Book excerpt: In the latter part of the 20th century, humans are doing a particularly poor job of managing natural resources in a sustainable way over the long term. Institutions, Ecosystems, and Sustainability focuses on long-term, sustainable natural resource management practices at the local, national, and international levels. The authors suggest that a major cause of the "sustainability problem" - regulatory policies for large areas that often threaten the sustainability of both natural resources and previously effective governance problems - lie in "scale" problems. Large scale ecosystems are not simply larger versions of smaller systems, and micro-scale ecosystems are not merely microcosms of large scale systems. The driving forces and feedback mechanisms operate at different levels and exhibit distinct patterns of their own. Traditional management practices that do well at the local level cannot be expected to do equally well in handling activities organized at the continental or global scale. Even more importantly, when local systems are superseded by national or international management practices, local ecosystems frequently suffer. The challenge is to match ecosystems and governance systems in ways that maximize the compatibility of these systems. This book builds upon this fundamental principle. Particularly valuable is the use of simulation exercises to explore the consequences of social institutions and a discussion of the progress being made in developing a broad global data base to test hypothesis about the relationship between ecosystems and social institutions, and to investigate ways to repair the damage already caused by scale mismatches. These early teaching expe- ences might have laid the foundations for his later becoming a dedicated lecturer and mentor.

Why do many institutions designed for natural resource management (e.g. Water User Associations, Irrigation Committees, Forest Management Councils) not work as planners intended? This book disputes the model of development by design and argues that institutions are formed through the uneven patching together of old practices and accepted norms with new arrangements. The managing of natural resources and delivery of development through such processes of 'bricolage' is likened to 'institutional 'DIY' rather than engineering or design. The author explores the processes involved in institutional bricolage; the constant renegotiation of norms, the reinvention of tradition, the importance of legitimate authority and the role of people themselves in shaping such arrangements. Bricolage is seen as an inevitable, but not always benign process; the extent to which it reproduces social inequalities or creates space for challenging them is also considered. The book draws on a number of contemporary strands of development thinking about collective action, participation, governance, natural resource management, political ecology and wellbeing. It synthesises these to develop new understandings of why and how people act to manage resources and how access is secured or denied. A variety of case studies ranging from the management of water (Zimbabwe, India, Pakistan), conflict and cooperation over land, grazing and water (Tanzania), and the emergence of community management of forests (Sweden, Nepal), illustrate the context specific and generalised nature of bricolage and the resultant challenges for development policy and practice.

Book excerpt: A "sustainable society," according to one definition, "is one that can persist over generations; one that is far-seeing enough, flexible enough, and wise enough not to undermine either its physical or its social system of support." As the government sector works hard to ensure sufficient fresh water, food, energy, housing, health, and education for the nation without limiting resources for the future generations, it's clear that there is no sufficient organization to deal with sustainability issues. Each federal agency appears to have a single mandate or a single area of expertise making it difficult to tackle issues such as managing the ecosystem. Key resource domains, which include water, land, energy, and nonrenewable resources, for example, are nearly-completely connected yet different agencies exist to address only one aspect of these domains. The legendary ecologist John Muir wrote in 1911 that "when we try to pick out anything by itself, we find it hitched to everything else in the Universe." Thus, in order for the nation to be successful in sustaining its resources, "linkages" will need to be built among federal, state, and local governments; nongovernmental organizations (NGOs); and the private sector. The National Research Council (NRC) was asked by several federal agencies, foundations, and the private sector to provide guidance to the federal government on issues related to sustainability linkages. The NRC assigned the task to as committee with a wide range of expertise in government, academia, and business. The committee held public fact-finding meetings to hear from agencies and stakeholder groups; examined sustainability management examples; conducted extensive literature reviews; and more to address the issue. Sustainability for the Nation: Resource Connection and Governance Linkages is the committee's report on the issue. The report includes insight into high-priority areas for governance linkages, the challenges of managing connected systems, impediments to successful government linkages, and more. The report also features examples of government linkages which include Adaptive Management on the Platte River, Philadelphia's Green Stormwater Infrastructure, and Managing Land Use in the Mojave.
