Available in PDF, EPUB and Kindle. Book excerpt: A critical look into how and why the U.S. military needs to become more adaptable. Every military must prepare for future wars despite not really knowing the shape such wars will ultimately take. As former U.S. Secretary of Defense Robert Gates once noted: "We have a perfect record in predicting the next war. We have never once gotten it right." In the face of such great uncertainty, militaries must be able to adapt rapidly in order to win. Adaptation under Fire identifies the characteristics that make militaries more adaptable, illustrated through historical examples and the recent wars in Iraq and Afghanistan. Authors David Barno and Nora Bensahel argue that militaries facing unknown future conflicts must nevertheless make choices about the type of doctrine that their units will use, the weapons and equipment they will purchase, and the kind of leaders they will select and develop to guide the force to victory. Yet after a war begins, many of these choices will prove flawed in the unpredictable crucible of the battlefield. For a U.S. military facing diverse global threats, its ability to adapt quickly and effectively to those unforeseen circumstances may spell the difference between victory and defeat. Barno and Bensahel start by providing a framework for understanding adaptation and include historical cases of success and failure. Next, they examine U.S. military adaptation during the nation's recent wars, and explain why certain forms of adaptation have proven problematic. In the final section, Barno and Bensahel conclude that the U.S. military must become much more adaptable in order to address the fast-changing security challenges of the future, and they offer recommendations on how to do so before it is too late.

Available in PDF, EPUB and Kindle. Book excerpt: This book identifies some of the main lessons for civil-military interactions that can be derived from the experiences of Provincial Reconstruction Teams (PRTs) in Afghanistan. The book has three main themes. Firstly, the volume analyses why the ways in which civil and military actors interact in theatres of operations such as Afghanistan matter — for both those categories of actors, and for the ordinary people who their interactions serve. Second, the book highlights that these interactions are invariably complex. The third theme, which arises specifically from ‘the PRT experience’ in Afghanistan, is that such teams vary significantly in their roles, resourcing, and operational environments. Consequently, to appraise the value of ‘the PRT experience’, it is necessary to unpack the experiences of different PRTs, which the use of case studies allows one to do. The volume comprises an introduction, identifying some key questions to which the PRT experience gives rise, and case studies of the experiences of the United States, United Kingdom, New Zealand, Canada, The Netherlands, Australia, Germany and France; chapters dealing with the roles played by NGOs and the UN system and a discussion from an Afghan perspective of the implications of civilian casualties. It is the combination of the diverse cases discussed in this book with a focus on the broad challenges of optimising civil-military interactions that makes this book distinctive. This book will be of much interest to students of the Afghan War, civil-military relations, statebuilding, Central Asian politics and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: Why has the US so dramatically failed in Afghanistan since 2001? Dominant explanations have ignored the bureaucratic divisions and personality conflicts inside the US state. This book rectifies this weakness in commentary on Afghanistan by exploring the significant role of these divisions in the US’s difficulties in the country that meant the battle was virtually lost before it even began. The main objective of the book is to deepen readers understanding of the impact of bureaucratic politics on nation-building in Afghanistan, focusing primarily on the Bush Administration. It rejects the ’rational actor’ model, according to which the US functions as a coherent, monolithic agent. Instead, internal divisions within the foreign policy bureaucracy are explored, to build up a picture of the internal tensions and contradictions that bedevilled US nation-building efforts. The book also contributes to the vexed issue of whether or not the US should engage in nation-building at all, and if so under what conditions.

