Book excerpt: Conflict between superintendents and school boards existed in the early 1800s and continues to exist today. This adversarial conflict in the working relationship results when one of the parties exceeds the other's subjective boundary as it pertains to involvement in the governance process and working relationship. The study examined six hypotheses regarding the perceived degree of involvement of Iowa single superintendents, shared superintendents, and those superintendents' school board members. The study was designed to determine whether or not school board members perceived their superintendent differently if the superintendent was a shared superintendent rather than a single superintendent. The study also revealed if the shared superintendent perceived their role differently than that of a single superintendent. School board members and superintendents were selected from the K-12 public school districts in the State of Iowa. District superintendents and their school board members participated in the quantitative study. The sample totaled 68 superintendents and 362 board members. There was a 69% return rate for superintendents and 42% for school board members. Of the six hypotheses, only one was upheld. This study backs up the related literature in revealing that the working relationship that a school board and its superintendent create and foster is equally as important as the day-to-day governance tasks that are outlined in college textbooks. This study affects how districts can and should make the decision about sharing superintendents. It is essential that school boards weigh all of the factors-both financial and political-in how sharing a superintendent can affect the district. Regardless of whether a superintendent is shared with two or more districts or serves in a single district, it is important that those who prepare future superintendents look at the programs to determine if enough time is spent on helping administrators to develop the relationship building skills as outlined in this study. The key stakeholders in education need to redefine the training that all superintendents and their board members need in order to be the visionaries that school systems have come to expect.

After examining the literature it was evident that there are no universally accepted definitions of responsibilities for school board members or superintendents. It was determined that this investigation was needed in order to determine the inconsistencies of the two groups of school system leaders and to provide guidance for improved performance in public schools. Methodology used involved an assessment instrument, which was distributed to 364 school board members and 192 superintendents in the State of Iowa during the 1999-2000 school year. Useable returns were obtained from 50.8% of school board members and 71.3% of superintendents.

This study also explored which characteristics school board members and superintendents believe are essential to effective school board member and superintendent relationships. This quantitative study utilized survey research methods. Participants answered four demographic questions and 35 primary questions that addressed components of the research questions that frame this study. Questionnaire items were answered on a Likert-type scale that indicated the participants' level of satisfaction (items 1-25) with the school board member and superintendent relationship and level of importance (items 26-35) related to essential characteristics of effective school board member and superintendent relationships. Survey methodology was appropriate for this particular study because the aim of the study was to investigate the perceived relationship between two defined stakeholder groups, school board members and superintendents, and those groups' perceptions of how that relationship impacts educational accountability, the instructional program, leadership roles, board-superintendent conflicts, teamwork, and school-community relations. Participants were selected from the state of California database system that includes contact information for school board members and superintendents within the state. The researcher had access to participants because he secured the support from the California School Board Association (CSBA) Board of Directors. The CSBA Board of Directors allowed the researcher to use their comprehensive e-mail database to contact superintendents and school board members within the state of California. In order to keep the random sample sizes as large as possible, invitations to participate were sent to 250 superintendents and 350 school board members in the CSBA database system

Book excerpt: The purpose of this study was to determine whether local school board members who have been subjected to more of a specific type of training focused on student achievement create and support conditions in their systems that enable students to achieve at high levels. Of specific interest was the change in disposition of the board members and superintendents as a result of the training. Educational research has endorsed the idea that school districts cannot effectively raise student achievement without strong leadership and teamwork from the school board and the superintendent. Results from this study indicated that board members who participated in more intensive training related to topics around leadership and student achievement consistently identified this training as having an influence on the disposition of the board and the behaviors they exhibited at board meetings. This was demonstrated by the systematic approach to their work with less micromanaging, the use of data in their decisions, a district focus on reading comprehension, and by an "all really does mean all students" attitude when making decisions related to student achievement. Iowa schools continue to face the, challenge of improving student achievement. Schools and school leaders are being asked by policy makers to ensure that all students reach a level of proficiency or face risks and consequences of failure. Past research has focused on the policy development of boards of education rather than on the training and support that board members received. This study concluded that, if board members are going to lead districts in student learning efforts, training for the board members does matter. Among the recommendations were regular self-assessment, and mandated development and training to improve the governance performance of local boards. This training should include a focus on developing a shared vision focused on student learning. Additionally, the training should include devising strategies to develop skills in demonstrating shared decision-making, supporting regular school-wide staff development, using data and information on student needs to make decisions, and developing a close connection among the schools, parents, and community.

In The Money Myth, W. Norton Grubb proposes a powerful paradigm shift in the way we think about why some schools thrive and others fail. The greatest inequalities in America's schools lie in factors other than fiscal support. Fundamental differences in resources other than money—for example, in leadership, instruction, and tracking policies—explain the deepening divide in the success of our nation's schoolchildren. The Money Myth establishes several principles for a bold new approach to education reform. Drawing on a national longitudinal dataset collected over twelve years, Grubb makes a crucial distinction between "simple" resources and those "compound," "complex," and "abstract" resources that cannot be readily bought. Money can buy simple resources—such as higher teacher salaries and smaller class sizes—but these resources are actually some of the weakest predictors of educational outcomes. On the other hand, complex resources pertaining to school practices are astonishingly strong predictors of success. Grubb finds that tracking policies have the most profound and consistent impact on student outcomes over time. Schools often relegate low-performing students—particularly minorities—to vocational, remedial, and special education tracks. So even in well-funded schools, resources may never reach the students who need them most. Grubb also finds that innovation in the classroom has a critical impact on student success. Here, too, America's schools are stratified. Teachers in underperforming schools tend to devote significant amounts of time to administration and discipline, while instructors in highly ranked schools dedicate the bulk of their time to "engaged learning," using varied pedagogical approaches. Effective schools distribute leadership among many instructors and administrators, and they foster a sense of both trust and accountability. These schools have a clear mission and coherent agenda for reaching goals. Underperforming schools, by contrast, implement a variety of fragmented reforms and practices without developing a unified plan. This phenomenon is perhaps most powerfully visible in the negative repercussions of No Child Left Behind. In a frantic attempt to meet federal standards and raise test scores quickly, more and more schools are turning to scripted "off the shelf" curricula. These practices discourage student engagement, suppress teacher creativity, and hold little promise of improving learning beyond the most basic skills. Grubb shows that infusions of money alone won't eradicate inequality in America's schools. We need to address the vast differences in the way school communities operate. By looking beyond school finance, The Money Myth gets to the core reasons why education in America is so unequal and provides clear recommendations for addressing this chronic national problem.

Book excerpt: Superintendents of school districts are faced with the decision to share or not share racially disaggregated student data with school board members. As part of these decisions, superintendents and school boards must both navigate organizational and political contexts, as well as perceived pressures. These pressures come from a variety of stakeholders, including special interest groups, families, staff, and community members. The purpose of this study, therefore, is to examine what pressures and power relations superintendents perceive and consider when determining whether to share racially disaggregated data with school board members. The research conducted utilizes case studies that include a series of interviews with superintendents from similarly situated districts and an analysis of documentation from school board meetings. Student graduation data and standardized test data were also examined. The superintendents in this study used their power and influence to manage their power relations with their school board members, to determine which data the school board would see and discuss, and to respond to pressures from stakeholders. Despite this agreement, the superintendents had varying strategies for how they used their power and influence to manage power relations with school board members, including whether or not they shared racially disaggregated data with their school board members. This division reflects the tension that exists in both practice and the literature around the decision to use and share racially disaggregated data.
