Book excerpt: "Variables commonly used, in a panel setting, to explain unemployment rate developments (e.g. Bassanini and Duval (2006a, 2006b)) provide similarly good fit for structural unemployment rate, as measured by the Commission services (i.e. the so-called NAWRU). Those variables include labour market structural indicators, thus confirming the impact of labour market structural reforms on the NAWRU. In addition, we find that persistent demand shocks also have a bearing on the NAWRU. Such shocks are related to crisis events (i.e. unwinding of unsustainable developments). In particular, housing boom-bust episodes have statistically significant impacts on the NAWRU. Real interest rate and TFP growth, which controls more generally for the presence of such shocks, also matter. Put together, the explanatory variables account for 90% of the variance of NAWRU, in a 13 EU countries panel covering the period 1985-2009. The tight fit leaves no scope for statistically significant linear trend or period-effects. The paper also presents a new measure of the degree of generosity of unemployment benefit schemes, which has superior explanatory power compared to alternative measures commonly used to account for the role of this variable in similar studies."--Document home p.

Book excerpt: This paper discusses the fiscal policy implications of applying an alternative output gap methodology. The alternative methodology replaces the NAWRU by the structural unemployment rate (SUR) estimated by DG ECFIN in the calculation of potential GDP. The note studies how the use of this method changes the properties of trend and cyclical variables and it analyses the properties of the estimated structural fiscal balance and fiscal effort for the EA12. The results suggest that the SUR-based potential growth and structural balance are somewhat less procyclical than the standard potential growth and structural balance. They are also somewhat less affected by forecast revisions at the end of the sample, i.e. the period relevant for fiscal policy. Also, the SUR-based indicators suggest worse underlying economic conditions in relatively good times and better underlying economic conditions in relatively bad times than the NAWRUbased indicators. Thereby, they tend to show a less favourable structural fiscal position in good times and a more favourable one in bad times. Quantitatively, differences in indicators are found to be larger for Member States which had sizeable fluctuations in the unemployment rate over the past decade. Given its different concept of the cycle and the trend component, other things equal, the SUR-method would provide incentives to accommodate highly persistent shocks (e.g. hysteresis), while the standard method considers these to be beyond the scope of fiscal policy.

Frequently quoted indicators of benefit generosity, tax cost, and adherence to the experience-rating principle are influenced by the relative economic conditions of states. Such comparisons thereby obscure underlying structural differences in state UI systems. A business considering alternative states in which to locate a production facility should be cautious when interpreting UI information in an economic developer's marketing pitch. This paper offers alternative indicators based on how representative firms, with a well specified unemployment experience, would fare in different states. The authors use a micro-simulation approach to model the experiences of representative workers and firms to compare 28 states and contrast the results with those obtained from more conventional indicators. In closing, the authors consider whether a business location decision would be influenced differently by the alternative measures of state UI systems.

Book excerpt: We develop a framework where mismatch between vacancies and job seekers across sectors translates into higher unemployment by lowering the aggregate job-finding rate. We use this framework to measure the contribution of mismatch to the recent rise in U.S. unemployment by exploiting two sources of cross-sectional data on vacancies, JOLTS and HWOL, a new database covering the universe of online U.S. job advertisements. Mismatch across industries and occupations explains at most 1/3 of the total observed increase in the unemployment rate, whereas geographical mismatch plays no apparent role. The share of the rise in unemployment explained by occupational mismatch is increasing in the education level.

This book discusses how this goal might be achieved, beginning with the thesis that because individual employers are not capable of creating full employment, it must be the responsibility of the state. Beveridge claimed that the upward pressure on wages, due to the increased bargaining strength of labour, would be eased by rising productivity, and kept in check by a system of wage arbitration. The cooperation of workers would be secured by the common interest in the ideal of full employment. Alternative measures for achieving full employment included Keynesian-style fiscal regulation, direct control of manpower, and state control of the means of production. The impetus behind Beveridge's thinking was social justice and the creation of an ideal new society after the war. The book was written in the context of an economy which would have to transfer from wartime direction to peace time. It was then updated in 1960, following a decade where the average unemployment rate in Britain was in fact nearly 1.5%.
