However, abject poverty and food insecurity--measured by indicators such as the dollar-a-day poverty or undernourishment index- have declined, but the war against poverty was far from won. The dual shock of COVID-19 and the Ukraine-Russia conflict has arrested the progress in poverty and food insecurity, thwarting the UN Sustainable Development Goal to eliminate hunger by 2030. Along with discussing ADB's role in supporting agriculture and food security in Asia, the chapter concludes by examining some salient policy issues for agriculture development and food security.

The key question is what policies, strategies, legislation and institutional arrangements have led to a transformed agricultural sector, effectively contributing to poverty alleviation and addressing malnutrition. The great majority of national policymakers within and outside the Asia-Pacific region are keen to understand the causes of agricultural development and transformation in successful countries in Asia. A large number of studies have been conducted and some of them link specific public policies and interventions to successful agricultural transformation. However, there seems to be lack of focus on the policy, legislative and institutional environments that have enabled or impeded agricultural transformation in Asia. National policymakers are likely to benefit significantly from adequate and convincing information on successful and relevant experiences in successful transformation. Countries are interested in what their neighbours and peers have done, and why some have achieved impressive results. The main purpose of this study is to take stock of public sector experiences in facilitating and enabling agricultural transformation in selected countries in Asia. The study focuses on key public sector interventions, in particular policies, legislation and institutional innovations, because these areas have so far not been adequately researched.

As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.

However, it also identifies potential regional ‘differences’ – for example, the significance of rice for the region, and the unavoidable impact of China as a major regional player. What the Chinese state, and Chinese companies, decide to do in response to concerns about food insecurity have an impact not just on the rest of the region, but on the rest of the world. Taking too much of a Sinocentric focus, however, ignores other actors in East Asia, or merely relegates discussion to how they respond to Chinese policies or external strategies. This book considers the region as a whole, both when it comes to thinking about food security challenges and responses within the region itself, and also in the outward projection of regional food insecurity on the rest of the world. Book excerpt: This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Markets serve as the arena for allocating society's scarce resources to meet the virtually unlimited needs and desires of consumers: no other mechanism can efficiently signal fluctuations in scarcity and abundance, the cost of labor, or the value of commodities. But markets fail at tasks that society regards as important; thus, governments have had to intervene to stabilize the economic environment and provide essential public goods, such as transportation and communications networks, agricultural research and development, and access to quality health and educational facilities. Ending hunger requires that each society find the right balance of market forces and government interventions to drive a process of economic growth that reaches the poor and ensures that food supplies are readily, and reliably, available and accessible to even the poorest households. But locating that balance has been a major challenge for many countries, and seems to be getting more difficult as the global economy becomes more integrated and less stable. Food Security and Scarcity explains what forms those challenges take in the long run and short term and at global, national, and household levels. C.
