However, the institutions' commitment to open access has been problematic for leaders as enrollments continue to increase, but the institutions' ability to maintain their services and remain committed to their mission has been decreased. With regard to state funding for education, community colleges generally exist as the least funded entity. Most states place a clear emphasis on financial support for K-12 institutions, often viewing institutions of higher learning as secondary in the funding process. The purpose of this study was to examine community college funding trends in other southern states in an effort to discover advantages associated with a stable funding process in Mississippi. The researcher used a finance survey to survey fifteen southern states in February 2008. Thirteen of the states returned a completed survey, with South Carolina and West Virginia declining participation. Results of the survey yielded several interesting findings. First, with the exception of Alabama, all of the surveyed states reported the utilization of funding formulas in the appropriation process to a certain degree. Second, the concept of community college governance is being actively explored by states that participated in this study. Finally, tuition and fees continue to rise among community colleges in the surveyed states, which undermines the institutions' ability to maintain their open-door policies. Several recommendations were also made as a result of this study. First, the State of Mississippi should reconsider how its public community colleges are governed. Second, the state's community college leaders should continue to press for full funding of the Mid-Level Funding Bill. Third, leaders should conduct periodic surveys of peer institutions in other SREB states. Fourth, leaders should continue to develop community college alumni associations and foundations. Finally, leaders should increase awareness of the state's community and junior colleges.

Book excerpt: Inherent to college governance in many community colleges throughout the nation is the expectation that a collegial or participatory model of decision-making is the appropriate mode of governance. This type of model structures an organization to allow the opportunity for all constituencies to participate in decision-making. Some states, such as California, have mandated a participatory decision-making process, commonly referred to as “shared governance” (AB1725) while others operate in a similar manner but not by legislative mandate. Regardless of the model of decision-making used to govern community colleges, most states are being asked to address educational accountability with regard to student performance outcomes. States, such as Florida, have reorganized their entire educational governance structure (SB1162) in an attempt to increase student success. This case study provides an in-depth look at how internal structures of participatory decision-making respond to external requirements for accountability. The underlying premise for this study is that the decision-making process employed by a community college system at the state and local level significantly impacts any attempt to achieve accountability. The study examined two community college systems at the system (state) and college (local) level: California and Florida. Four research questions guided data collection with an additional sub-research question regarding how perceptions differed at the system and college level. A total of 29 respondents, at both the system and college levels, participated revealing meaningful insights about shared decision-making, accountability, student performance outcomes, performance-based funding and leadership. The findings of this study revealed that 1) whether mandated or not, participatory decision making results in a higher degree of commitment by all constituencies, 2) commitment while not guaranteeing success increases the likelihood of an initiative such as performance based funding improving student performance, 3) an emphasis on accountability shifts the focus to student success and removes barriers to completion, 4) community colleges continue to be under-funded while expected to provide services to meet growth and diversity demands and, 5) leadership is key to the success of any participatory decision-making initiative. This study suggests that additional research is needed to investigate implications of leadership and external influences.

Book excerpt: Although there is increasing interest in evidence-based decision making in postsecondary education, there have been few large-scale empirical studies on the subject, and none of the research to date has examined in depth what specific data college faculty and administrators use in their jobs and the extent to which they use data analysis to design and improve the impact of programs and services. This report offers findings from a study designed to fill that gap in the knowledge base. The study was based on a survey and on telephone interviews about the use of student data by faculty and administrators at community colleges participating in Achieving the Dream: Community Colleges Count, a major national initiative designed to improve educational outcomes for community college students, particularly students of color, low-income students, and others who have traditionally faced barriers to success in college. Findings suggest three broad conclusions: (1) Achieving the Dream may have had an impact on data use at the colleges: greater use of data on student outcomes by faculty and administrators who are involved in the initiative indicates that an externally originated initiative can bring about changes in practice; (2) Producing substantive changes in culture and practice is a long process; and (3) Apparent disconnect between the extent of data use by faculty and administrators and the views and management practices of the college leadership may indicate that leadership commitment and a data-oriented approach to institutional management may not be sufficient to encourage faculty and administrators to become more data-oriented in practice, and that greater emphasis at department level is needed to encourage use of data for improvement. The authors advocate that further analysis is needed to better understand the relationship between data use and budgeting and planning efforts. Four appendixes are included: (1) Methodology for Creating Indicators of Data Use and Correlative Factor Measures; (2) Response Rate by College; (3) Demographics of Respondents; and (4) Tables on Patterns of Data Use by College. Book excerpt: The purpose of this study was to discern the nature of legislators' perceptions about community colleges' abilities to generate revenues through alternative funding sources and the resultant effects on state allocations to these colleges. Selected community college-related staff members and legislative staff members in Idaho and Oregon were asked to independently name three to five Idaho and Oregon legislators whom they perceived as having the most influence on community college funding. Out of the sixteen legislators who were nominated, eight were selected to participate in the study. The research identified: (a) important factors that influence legislative decision making which community colleges may affect, and (b) expectations of legislators about community colleges' abilities to acquire alternative funding and the purposes for seeking alternative funds. The following were specific findings of the study: Alternative Funding is a Given The pressure to find alternative funding for community colleges is likely to continue. Seeking alternative funding will be expected in the future by legislators even in good financial times; community college administrators should plan to invest in this process for the long run. Collegial Relationships Among Legislators A significant implication for practice from this research was the impact various individual relationships had on legislators. Legislators in the study described how trusting relationships with key people were integral to the input they obtained and considered in making funding decisions. These relationships included: (a) community college presidents and staff, (b) their colleagues, (c) legislative staff, and (d) agency staff. Community Colleges Must Let Legislators Know What They Want and Plan Ahead Legislators wanted community colleges to be forthcoming about what their long term fiscal and legislative needs, and legislators wanted them presented in priority order. Knowing community colleges' strategic goals and what their long-term plans were for at least five years could help legislators understand the larger fiscal picture and provide a better sense of where the future of community colleges was in their states. In turn, legislators could be watching for funding opportunities for community colleges, inform community colleges about consequences of plans they were making, and help community colleges do better problem-solving as issues occur. Educational Systems Need to Unify Toward the Common Goal Legislators were looking for funding solutions across the educational system. Legislators noted that they would have more confidence in the validity of the requests made of them if education entities -- K-12, community colleges, four-year colleges, and universities - showed the legislators that they were working together as a unified group. According to one legislator, educational institutions need to "marry" across systems so they'll "gain political strength." When systems plan strategically together, legislators are more likely to understand and plan for their needs. The legislators in this study exhibited similar decision making styles, perceptions of community college funding, and expectations about community colleges' responsibilities for acquiring alternative funding to make up for funding shortfalls.
