Zunächst wird der Begriff der kommunalen Wirtschaftsförderung definiert. Daraufhin werden die Akteure und Organisationsformen der kommunalen Wirtschaftsförderung vorgestellt, wobei auf privatrechtliche und öffentlich-rechtliche Organisationsformen sowie auf Hybridformen Bezug genommen wird. Anschließend werden die Ziele der kommunalen Wirtschaftsförderung dargestellt, wobei eine Unterteilung in übergeordnete Ziele, Primärziele und Sekundärziele erfolgt. Danach werden der Wandel der Rahmenbedingungen und die damit verbundenen Herausforderungen der kommunalen Wirtschaftsförderung angeführt. Im Anschluss werden die Aufgabenfelder und Instrumente der kommunalen Wirtschaftsförderungen erläutert, wobei sowohl klassische als auch neue Aufgabenfelder und Instrumente der kommunalen Wirtschaftsförderung dargestellt werden. Die Arbeit schließt mit einem Ausblick auf die zukünftige Gestalt der kommunalen Wirtschaftsförderung. Die kommunale Wirtschaftsförderung ist allgemein ein Instrument der Standortgestaltung zur Steuerung der wirtschaftsräumlichen Entwicklung einer Kommune beziehungsweise einer bestimmten Region. Sie gilt als Teil der Daseinsvorsorge und stellt ein Mittel zur Sicherung der Grundversorgung dar. Das übergeordnete Ziel ist dabei die Sicherung und Steigerung der Wohlfahrt der Bevölkerung. Sie kann daher als Kernbestandteil kommunaler (Wirtschafts-) Politik angesehen werden. Die Aufgaben der kommunalen Wirtschaftsförderung sind vielfältig, sie reichen von der Förderung von Technologie und Gründerzentren bis zum Standortmarketing.

Book excerpt: Meshfree methods for the solution of partial differential equations gained much attention in recent years, not only in the engineering but also in the mathematics community. One of the reasons for this development is the fact that meshfree discretizations and particle models are often better suited to cope with geometric changes of the domain of interest, e.g. free surfaces and large deformations, than classical discretization techniques such as finite differences, finite elements or finite volumes. Another obvious advantage of meshfree discretizations is their independence of a mesh so that the costs of mesh generation are eliminated. Also, the treatment of time-dependent PDEs from a Lagrangian point of view and the coupling of particle models and continuous models gained enormous interest in recent years from a theoretical as well as from a practial point of view. This volume consists of articles which address the different meshfree methods (SPH, PUM, GFEM, EFGM, RKPM etc.) and their application in applied mathematics, physics and engineering.

Here, we describe the segmentation of c- focal microscopy images of bee brains (20 individuals) by registration to one or several atlas images. Registration is performed by a highly parallel imp- mentation of an entropy-based nonrigid registration algorithm using B-spline transformations. We present and evaluate different methods to solve the cor- spondence problem in atlas based registration. An image can be segmented by registering it to an individual atlas, an average atlas, or multiple atlases. When registering to multiple atlases, combining the individual segmentations into a ?nalsegmentationcanbeachievedbyatlasselection,ormulticlassi?erdecision fusion. Wedescribeallthesemethodsandevaluatethesegmentationaccuracies that they achieve by performing experiments with electronic phantoms as well as by comparing their outputs to a manual gold standard. The present work is focused on the mathematical and computational t- ory behind a technique for deformable image registration termed Hyperelastic Warping, and demonstration of the technique via applications in image regist- tion and strain measurement. The approach combines well-established prin- ples of nonlinear continuum mechanics with forces derived directly from thr- dimensional image data to achieve registration. The general approach does not require the de?nition of landmarks, ?ducials, or surfaces, although it can - commodate these if available. Representative problems demonstrate the robust and ?exible nature of the approach. Three-dimensional registration methods are introduced for registering MRI volumes of the pelvis and prostate. The chapter ?rst reviews the applications, xi xii Preface challenges, and previous methods of image registration in the prostate.

The technical papers emphasised the use diagnostic and simulation techniques and their relationship to engineering practice and the advancement of the Diesel engine. We hope that this approach, which proved to be successful at the Conference, is reflected in this volume.
