Book excerpt: If a key aspect of diplomacy is how countries are seen abroad, official diplomats are not the only actors. In contexts as diverse as Syria, Myanmar and the South China Sea, think tanks are influential actors whose impact deserves greater study. As organisations producing independent intellectual outputs to influence public policy, think tanks engage in at least four diplomatic functions: negotiation, communication, information-gathering and promoting friendly relations in international affairs. Detailed case studies show that think tanks both directly perform and indirectly support diplomatic functions: as metaphorical hired guns, charm offensive, witnesses and safe space; as a school for diplomats, personal trainers, chief knowledge officer and wise counsel. To reach their full potential, think tanks need to overcome obstacles including resource constraints and relationships with policymakers.

This book was released on 2014-09-29 with total page 383 pages. Available in PDF, EPUB and Kindle. Book excerpt: Microbial relationships with all life forms can be as free living, symbiotic or pathogenic. Human beings harbor 10 times more microbial cells than their own. Bacteria are found on the skin surface, in the gut and other body parts. Bacteria causing diseases are the most worrisome. Most of the infectious diseases are caused by bacterial pathogens with an ability to form biofilm. Bacteria within the biofilm are up to 1000 times more resistant to antibiotics. This has taken a more serious turn with the evolution of multiple drug resistant bacteria. Health Departments are making efforts to reduce high mortality and morbidity in man caused by them. Bacterial Quorum sensing (QS), a cell density dependent phenomenon is responsible for a wide range of expressions such as pathogenesis, biofilm formation, competence, sporulation, nitrogen fixation, etc. Majority of these organisms that are important for medical, agriculture, aquaculture, water treatment and remediation, archaeological departments are: Aeromonas, Acinetobacter, Bacillus, Clostridia, Enterococcus, Pseudomonas, Vibrio and Yersinia spp. Biosensors and models have been developed to detect QS systems. Strategies for inhibiting QS system through natural and synthetic compounds have been presented here. The biotechnological applications of QS inhibitors (QSIs) in diverse areas have also been dealt with. Although QSIs do not affect growth and are less likely to impose selective pressure on bacteria, however, a few reports have raised doubts on the fate of QSIs. This book addresses a few questions. Will bacteria develop mechanisms to evade QSIs? Are we watching yet another defeat at the hands of bacteria? Or will we be acting intelligently and survive the onslaughts of this Never Ending battle?

Available in PDF, EPUB and Kindle. Book excerpt: The Collected Papers of Bertrand Russell, Volume 26 covers a period of transition in Russell's political life between his orthodox and sometimes pugnacious defence of the West in the early post-war, and the dissenting advocacy of nuclear disarmament and détente that started in earnest in the mid-1950s. While some of the assembled writings echo harsh prior criticism of Soviet expansionism and dictatorship, others register growing qualms about the recklessness of American foreign policy and the baneful effects on civil liberties of anti-communist hysteria inside the United States. Whether continuing to push for western rearmament, or highlighting in a more placatory vein the folly of the Cold War's divisions and rival fanaticisms, Russell's paramount objective was avoiding a war that threatened global catastrophe. Suspended between fear and hope, he expounded his evolving political concerns–and much else besides, including autobiographical reflections and typically common-sense guidance for living well–in a constant flow of newspaper and magazine articles, letters to editors, radio broadcasts and discussions and, of special note, a Nobel Prize acceptance speech. Russell also completed two lecture tours of the United States (the last of many), as well as a landmark such visit to Australia. All three of these journeys, and the textual record they left, are examined in depth using manuscript material and unpublished correspondence from the Bertrand Russell Archives at McMaster University, which is mined extensively throughout the volume.
