The Institutional Topology of International Regime Complexes: Mapping Inter-Institutional Structures in Global Governance provides a systematic conceptualization and explanation of the evolution of these varying institutional topologies underlying regime complexes across five issue areas of Global Governance: Intellectual Property Protection, Tax Avoidance, Financial Stability, Development Aid, and Energy Governance. Book excerpt: Political instability has characterised the modern history of Iraq, which has proven itself as a complex state to govern. However, the creation of a federal system in 2005 offers the potential for change and a deviation from a past characterised by authoritarian government, brutality and war. The Iraqi Federation explores why and how Iraq became a federal state, and analyses how the process of formation impacts on the operation of the Iraqi federal system. It argues that the different approaches taken by various federal theorists in the past, particularly William H. Riker’s bargain theory, are insufficient to explain the formation of the Iraqi federation completely. The process of the establishment of a federal Iraq must be understood in the context of its unique history and cultural specificity, as well as in the context of the other new federal models that have appeared since the end of the Cold War, including Belgium, the Russian Federation, Ethiopia, Bosnia and Herzegovina and Nigeria. Drawing on interviews with contemporary political players in Iraq, this book helps to deepen our understanding of how one of the newest federal states operates in a practical sense. By linking the new federal models to the classic federal theory, it also provides a unique contribution to theories on federal state formation. Book excerpt: In the late 1980s, the field of comparative economics and NATO faced a similar problem: the threat of obsolescence. A predictable reaction of those who had made major investments in both comparative economics and NATO was to look for a new job. It was time to say: comparative economic systems are dead, long live comparative economic systems. The purpose of this book is to redirect study of what we called comparative economic systems toward analysis of the development of institutions and the effects of alternative institutional arrangements on economic performance. To that end, the book internalizes into a theoretical framework (1) the effects of alternative property rights on the costs of transactions and incentives structures, (2) the effects of the costs of transactions and incentives on economic behavior, and (3) the evidence for refutable implications of those effects. Analysis here focuses on the issues, propositions and conclusions that lend themselves to the only known scientific test: empirical verification. Thus, this book is not about what socialism or capitalism could have been, should have been, or should be. Nor is it an ode to capitalism. Its purpose is not to assert that capitalism is a better economic system than socialism. The history of this century and the market for institutions have done that. My purpose is to explain what is it that makes the institutions of capitalism better in terms of economic outcome than all other alternatives that have been tried since the beginning of recorded history.
