superintendent rather than a single superintendent. The study also revealed if the shared superintendent perceived their role differently than that of a single superintendent. School board members and superintendents were selected from the K-12 public school districts in the State of Iowa. District superintendents and their school board members participated in the quantitative study. The sample totaled 68 superintendents and 362 board members. There was a 69% return rate for superintendents and 42% for school board members. Of the six hypotheses, only one was upheld. This study backs up the related literature in revealing that the working relationship that a school board and its superintendent create and foster is equally as important as the day-to-day governance tasks that are outlined in college textbooks. This study affects how districts can and should make the decision about sharing superintendents. It is essential that school boards weigh all of the factors-both financial and political-in how sharing a superintendent can affect the district. Regardless of whether a superintendent is shared with two or more districts or serves in a single district, it is important that those who prepare future superintendents look at the programs to determine if enough time is spent on helping administrators to develop the relationship building skills as outlined in this study. The key stakeholders in education need to redefine the training that all superintendents and their board members need in order to be the visionaries that school systems have come to expect.

Book excerpt: This study sought to examine the perceptions of superintendents and school board presidents related to the effectiveness of the superintendent evaluation process utilized in their school districts. In addition, this study asked superintendents and school board presidents to rank leadership functions derived from the Pennsylvania Leadership Standards in order to evaluate the degree of alignment between the two. Data for this study were collected through instruments designed by the researcher including an online survey and semi-structured interview. A total of 111 survey responses from superintendents and school board presidents in the state of Pennsylvania were analyzed in order to answer the research questions. Eight survey respondents agreed to participate in the follow-up interview. The findings of this study indicate that superintendents and school board presidents perceived the evaluation process to be effective in holding the superintendent accountable and promoting the professional growth of the superintendent. Further, superintendents and school board presidents generally perceived the superintendent evaluation process to be reflective of best practices. The findings related to the ranking of leadership functions demonstrated that superintendents and school board presidents prioritized certain leadership functions more consistently than others, especially when examined in the context of district size, which highlights the importance of collaboration and communication in implementing the superintendent evaluation process.

This study also explored which characteristics school board members and superintendents believe are essential to effective school board member and superintendent relationships. This quantitative study utilized survey research methods. Participants answered four demographic questions and 35 primary questions that addressed components of the research questions that frame this study. Questionnaire items were answered on a Likert-type scale that indicated the participants' level of satisfaction (items 1-25) with the school board member and superintendent relationship and level of importance (items 26-35) related to essential characteristics of effective school board member and superintendent relationships. Survey methodology was appropriate for this particular study because the aim of the study was to investigate the perceived relationship between two defined stakeholder groups, school board members and superintendents, and those groups' perceptions of how that relationship impacts educational accountability, the instructional program, leadership roles, board-superintendent conflicts, teamwork, and school-community relations. Participants were selected from the state of California database system that includes contact information for school board members and superintendents within the state. The researcher had access to participants because he secured the support from the California School Board Association (CSBA) Board of Directors. The CSBA Board of Directors allowed the researcher to use their comprehensive e-mail database to contact superintendents and school board members within the state of California. In order to keep the random sample sizes as large as possible, invitations to participate were sent to 250 superintendents and 350 school board members in the CSBA database system

A clearer picture of the desired competencies of school superintendents by local boards of education should assist both parties in decreasing any discrepancies in expectations. The proposed study identify the professional competencies of public school superintendents that are identified for successful employment in the state of Texas by both school board presidents and school superintendents. The population of the study consist of a stratified random sample of K-12 public school superintendents and school board presidents in Texas. The respondents rated the perceived importance of eight competencies using a five-point Likert-type scale. The surveys were then categorized based on district size, years served in the district by the superintendent, and years served on the board of education. The findings indicated that both board presidents and school superintendents perceived acting ethically and morally as the most important competency. Both respondents also indicated that knowing how to budget and allocate resources was perceived as the second most important competency. Significant differences were indicated between different size districts in the areas of instructional leadership and shaping school culture.

Thirty-one presidents of public schools located in 8 southeastern Pennsylvania counties participated in an online survey consisting of multiple-choice, Likert-scale, and open-ended questions. The questions collected data on board presidents' perspectives about the role of the superintendent and how it is changing, perspectives about leadership skills necessary for effective district leadership and how the importance of various skills might be changing, and perspectives regarding changes in communication patterns between the board and the superintendent. Nine board presidents also participated in a follow-up interview consisting of 8 related questions. Results indicate that participating board presidents perceive the role of the superintendent to be increasing in complexity, especially in the areas of school finance, communication with stakeholders, and academic achievement. Furthermore, results suggest that participating board presidents consider effective communication and financial management as increasingly important skills for successful district leadership. Finally, results indicate that in the represented districts, communication between the superintendent and the board has become more frequent and detailed, and that the communication is often presented in electronic formats. These findings offer direction for prospective superintendents as they seek to develop effective leadership skills, for board presidents as they support the work of the superintendents, and for current superintendents as they seek ways to grow and develop their professional skills.

Specifically, this research was designed to identify the practices that board presidents and superintendents felt were beneficial and necessary in assisting their boards to govern in an appropriate manner. The research questions that guided this process are: 1) How is the board involved in policy development and district planning that contributes to governing the school district? 2) What practices are used in the management, operation, and training of the board and individual board members for effective school board governance? 3) What practices have proven beneficial for effective communication among school board members and between the board and superintendent, and how does the board evaluate its own governing effectiveness? 4) What are critical areas affecting school boards and their ability to successfully and effectively govern? This study used qualitative research methods to examine and identify the strategies and practices employed by superintendents and board presidents in assisting boards to properly and efficiently govern their school districts. Data for this study was collected through publicly accessible information from the Texas Education Agency's web site and a series of one-on-one interviews with superintendents and board presidents in academically high-achieving large Texas urban school districts. After transcription of the interviews, the resulting data was coded and emerging categories and themes identified through Grounded Theory qualitative research methods and procedures. Based on analysis of the research, board presidents and superintendents identified the following practices for their boards: establishing salaries early in the budget process; regularly contacting local, state, and federal policymakers about educational issues; establishing annual goals and performance criteria for the district and superintendent from a district-wide strategic plan; providing the board with multiple opportunities of involvement each month to meet and discuss district issues; identifying and attending multiple levels of continuous board training; being visible in the community by attending school and community events; providing all board members with extensive and ongoing information from the school district; having clearly defined board operating procedures; and being an advocate for the school district as well as voicing support for the administration. Regardless of the size of the school district, the findings of this research will enhance superintendents' and board presidents' understanding of the activities and practices used by board presidents and superintendents in academically high-achieving Texas urban school districts.

Therefore, both should develop a collaborative leadership style while also surrounding themselves with quality individuals that are knowledgeable in specific areas, and consistently communicate the vision. Further, school superintendents and school board presidents must buy into the mission of their school district and advocate for all students.
