These essays examine changes in the Australian and Canadian systems through four thematic lenses: citizen participation in government systems, the restructuring and reform of local governments, the use of performance measures and management systems in the administration of local governments, and the relations of local governments within higher levels of governments.

Available in PDF, EPUB and Kindle. Book excerpt: Given the pressures of integration and assimilation, how are people within communities able to make decisions about their own environment, whether individually or collectively? Governing Ourselves? explores issues of influence and power within local institutions and decision-making processes using numerous illustrations from municipalities across Canada. It shows how communities large and small, from Toronto to Iqaluit, have distinctive political cultures and therefore respond differently to changing global and domestic environments. Case studies illuminate historical and contemporary challenges to local governance. This book covers topics including government structures and institutions and intergovernmental relations and reaches more broadly into geography, urban planning, environmental studies, public administration, and sociology.

This book was released on 2003 with total page 456 pages. Available in PDF, EPUB and Kindle. Book excerpt: Eric Hanson Albertas first, and arguably greatest, economist wrote a number of influential books on federal-provincial relations, education finance, health care finance, and energy economics. His doctoral thesis was entitled A Financial History of Alberta, 1905-1950 and was found by Paul Boothe at the University of Alberta library while Boothe was doing research on Alberta government spending almost forty-five years after it was written. This "forgotten gem" sheds light on the institutional, economic, and public development of the province from a financial perspective. With a detailed and analytical introduction, this edited work provides historical perspective on the perennial problems facing Alberta's fiscal managers: wildly fluctuating revenues, in-migration, seemingly insatiable demands for infrastructure, high-quality public services, and resistance to taxes while exuding an optimistic attitude for the future.

Available in PDF, EPUB and Kindle. Book excerpt: "Municipal Boundary Battles explores the motivations, land use effects, and financial implications of municipal boundary adjustments across Canada, focusing mainly on annexations and amalgamations--the most frequent means to adjust boundaries and reform local governments in this country. The authors uncover hidden motivations, untangle behind-the-scenes political machinations, and document the ensuing boundary battles, with a focus on mid-size cities and small towns rather than major Canadian metropolitan areas. Through empirical evidence, case studies, and examples among several provinces, the collection helps develop generalizations and inform best practices for municipal boundary adjustments and reform. The volume aims to study this phenomenon to explain how the esoteric aspects of boundary adjustments work in more practical applications, offering political scientists, geographers, municipal officials, and planning practitioners fresh perspectives that contradict much of the prevailing understanding of boundary adjustments. Contributors: Sandeep Agrawal, Cody Gretzinger, John Heseltine, John Meligrana, Jordan Rea, Amrita Singh, Jon Taylor, Zack Taylor. Afterword by Andrew Sancton."--

Available in PDF, EPUB and Kindle. Book excerpt: Forging Alberta’s Constitutional Framework analyzes the principal events and processes that precipitated the emergence and formation of the law and legal culture of Alberta from the foundation of the Hudson’s Bay in 1670 until the eve of the centenary of the Province in 2005. The formation of Alberta’s constitution and legal institutions was by no means a simple process by which English and Canadian law was imposed upon a receptive and passive population. Challenges to authority, latent lawlessness, interaction between indigenous and settler societies, periods (pre- and post-1905) of jurisdictional confusion, and demands for individual, group, and provincial rights and recognitions are as much part of Alberta’s legal history as the heroic and mythic images of an emergent and orderly Canadian west patrolled from the outset by red coated mounted police and peopled by peaceful and law-abiding subjects of the Crown. Papers focus on the development of criminal law in the Canadian west in the nineteenth century; the Natural Resources Transfer Agreement of 1930; the National Energy Program of the 1980s; Federal-Provincial relations; and the role and responsibilities of the offices of Justices of the Peace and of the Lieutenant-Governor; and the legacies of the Lougheed and Klein governments.
