It concludes with an astute assessment of the proposals for further reform, which will give Member States greater discretion in fine-tuning the principles of the policy established at European level to the particular characteristics of their agricultural sector.

Book excerpt: This book presents the methodology and results of a three-year, eleven-country science-to-policy research project – Toward a Policy Model of Multifunctional Agriculture and Rural Development – undertaken between 2005 and 2008 and financed under the European Union's Sixth Framework program. It deals with an important contemporary policy issue: how best to ensure that an agriculturally-based policy can contribute to the development of rural regions. It tackles this problem in a number of different but complementary ways, primarily by the development of a unique and innovative dynamic systems model, POMMARD (a Policy Model of Multifunctional Agriculture and Rural Development).

Available in PDF, EPUB and Kindle. Book excerpt: In the years before the Second World War agriculture in most European states was carried out on peasant or small family farms using technologies that relied mainly on organic inputs and local knowledge and skills, supplying products into a market that was partly local or national, partly international. The war applied a profound shock to this system. In some countries farms became battlefields, causing the extensive destruction of buildings, crops and livestock. In others, farmers had to respond to calls from the state for increased production to cope with the effects of wartime disruption of international trade. By the end of the war food was rationed when it was obtainable at all. Only fifteen years later the erstwhile enemies were planning ways of bringing about a single agricultural market across much of continental western Europe, as farmers mechanised, motorized, shed labour, invested capital, and adopted new technologies to increase output. This volume brings together scholars working on this period of dramatic technical, commercial and political change in agriculture, from the end of the Second World War to the emergence of the Common Agricultural Policy in the early 1960s. Their work is structured around four themes: the changes in the international political order within which agriculture operated; the emergence of a range of different market regulation schemes that preceded the CAP; changes in technology and the extent to which they were promoted by state policy; and the impact of these political and technical changes on rural societies in western Europe.

Available in PDF, EPUB and Kindle. Book excerpt: Whilst many books on the European economy have focused on the analysis of its industrial sectors, this book draws attention to the often ignored contribution made by the development of European agriculture over the past two centuries. In doing so, the authors adopt a revisionist perspective on the subject, addressing the lack of coherent study of the agricultural sector and reassessing old theories about the links between agricultural and economic development. In focusing on those countries which by 1870 still had a large agricultural sector, namely, France, Germany, Italy, Denmark, The Netherlands, Sweden, Spain, Portugal, Poland, Hungary, Greece and Turkey, this book determines the role of the agricultural sector in the economic development of Europe. These chapters demonstrate how the rate of development in the agricultural sector depended on specific industrial, political and market conditions; the diversity of ways and timings through which transformation was achieved is also considered.

Available in PDF, EPUB and Kindle. Book excerpt: Agroforestry has come of age during the past three decades. The age-old practice of growing trees and crops and sometimes animals in interacting combinations – that has been ignored in the single-commodity-oriented agricultural and forestry development paradigms – has been brought into the realm of modern land-use. Today agroforestry is well on its way to becoming a specialized science at a level similar to those of crop science and forestry science. To most land-use experts, however, agroforestry has a tropical connotation. They consider agroforestry as something that can and can only be identified with the tropics. That is a wrong perception. While it is true that the tropics, compared to the temperate regions, have a wider array of agroforestry systems and hold greater promise for potential agroforestry interventions, it is also true that agroforestry has several opportunities in the temperate regions too. Indeed, the role of agroforestry is now recognized in Europe as exemplified by this book, North America, and elsewhere in the temperate zone. Current interest in ecosystem management in industrialized countries strongly suggests that there is a need to embrace and apply agroforestry principles to help mitigate the environmental problems caused or exacerbated by commercial agricultural and forestry production enterprises.