Available in PDF, EPUB and Kindle. Book excerpt: "Michael O'Hanlon and Hassina Sherjan have written a superb analysis of the current strategy in Afghanistan. It is an insightful work by two authors with exceptional knowledge and experience. It is a must-read for those who want a clear understanding of the situation, the strategy, and the path ahead in this crucial conflict." —General Anthony C. Zinni, USMC (Retired) In this unique collaboration between an American scholar and an Afghan American entrepreneur, Toughing It Out in Afghanistan provides a succinct look at the current situation in Afghanistan with policy prescriptions for the future. Drawing partly on personal experiences, O'Hanlon and Sherjan outline the tactics being used to protect the Afghan population and defeat the insurgents. They discuss ongoing efforts to reform the Afghan police, to run a better prison system for detainees, to enlist the help of more of Afghanistan's tribes, and to attack corruption. They also discuss the Afghan resistance, including an explanation of how the Taliban mounted a comeback and what it will take to defeat them. The authors also seek to demolish common myths about Afghanistan, such as the notion that somehow its people hate foreigners. And they explain how to use metrics, such as those in the Brookings Afghanistan Index, to determine if the new strategy is succeeding in the course of 2010 and 2011. Included are policy suggestions to further increase the size and capabilities of the Afghan army and police, to facilitate Afghan businesses' involvement in economic recovery, to expand the role of other Muslim nations in the effort, and to create a strong international aid coordinator as a civilian counterpart to NATO's military leader.

Book excerpt: The tools of American statecraft—defense, diplomacy, foreign and security assistance, homeland security and intelligence—are rarely examined together. Adams and Williams fill this gap by examining how these tools work, how they are planned for, and how they are budgeted. Seeing policy through the lens of the budget can help decision makers and ordinary citizens discern the genuine priorities of national leaders from the oftentimes illusory ones portrayed in rhetoric. Simply put, policies and strategies cannot be carried out without a corresponding allocation of resources. Buying National Security weaves a tapestry around the institutions, organizations, tools, and processes that support planning and resource allocation across the breadth of the American national security enterprise. The authors analyze the planning and resource integration activities across agencies of the Executive branch as well as examine the structure and processes the Congress uses to carry out its national security oversight and budgetary responsibilities. Finally, they review the adequacy of the current structures and process and evaluate proposals for ways both might be reformed to fit the demands of the 21st century security environment.

Book excerpt: Now in its tenth year, the US-led military campaign in Afghanistan continues with no foreseeable end in sight. Ending Obama's War is intended to help and hold President Obama to his policy of beginning military withdrawals in July 2011 - and sooner if possible. Renowned peace scholar David Cortright offers realistic alternatives for ending the war whilst continuing to help the Afghan people, especially women, with development and human rights. Ending Obama's War outlines a responsible military disengagement strategy and links it to agreements on security cooperation, political power sharing, and a regional diplomatic compact. This is a timely, informed study which offers a way forward for one of the world's worst conflict zones.

The focus of OIF has shifted from regime removal to helping the Gov¿t. of Iraq improve security, establish a system of governance, and foster economic development. This report addresses these policy issues: Identifying how U.S. national interests and strategic objectives, in Iraq and the region, should guide further U.S. engagement; Monitoring and evaluating the impact of the changes in the U.S. presence and role in Iraq; and Laying the groundwork for a traditional bilateral relationship. Book excerpt: This study ascribes the lack of progress in Afghanistan more to forces and donors working at cross-purposes than to insufficient resources. The authors call for an indirect approach that emphasizes working through indigenous forces. They cite U.S. special operations forces (SOF) failure to support counterinsurgency objectives as an example of military units working at cross-purposes. The authors recommend three ways to improve unity of effort: all Operation ¿Enduring Freedom¿ forces (except SOF) should be merged into one common mission with international forces; decisionmaking authority between U.S. military and civilian leaders should be clarified; and SOF operations must focus on the indirect approach. Book excerpt: The Obama admin. is debating alternatives to the population-centric counterinsurgency strategy in Afghanistan that it unveiled in March 2009. Lack of progress in Afghanistan is due more to international donors and forces working at cross purposes, and unilaterally instead of with Afghans, than to insufficient resources. Some opponents of Gen. McChrystal¿s plan argue for abandoning counterinsurgency in favor of less complicated and less costly strikes against terrorists in Pakistan. However, the review of special operations offered here supports Gen. McChrystal¿s view that effective kill/capture operations require intelligence and political support from indigenous populations. The U.S. is trying to improve unified effort, but more needs to be done.
