Book excerpt: The livestock sector accounts for about 17 percent of agricultural value added and 4.3 percent of Ugandan GDP. Among the livestock subsectors, cattle is the most important one, as Uganda has 14.2 million cattle, of which 11.9 million are raised for meat. However, despite the variety of investments for the production and exports of the livestock products put in place by the Ministry of Agriculture, Animal Industry & Fisheries (MAAIF), Ugandan beef exports have decreased over the last years. Consequently, beef export competitiveness and diversification were identified as two of the top agricultural policy reform priorities for the Uganda following consultations with the Uganda Beef Platform Secretariat, which includes members of the Uganda Agribusiness Alliance (UAA), the EU-funded "Developing a market-oriented and environmentally sustainable beef meat industry in Uganda" Project (MOBIP) and of the Beef Policy and Advocacy Taskforce. This technical report looks at the export competitiveness of beef meat, and skins and hides, by analysing export specialization patterns, market diversification and regulatory requirements, among others. It also outlines characteristics of beef-exporting firms in Uganda and the role informal trade plays for this commodity. As a policy tool, it provides a set of conclusions and policy interventions to “beef up” Ugandan exports of fresh beef, frozen beef, and skins and hides, so that these exports become more competitive and attractive for global, inclusive markets.

Book excerpt: Rice is becoming increasingly important for Ugandan farm households, both as a cash crop and staple food. Rice production in Uganda increased from about 110,000 tons in 2000 to about 237,000 tons in 2014 and the share of rice in total consumption also grew over time. Previous research as part of the PASIC project, a policy action project funded by the Embassy of the King-dom of the Netherlands in Uganda and led by the Ministry of Agriculture, Animal Industries and Fisheries (MAAIF) with support of IFPRI, the International Institute of Tropical Agriculture (IITA), and the Economic Policy Research Centre (EPRC), suggests that a lack of knowledge may be an important constraint to sustainable intensification among rice growers in eastern Uganda. In-deed, rice growing is a complex activity that requires substantial technical and managerial know-how. Successful rice growing involves a range of activities, such as leveling of fields, construction of bunds and canals, sowing in nurseries, transplanting, water and nutrient management, threshing, drying, winnowing, and milling. To get high yields, all of these activities need to be performed according to recommended practices and at particular points in time. In addition, rice growing involves complex inter-temporal decision making, where money and labor invested today needs to be compared to uncertain earnings in the fu-ture. Hence, farmers need to be informed about, for instance, the cost of fertilizer and the expected return to its use on rice, or about the expected benefits of investing time in field preparation.

Book excerpt: The growing population, urbanization and increasing incomes will result in an increased demand for animal source food products. To ensure the development of a healthy and productive livestock sector, investments are needed from the public and private sectors. We assess whether poultry producers are in a position to play a role in the development of healthy poultry systems by investing in biosecurity through examples of enterprise budgets of producers from Egypt, Kenya and Uganda. In all three countries, the most important revenue item is sale of broilers (>98 percent of total revenues). The two largest cost items are the purchase of day-old chicks (DOCs) and feed, covering 75 to 92 percent of total costs. Feed is the largest cost item at bigger farms (~5 000 birds per cycle) while purchase of DOCs is the largest cost item at smaller farms (~500 birds per cycle). The observed poultry businesses are profitable, profit margins range from 7 to 56 percent, and annual profits equal 2.3 (Kenya large farm) to 3.5 (Egypt) times the GDP per capita in the countries. Investment in biosecurity can potentially increase profits, however, the impact on profit is very context specific, depending on the different features of the businesses, their exposure to disease risk and market characteristics. We illustrate an example of a small farm in Uganda where profits increased by 10.8 percent after adopting three biosecurity practices.
