There are few recent explicit policy statements or strategies explaining why Denmark allocates its multilateral funding as it does. These are some of the statements from a new evaluation study conducted by independent experts, providing data underpinnings and a conceptual framework for future strategy considerations in the area of Danish multilateral support. The report builds on a study from 2019 on the Use of Organisation Strategies and Results Reporting for Danish Multilateral Partners and provides updated statistics on the trends in Danish multilateral aid 2011 to 2018 with respect to partners, modalities and volumes. The paper also proposes a number of strategic and operational issues to consider within future support for multilateral organisations.

Book excerpt: In 2012, the Danish Parliament approved an International Development Cooperation Act which made human rights promotion an overarching objective, together with poverty reduction and promoting Denmark's interests. In the same year, a new development cooperation strategy, "A Right to a Better Life" was launched, in which promoting poverty reduction and human rights were central tenets. The strategy was accompanied by a Human Rights Based Approach (HRBA) guidance note for Danish development cooperation in 2013. The newly launched strategy for development cooperation and humanitarian assistance has retained this commitment to the HRBA. The evaluation study documents lessons learned from the implementation of the HRBA, in particular the extent to which guidelines and human rights principles have been operationalised and their added value to Danish development cooperation. The study finds that the MFA has been successful in introducing HRBA in programmes and partnerships in a pragmatic way and that the combination of political leadership and technical support has generated broad ownership to the approach. Including the HRBA as part of the Danida country programming system has made its roll out more systematic, and the technical support provided from Copenhagen has facilitated the implementation of the approach. The study concludes that the HRBA however is still strongest in the design phase. The study also reviews the HRBA experiences of other bilateral, multilateral and nongovernmental organisations and provides suggestions on how to link the Sustainable Development Goals and the HRBA in Danish policy and interventions. Finally, the study makes recommendations to strengthen operationalisation of the HRBA in the future through monitoring of progress on the implementation of the HRBA.

Focusing on the global strands which have produced understandings of national selfhood as a consequence of a series of historical and contemporary global encounters, it calls for the production of narratives which better capture how European nations, including Denmark, are shaped by narratives that cannot be understood in (national) isolation, but are contingent on ideas about the nation’s globality. In historical terms, this entails examining how colonialism shaped national self-perceptions; in a contemporary context, it requires looking at colonialism’s unfinished business. The first chapters revisits colonialism throughout the Danish empire. In the second section, the book revisits Danish (post-1945) attempts to restage global interventions and military intervention since 2000, and considers how migration since 1965 has led to a profound questioning of relationships with the non-European world – and increasingly with Europe itself. Postcolonial Denmark situates Denmark at the centre of a number of current and ever more urgent challenges facing Europe. As such, it will appeal to scholars of sociology, political science and cultural studies with interests in Europe, the Nordic region through a postcolonial, a whiteness and a decolonial inspired approach.
