Book excerpt: This thesis examines factors which influence the retention of male, company-grade Marine Corps officers (grades O-1 to O-3) who are within their initial period of obligated service. Data used combined responses from the 1985 DoD Survey of Officer and Enlisted Personnel and the respondents' 1989 status from the officer master fine maintained by the Defense Manpower Data Center (DMDC). Logit regression was used to measure the relative importance of a broad range of factors for retention. These included: biographic and demographic characteristics, tenure data, perception of external job opportunities, and satisfaction with various aspects of military life. Results indicated that the individual's marital/dependent status, commissioning source, military occupational specialty, race, and satisfaction with specific intrinsic and extrinsic aspects of the military job are most important in predicting the retention behavior of junior Marine Corp officers with no less than 12 months of service and no more than seven and one-half years of active service. These findings can provide manpower planners with information to project and manage future retention levels of company-grade officers and to identify possible shortfalls in critical occupational specialties.

Book excerpt: This thesis analyzed factors which influenced the retention of male, junior Marine Corps officers who were serving within their initial period of obligated service. A broad social science approach combining organizational and individual behavioral factors was used to model the turnover decision. A multivariate logistic regression model was estimated using these factors to determine their relative importance in explaining differences in the actual retention behavior of these officers. Subsequent models were then estimated to identify and explain differences in the factors affecting the retention between married and single personnel. Data for this study were drawn from a matched file of responses to the 1992 Department of Defense Survey of Officers and Enlisted Personnel and Their Spouses with 1996 follow-up retention information from the Defense Manpower Data Center's Master Loss File. The factors found to influence significantly the sample members' decisions to remain on active duty included: commissioning source; occupational specialty; deployment to Operation Desert Shield/Storm; satisfaction with various intrinsic aspects of life in the Marine Corps; concerns with the force drawdown; whether or not the officer had searched for civilian employment in the last twelve months; whether or not the officer believed that the skills he had acquired in the Marine Corps would be transferable to the civilian market; and the influence on the career decision of the officer's spouse. Finally, recommendations regarding future policy as well as areas for further related research were made.

One factor, graduate education, is specifically targeted for detailed analysis to determine its direct effects on the measures of on-the-job performance. A defense Manpower Data Center (DMDC) cohort file of USMC officers who were commissioned during fiscal year 1980 is merged with Automated Fitness Report System (AFRS) files and Headquarters Master File (HMF) information to analyze performance differences between officers who have and have not obtained a postgraduate education. Nonparametric, ordinary least squares (OLS), and non- linear maximum likelihood (PROBIT) techniques are used to estimate the selection, retention and promotion models. The results suggest that actual on- the-job performance is an important factor in determining promotion, retention, and who attends graduate education. Graduate education appears to have a positive effect on promotion; however, failure to correct for retention and selection issues biases the estimated effects of graduate education upward. Further study using more sophisticated techniques is recommended to clarify the interrelationships among promotion, retention, performance, and graduate education to gain more information on the magnitude and direction of these potential biases.

The findings indicate that an officers PMOS is significantly associated with whether an officer stays until 10 YCS or is promoted to O-4 or O-5. Logistic regression results show that pilot PMOSs are positively correlated with surviving until 10 YCS, but are negatively correlated with promotion to O-4, when compared to Infantry. The results also find that the remaining PMOSs are negatively correlated with whether and officer survives until 10 YCS, when compared to Infantry. In addition, only three PMOSs (0402, 7202, and 7523) are positively correlated with whether an officer is promoted to O-4 or O-5. Finally, the Cox Proportional Hazard results show the effect of having a particular PMOS or occupational field on the hazards of separation and promotion.

The objective was to explore the views of Command and Staff students who were at the mid-point of their career and faced with retention decisions. The study incorporated a comprehensive document review focused on leadership and retention, Marine Corps precepts involving promotion and retention policies, Marine Corps leadership and retention archival documents, and participant interviews using semi-structured questions to obtain insight into the research questions. The study involved the dynamic relationship between the leader and subordinate and focused on theories and factors influencing leadership and retention decisions. Five thematic themes were generated and explored: 1) a leaders level of engagement with subordinates impacts retention decisions, 2) Marines want leaders to lead through their actions and desire mentoring, 3) leaders must allow subordinates to do their job – avoid micromanaging, 4) leaders desire opportunities for increased responsibility and want to be challenged, and 5) provide a path for stellar Marines to be promoted faster, and path for mediocre Marines to be discharged without discrimination. The results of the study provide insight on leadership theories and influence of variables in retention decisions. Recommendations are provided for modifying promotion and retention policies, active pursuance of a leadership to subordinate mentorship program, and insight on the value of a family’s quality of life program on retention. Further study is recommended on leadership and retention issues focused by gender, occupation, and leadership and retention factors associated with Marine Corps officers who have achieved a terminal rank.

To estimate the models, data for this thesis were drawn from responses to the 1999 DoD Survey of Active Duty Personnel. The survey includes data on retention intentions of service members. Past research has shown that a member's intention is a good predictor of retention behavior. Logistic regression analysis is used to identify demographic, tenure, economic, and other characteristics that significantly affect the intention to stay or to quit the military and to assess their relative importance. The SAS software package is used to analyze the data. The model developed for this thesis is successful in identifying several factors influencing the retention intentions of junior male Navy officers. Nine of the seventeen variables included in the model have a significant impact upon retention. Officers' decision to remain on active duty were significantly influenced by the demographic characteristics of family status; the tenure characteristics of military rank (03) and military life expectation; the economic characteristics of the transferability of skills gained in the navy over to a good civilian job, and the satisfaction with military work values, and military allocation of time.

Intrinsic factors appear to contribute more to the career decision than extrinsic factors. Specifically, promotion probability and satisfaction with current job have the most influence . The sample was restricted to Marines with between two and ten years-of- service who had less than two years remailing on their enlistment contract and was further stratified by term of enlistment and gender. A complete conceptual model was developed which incorporated individual and organizational factors affecting retention. Four categories of determinants of turnover were used: Demographic, Military Experience, Cognitive and External. Logistic regression was used to measure the relative importance of a broad range of these factors for the retention decision. Results indicated that the factors affecting retention differ across term of service and by gender. No single factor was significant for all gender/term of service samples. Some factors were significant only for a particular term of service. Others were significant only by gender and many were significant only for a single sample. The specific findings can provide manpower planners with targeted information to manage retention levels for first term and second term Marines more effectively.

In robust economic times all branches of the armed forces face the challenge of retaining sufficient highly-trained volunteers. The aviation community is disproportionately affected due to the long lead time associated with aviation officer training and the potential for long-term lucrative civilian job opportunities compared with existing military pay and benefits. This study documents the development of a retention survey aimed to quantify Naval aviation officer attitudes towards job satisfaction and turnover intent. Previous research has indicated that measurements of job satisfaction are the most reliable predictor of one's intent to remain with an existing employer. To best understand this relationship, CART and logistic regression models are proposed to predict Naval aviation officer retention These model were developed using a principal components analysis of survey data elements. Work satisfaction and age were analyzed in terms of their impact as moderators of the relationship between job satisfaction and retention. Work Satisfaction factors were found to be significant in models that predicted turnover intent half again better than if one was to merely provide a sample estimate.
