The incorporation of weapon systems into aircraft and their integration and satisfactory operation is a topic of major importance to armed forces and manufacturers of weapons and aircraft alike. The scope of this symposium was to critically review the overall state-of-the-art in aircraft weapon system compatibility and integration and to illuminate possible paths for future development and provide beneficial ideas and experience. Sessions dealt with the following topics: Theoretical methods and modelling techniques, Experimental and flight test techniques, Integration processes and programmes, Addressing future challenges. This symposium produced many excellent papers providing broad coverage of the weapons integration issues. There were many common threads with regard to the analysis, wind tunnel testing, and flight testing. Computational fluid dynamics (CFD) is proving to be a useful technique; wind tunnel testing is very important in the weapons integration process; but, flight testing has to be the final phase of the weapons integration process. This symposium produced a level of cohesiveness between the analysts and testers; however, full agreement as to the mix of analysis and testing did not evolve. In order to reduce the cost of weapon integration, certification, clearance, and flight testing, weapon integration analytical techniques, including CFD and wind tunnel testing, and flight testing need to become more of an integrated process. The knowledge gained and information shared at this symposium should assist the participants in developing a more integrated process in order to provide NATO nations with fully integrated weapon systems at an affordable price.

Book excerpt: This thesis identifies the major factors faced by the Program Manager in developing and implementing the integrated logistics support plan (ILSP) for the U.S. Army's Special Operations Aircraft (SOA), the MH-60K and MH-47E. The SOA Program had many unique characteristics which made it a prime candidate for identification of major factors and development of lessons learned. Two of those unique characteristics are the facts that it was designated a nondevelopmental item (NDI) acquisition, and the fact that it is an extremely low density weapon system. Effective integrated logistics support (ILS) planing poses a challenge in 'normal' developmental programs. Ensuring that ILS is handled effectively in low density NDI acquisitions can be a significantly more difficult challenge for the acquisition professional. This thesis develops a case study of ILS in the unique environment of the SOA Program. It also analyzes four maintenance specific ILS elements in an attempt to identify major factors that significantly impacted the development and implementation of the SOA ILSP. From these major factors, numerous lessons learned are developed. Some of the more important lessons learned are that: Sustainment of low density weapon systems is far more complicated and expensive through separate small Program Management Offices than it is through existing Program Management Offices; The density of the weapon system being procured is one of the most important factors to consider when making key ILS decisions; and, Logistics Support Analysis tailoring and use are critical to establishing and implementing successful ILS in weapon systems. Book excerpt: The Linked Simulators Phase (LSP) of the Systems Integration Test (SIT) was executed by the Joint Advanced Distributed Simulation (JADS) Joint Test Force (JTF) and the Naval Air Warfare Center, Weapons Division (NAWCWPNS) between August and November 1996. The purpose of the SIT is to evaluate the utility of using advanced distributed simulations (ADS) to support cost-effective testing of an integrated missile weapon/launch aircraft system in an operationally realistic scenario. This was accomplished in the LSP by replicating an actual live test in which a single shooter aircraft launched an AIM-9M missile against a single target aircraft. In the LSP, the shooter, target, and missile were all represented by simulation laboratories. ADS were used to link NAWCWPNS manned flight laboratories representing the aircraft to an air-to-air missile hardware-in-the-loop (HWIL) laboratory representing the missile. This report details the results of executing the LSP, including validity of the AIM-9M data acquired, utility of the LSP configuration for parametric studies, effects of latency on test results, and the ability of the ADS network to support the testing.

The single largest defense program, the 5th generation F-35 Joint Strike Fighter (FY 2020 request, $11.2 billion; includes Modification program) resides in this category. Also in the FY 2020 request are 32 - 4th generation F/A-18E/F (24) and F-15EX (8) aircraft. This reflects the Department's strategy to layer capability to address different threat situations. Against high-end threats, the Navy, Marine Corps and Air Force are procuring 5th generation F-35 jet fighters to address advance technology aircraft being deployed by Russia and China. This category includes funding for a far-reaching number of programs such as Warfighter Information Network-Tactical (WIN-T), Handheld Manpack Small Form Fit (HMS) radio, Joint Regional Security Stacks (JRSS), Information Systems Security Program (ISSP), the Air Force National Airborne Operations Center (NAOC) Recapitalization program, the Navy's Consolidated Afloat Networks and Enterprise Services (CANES), and the Integrated Personnel and Pay System-Army (IPPS-A).Ground Systems - Includes funding for combat vehicles, artillery, infantry support weapons, tactical radar systems, tactical and non-tactical vehicles of all types, physical security equipment, logistics and engineer equipment, and research and development of various weapons equipment. This category includes funding for new and upgrades to tactical vehicles, such as the new Armored Multi-Purpose Vehicle (AMPV) for the Army and the Amphibious Combat Vehicle (ACV) for the Marine Corps.
