Academics and think-tanks continue to search for solutions to Africa's longstanding problems. Studies have proven that the entire region is essentially confronted with a crisis of social structures and government and the fragmentation of authority is the hallmark of this crisis (Van Hoyweghen & Smis, 2002:575). Over twenty-four million people are infected with AIDS/HIV, growth of per capita income is low and civil wars have killed millions in Rwanda, Burundi, Liberia, Sierra Leone and the Democratic Republic of Congo. African governments owe billions of dollars in debt (Polanyi, 2003:563). This irreversible trend brought the good governance discourse in development cooperation between the donors and African counterparts. The purpose of this paper is to examine how the concept of good governance is being implemented in Africa. For clarity purposes, the work is limited to the analysis of the efforts being made by the European Union (EU) and the World Bank in assisting African countries to implement good governance. This choice is based on the fact that the EU and World Bank are the main multilateral aid donors and development partners of the region. It argues that good governance enhances transparency in the use of development aid, helps to reduce poverty and spurs development, and that it is necessary to foster institutional reforms (causative argument). The paper further argues that implementing good governance will improve the use of political power by leaders and help in the consolidation of peace (normative argument). Europe for example is facing a huge influx of migrants from Africa in search for greener pastures. Eradicating poverty is therefore a global challenge as the world becomes smaller. The fight against poverty and underdevelopment has given rise to a greater inter-state relationship in which powerful institutions play a decisive role.

While the ineffectiveness of aid to Africa is a long-standing concern, past studies typically have been driven bydonor priorities and have rarely focused on recipient governments. This neglect of the role of African governments is remarkable, since aid constitutes 10 to 15 percent of GNP in many African countries and often represents over half of all public investment. If the impact of official development assistance (ODA) is to be improved, recipient governments must become more involved in the reform of aid. This essay presents the policy findings of a collaborative project of field research and analyses of how African countries use aid resources and of donor/African relations. "The widespread belief of free market economists and nongovernmental organizations that government is the problem and not part of the solution has become a self-fulfilling prophesy in Africa,"writes van de Walle and Johnston, "donors must devote greater attention and resources to help build the capacity of African Governments to effectively manage aid, even as they encourage the central state to retrench from nonessential functions." The study assesses current donor practices and the impact of economic crisis on aid effectiveness in the region; and it offers recommendations to promote management capacity, focusing on the integration of aid resources in development management, sectoral specialization, and public dialogue on aid.

Despite the efforts made by governments and policy makers, the rate of financial inclusion in Sub-Saharan African (SSA) countries remains low. The internet can be one of the options to increase the rate of financial inclusion in SSA. But the use of internet in SSA remains low due to the poor quality of the internet and to its high cost. So, good governance quality can consolidate internet infrastructure in order to promote the internet. This paper analyses the role of governance quality in the relationship between internet and financial inclusion in SubSaharan African countries. The study utilises data from the International Monetary Fund (IMF) database for indicators of financial inclusion, World Development Indicators (WDI) for internet users and World Governance Indicators (WGI) for governance indicators over the period 2004 to 2020. Analysing the data using the System Generalized Method of Moments (SGMM), the results show that the internet can be effectively complemented with the quality of governance to improve financial inclusion.Thresholds of governance that are needed for the internet to promote financial inclusion are provided. The established thresholds are as follows: (i) 0.300 "voice and accountability" and "government effectiveness", respectively; (ii) 0.250 "rule and law"; (iii) 2.500 "economic governance" and (iv) 1.000 "institutional governace" and "general governance", respectively. Policies aimed at reinforcing the quality of governance in SSA countries could help consolidate internet infrastructure to promote internet usage and in turn improve financial inclusion.

Book excerpt: This thesis investigates the inter-related effects of foreign aid, control of corruption and governance on the development of Sub-Saharan African countries. The study examines how corruption influences the effect that infrastructural and total foreign aid have on social and economic development in this part of Africa. This study employs the fixed effect regression quantitative model to analyze the impact of foreign aid on corruption and socio-economic development in Sub-Saharan African countries between 2002 and 2014. The results of this study shows that contrary to expectation, infrastructural aid is uncorrelated with corruption except when there is a governance measure such as regulatory quality and democracy. Similarly, the results show that the effect of total foreign aid and infrastructural aid on health expenditure (social development) is reduced as control of corruption increases, but showed no effect on GDP annual growth (an indicator of economic development). In conclusion, this study shows that foreign aid leads to increased health spending in high corruption countries, thereby making funds more susceptible for embezzlement by officials through corruption.
