Book excerpt: On June 1, 1996, the last strategic missiles were shipped from Ukraine to Russia, bringing to an end a contentious issue that had marred the early stages of U.S.-Ukraine relations. In welcoming this development, President Clinton stated, "I applaud the Ukrainian government for its historic contribution in reducing the nuclear ... We remain committed to supporting Ukraine through its ambitious and far-sighted reforms and to working with Ukraine and our European partners to promote Ukraine's integration into the European community." Elimination of Ukraine's strategic warheads was a goal that had spanned two U.S. administrations and that had been at the center of Western concerns. There were many obstacles that had to be overcome on all sides. Through a combination of diplomacy and cajolling, Ukraine had undertaken a final ratification of the START Treaty in February 1994, and acceded to the Nuclear Non-Proliferation Treaty in November 1994. And in January 1994, in the Trilateral agreement, the United States, Ukraine, and Russia laid the foundation for the elimination of the warheads that was completed in 1996 and that led to President Clinton's positive assessment. This study examines the early history of U.S.-Ukraine relations over the nuclear weapons issue. It presents both the history of a 2-year period, 1992-1994, and posits a number of explanations as to why things developed the way they did. The goal is to establish a framework of this important period from which scholars can further proceed.

The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. Book excerpt: The Institute for Nuclear Research of the Academy of Sciences of Ukraine was the first Ukrainian organization to begin the implementation of Agreements of October 25 and December 18, 1993 between Ukraine and the US. Over a relatively short period of time and with the financial, technical and methodological assistance of the US DOE, the Institute for Nuclear Research was able to develop a modern system of physical protection of nuclear materials and its Research Reactor. The rapid progress of this work was aided by the diligence of the US-Ukraine group (Argonne and Sandia National Labs and the Institute for Nuclear Research) under the supervision of George Kuzmycz, a US DOE employee, and prompt resolution of numerous issues by the government authorities of the USA and Ukraine. The fresh fuel and nuclear materials storage were established in full compliance with international requirements. A modern MC & A system was developed at the Institute for Nuclear Research with the US assistance as well. The experience gained during the work with the Institute for Nuclear Research was used successfully by the US and Ukrainian parties at other nuclear facilities of Ukraine. The advanced training of Ukrainian specialists organized by the US DOE has played a very important role in the efficient use of the US Government assistance. Later on the Training Center for Physical Protection, Control and Accounting of Nuclear Material, named in honor of the late George Kuzmycz, was established at the Institute for Nuclear Research with the US assistance as well. The example of KINR allows us to say that US-Ukrainian cooperation and US MPC & A assistance to Ukraine has been implemented successfully and significant contributions have been made to the non-proliferation of nuclear weapons. Along with this, we, at the KINR and its GKTC realize, that there is great deal of work ahead of us that we need to do in order to make our modest contribution into the implementation of the nuclear weapons non-proliferation activity, which is the most acute and important world problem of today.
