Il est favorisé par la dynamique générée à la suite du néolibéralisme et la domination patriarcale. Depuis la création du Protocole additionnel à la Convention des Nations Unies contre la criminalité transnationale organisée, visant à prévenir, réprimer et punir la traite des personnes, en particulier des femmes et des enfants (Protocole relatif à la traite) (2000), signé et ratifié par la plupart des pays - et qui vient compléter la Convention des Nations Unies contre la criminalité transnationale organisée - le nombre de victimes n'a cessé de croître et d'augmenter. En 2010 l'Office des Nations Unies contre la drogue et le crime (UNODC en anglais) estimait qu'il y avait plus de 2,4 millions de victimes de traite dans le monde, principalement dans l'exploitation sexuelle et le travail forcé, mais aussi de traite pour mendicité, mariages forcés, pornographie, trafic d'organes, servitude et des conditions proches de l'esclavage, entre autres formes d'exploitation (UNODC, 2018). Parallèlement, et malgré les limitations, il y a eu une augmentation constante des réglementations, des actions et des mesures prises par les États, les organisations nationales et internationales ainsi que la société civile, pour poursuivre les auteurs de ce crime et pour prendre en charge les personnes en situation de traite.

Book excerpt: This book investigates how the externalisation of EU migration policies is implemented in Tunisia after the fall of the Ben Ali regime in 2011 through the involvement of civil society organisations. The ‘democratic transition’ initiated by the Tunisian Revolution led to the emergence of a ‘vibrant civil society’ as a new actor in the implementation of migration policies. In a country where migration issues are highly politicised and have strongly entered the public space, civil society is now included in the EU-Tunisia negotiation process and is assigned the role of an intermediary for the implementation of controversial European policies related to sedentarisation of the Tunisian population and to the construction of Tunisia as a ‘country of destination’. The volume concludes by suggesting an alternative way of thinking about migrant struggles challenging the European border regime as ‘uncivil society’ struggles.
