Book excerpt: The Handbook of Latin American and Caribbean Intelligence Cultures explores the contemporary efforts of Latin American and Caribbean nations to develop an intelligence culture. Specifically, it analyzes these countries’ efforts to democratize their intelligence agencies (i.e. to develop intelligence services that are both transparent and effective) to convert the former military regimes’ repressive security apparatuses into democratic intelligence communities—a rather paradoxical task, considering that democracy calls for political neutrality, transparency, and accountability, while effective intelligence services must operate in secrecy. Indeed, even the most successful democracies face this conundrum of democracy and intelligence; Latin America and the Caribbean region is not alone in facing this challenge. The legacy of the repressive military regimes or brutal civil wars—which have inspired in the public a general disdain toward intelligence services due to the grave human rights abuses—coupled with politicians’ persistent lack of interest or expertise in intelligence matters complicate the region’s quest for a proper balance between the competing demands of democracy and intelligence. This volume details the attempts of the region’s countries to overcome these obstacles and pursue democratic intelligence institution building—transforming the legal basis for intelligence; establishing democratic control and oversight mechanisms; and fostering intelligence openness, transparency, and outreach.

Book excerpt: Argentina’s Right-Wing Universe During the Democratic Period provides a comprehensive analysis of the course of right-wing politics in the country in the last 40 years. In 1983, after the fall of a violent military regime, Argentina began the longest period of democratic stability in its history—40 years marked by economic, institutional, social and political crises. This book examines the trajectory of the different right-wing organisations and ideological developments during these years, seeking to understand both the distinctions and the continuities that lie beneath its metamorphoses. Argentina has always acted as a laboratory in which to appreciate how the major problems and questions that concern those who have studied the right-wing in recent decades are translated into a particular political culture. In an international scenario marked by the social and political growth of different right-wing movements, some of which pose a threat to liberal democracies, the study of the Argentine case can provide greater clarity and a different perspective on problems that transcend this specific national case. This book will be of interest to scholars of Argentinian and Latin American politics and history, as well as specialists on the comparative politics of the radical right.

Book excerpt: This book explores how popular cultural artifacts, literary texts, commemorative practices and other forms of remembrances are used to convey, transmit and contest memories of mass atrocities in the Global South. Some of these historical atrocities took place during the Cold war. As such, this book unpacks the influence or role of the global powers in conflict in the Global South. Contributors are grappling with a number of issues such as the politics of memorialization, memory conflicts, exhumations, reburials, historical dialogue, peacebuilding and social healing, memory activism, visual representation, transgenerational transmission of memories, and identity politics.

Available in PDF, EPUB and Kindle. Book excerpt: Jewish Self-Defense in South America charts the ways in which Jewish youth in Argentina and Uruguay organized self-defense groups in the wake of an anti-Semitic wave that swept the Southern Cone in the 1960s. The kidnapping of Nazi war criminal Adolf Eichmann in Buenos Aires in 1960 and his trial and execution in Israel in 1962, as well as the assassination of the Latvian war criminal Herberts Cukurs in Montevideo in 1965, provoked violent attacks by right-wing nationalist organizations against Jewish lives and property. Thousands of Jews decided to teach the anti-Semitic bullies a lesson and make it very clear that shedding Jewish blood would not go unpunished, that Jews were no longer passive victims. The central role that the State of Israel and its envoys played in organizing, instructing, and training self-defense activists highlights the special ties between Israel and the Jewish Diaspora. Based on more than 120 interviews with former activists of self-defense, ex-Mossad officers and veteran Israeli diplomats, as well as on archival research, this is a pioneering study on ethnicity and diaspora in a time of growing political violence in South America. This book is a valuable study for scholars and students researching Jewish history and Latin American history.

Book excerpt: This edited volume represents a joint effort by international experts to analyze the prevalence and nature of gender-based domestic violence across the globe and how it is dealt with at both national and international levels. With studies being conducted in 20 different countries and 4 distinct regions, the contributors to this volume shed light on the ways in which contextual particularities shape the practices and strategies of addressing the socio-cultural and legal problem of gender-based domestic violence in the countries or regions where they do research. Special attention is devoted to developing countries where there is a lack of a consistent legal definition of gender-based domestic violence and where violence against women is widely considered a private matter. The authors of the chapters share a common goal of raising public awareness of the significance in nuanced local experiences of women and other individuals from gender and sexual minority groups facing gender-based violence. Furthermore, the authors attend, analytically, to the newly emerging, overlapping influences of COVID-19 and global warming. Their research findings acknowledge and provide a detailed account of how the two ecological and socio-economic crises can combine to produce economic devastation, disconnect victims from necessary social services and assistance, and create a large degree of panic and uncertainty. In addition, they intend to offer insights into next steps to not only adjust existing public policies, legislation, and social services to the ever-changing national and global contexts, but also to make new ones. The book is intended for a wide range of scholars (both professors and students) and practitioners in a large number of areas, including but not limited to criminal justice, criminology, law, human rights, social justice, social work, nursing, sociology, and political or public affairs.
