Available in PDF, EPUB and Kindle. Book excerpt: A comparative study which describes and analyses the contribution of agriculture to the economies of East Asia. Until now, little attention has been paid to the agricultural sector which actually underpins industrial and commercial development. Recently, this sector has become the focus of increasingly bitter economic disputes, especially over protection and the use of import tariffs. A comparative framework is used, employing case studies from Japan, Taiwan and South Korea to highlight both the common characteristics of agriculture's role in East Asian development, and features particular to the political economy of agriculture in each country.

Book excerpt: The economic success achieved in the last decade in East Asia has brought about a fundamental reorientation in the Western view of the region. In order to contribute to a better understanding of present events and future developments in the area, leading East Asia economists and men of experience in Asian business from Asia, America, and East and West Europe have written papers on their research or business fields for this volume. The individual articles deal with problems common to the East Asian region and the Pacific area as well as with specific economic problems of Japan, China and South Korea. The volume is divided into four parts: East Asia and the Pacific Basin includes articles on supra-national issues, for example on the international economic relations of Japan, China, Taiwan and Korea. Japan includes articles on Japanese industrial and business structure, technological policy, exports and other issues. China includes articles on structural change, economic reforms, fiscal policy, agriculture and other issues. Korea includes articles on economic and industrial policy, restructuring, protectionism and other issues. The occasion of the publication of this volume is the 70th birthday of Willy Kraus, who for many years has been actively concerned with the questions of development in the East Asian region.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the diversity in income levels, languages, culture, resource endowments, and political systems, the countries of East Asia are more integrated now than they have ever been. Goods, money, and ideas are being traded across the region. East Asia is redefining itself from a collection of disparate nations that looked mainly to markets in the west, to a more self-reliant, innovative, and networked region. Countries in this region are strengthening ties with each other and seeking more strategic partnerships with the rest of the world. 'East Asian Visions' is a collection of essays that convey, firsthand, how some of the most influential thinkers in East Asia view these challenges. The writers are eminent policy makers, statesmen, and scholars. They write about how competition with the west has bred success; how crises in the region have provoked introspection; and how the rise of China is catalyzing change.

Book excerpt: This book proposes measures to promote regional industrial development in East Asia from the perspective of three industries: agriculture, food, and tourism. The authors argue that for regional agriculture to develop, collaboration with the food industry is essential. Further, by linking tourism, economic collaboration between the three industries is strengthened. The first part of the book introduces a basic model for the formation of the agriculture, food, and tourism industry cluster. Contributions from leading academics in agricultural economics then go on to discuss the relevance of this multi-industry cluster in countries such as Japan, the Republic of Korea, and Cambodia, amongst others. The final part sets out new approaches for further development in the cluster through quantitative analyses of the ‘economies of sequence’ concept. Readers will discover that from establishing linkages between different industries and other economic sectors, important positive externalities can be generated and these processes can be triggered on the local or cluster level.

In this regional comparative study of country experiences, the author demonstrates the considerable scope for complementarity between economic growth and poverty alleviation in the development process. Government policies are shown to have been a major determinant of the development path for the East Asian countries, including the outcomes in income growth and distribution. The study sheds light on the types of policies conducive to both economic growth and poverty reeducation, and provides important lessons for the other developing countries.

Book excerpt: Abstract: This paper examines whether infrastructure investment has contributed to East Asia's economic growth using both a growth accounting framework and cross-country regressions. For most of the variables used, both the growth accounting exercise and cross-country regressions fail to find a significant link between infrastructure, productivity and growth. These conclusions contrast strongly with previous studies finding positive and significant effect for all infrastructure variables in the context of a production function study. This leads us to conclude that results from studies using macro-level data should be considered with extreme caution. The Authors suggest that infrastructure investment may have had the primary function of relieving constraints and bottlenecks as they arose, as opposed to directly encouraging growth.

Book excerpt: Agricultural innovation has played a critical role in the economic transformation of developing East Asian countries over the past half century. The Green Revolution—in the form of modern seed varieties, chemical fertilizers, pesticides, and modern machinery—has contributed to increased crop yields and farm incomes, and decreased poverty across the region. Although policy makers’ traditional focus on expanding and intensifying agricultural production has brought many benefits, the focus on productivity has come at a rising cost. The environmental sustainability of agricultural production is increasingly under threat. Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.
