In creating this architecture, the African Union and the RECs tread new ground with potentially significant consequences to the lives and livelihoods of millions of Africans who are affected by war and armed conflict. In-depth, critical chapters inform, clarify and provide key points for reflection on the architecture as a whole as well as on each of the structures currently under implementation. The volume examines the institutions that will carry the mandate forward, raises pertinent research questions for the successful operationalization of the architecture and debates the medium and long-term challenges to implementation. Students and researchers of African approaches to peace building, conflict resolution and regional security will benefit from the deep and critical engagement of issues covered in this volume by world renowned scholars and practitioners.

Book excerpt: About the publication This Compendium of documents relating to regional and sub-regional peace and security in Africa is the second edition to the 2006 Compendium of key documents related to peace and security in Africa (edited by Dr Monica Juma). It is both an updated and expanded attempt at consolidating the vast legal instruments broadly relating to peace and security on the African continent. More specifically, the Compendium aims to consolidate, both on the regional and sub-regional level, treaties and decisions of regional organisations pertaining to conflict prevention, management and resolution in the African regional and sub-regional context. It ultimately aims to serve as a useful research guide to those involved with matters of peace and security in Africa. Documents and legal instruments included in this Compendium focus on the Organisation of African Unity, the African Union, and its eight Regional Economic Communities: the Arab Maghreb Union (AMU), the Common Market for Eastern and Southern Africa (COMESA), the Community of Sahel-Saharan States (CEN-SAD), the East African Community (EAC), the Economic Community of Central African States (ECCAS), the Economic Community of West African States (ECOWAS), the Intergovernmental Authority on Development (IGAD), and the Southern African Development Community (SADC). This edition also includes additional documents from sub-regional organisations, including documents from the Great Lakes Region and Horn of Africa Conference on the Proliferation of Small Arms and Light Weapons, the Gulf of Guinea Commission, the Central African Economic and Monetary Community, the Eastern Africa Standby Force, the G5 Sahel, the Indian Ocean Commission, and the Mano River Union. Additionally, each chapter outlines the organisation in question, its principal institutions relating to peace and security, relevant documents and legal instruments, and listed topical decisions, declarations and communiqués by that organisation and its institutions. It also briefly puts forward the details of any military interventions or peacekeeping missions undertaken by each organisation. Finally, the Compendium’s indexes include a list of peace and ceasefire agreements (listed by country), chart of ratifications, a list of useful websites and a selected bibliography.

Book excerpt: Since the transition from OAU to AU, Africans have taken laudable measures towards creating a comprehensive system to manage their own conflicts. One of such measures is the establishment of an organ called Peace and Security Council of the African Union that closely simulates the UN Security Council. The establishment of this organ has created some sort of anxiety as it has become unclear whether it is meant to take over or a mere supplement to the primacy conferred up on the UN Security Council for the maintenance of international peace and security. Though the issue is one of the major spot that needs critical reflection, it has attracted little attention in the academic sphere so far and this work is an attempt to fill such gap. Furthermore, with the aim to resolve the issue, the genesis of the Peace and Security Council, relevant legal instruments of the AU and practical cases are critically analyzed. It is not doubtful that students, researchers and policy makers who are working on the Peace and Security Council will get immense benefit from this work.

For example, the African Union's (AU) new peace and security agenda resonates with the prevention-reaction-rebuilding continuum outlined in the ICISS [International Commission on Intervention and State Sovereignty] report. This monograph draws on case studies of the AU and other international engagements in Burundi and Darfur, Sudan, to explore the opportunities and challenges operationalising the responsibility to protect in Africa.

Book excerpt: Fully revised and updated, the second edition of The African Union continues to offer the most comprehensive overview of the work of the African Union (AU), with special emphasis on its capacity to meet the challenges of building and sustaining governance institutions and security mechanisms. This new edition: Re-examines the African Union at the historic moment of the golden jubilee of the OAU, its predecessor. It examines the AU’s efforts in its first decade, points out some of the organization’s weaknesses, and posits options for addressing more effectively the challenges of peace, security, and governance in coming years. Critically reviews several arrangements and initiatives, including the African Peace and Security Architecture (APSA) and the African Peer Review Mechanism (APRM). Analyses performance of key institutions and programs of the AU, including the Commission, the Executive Council, the Assembly, and the Pan-African Parliament (PAP) as well as the New Partnership for Africa’s Development (NEPAD). Discusses how far instability and insecurity on the continent are consequences of bad governance and the lack of strategic leadership. Considers how the absence of a clearly articulated ideology may undermine the implementation of the AU Agenda. In addition to offering revised and updated chapters throughout, this edition includes one new chapter, which critically discusses the AU’s new international partnerships. With an emphasis on the current work of the AU and a view to the future of the organization, this book is essential reading for students and scholars researching African Politics and international organizations.

Available in PDF, EPUB and Kindle. Book excerpt: At the turn of the century the regional-global security partnership became a key element of peace and security policy-making. This book investigates the impact of the joint effort made by the African Union (AU) and the United Nations (UN) to keep the peace and protect civilians in Darfur. This book focuses on the collaboration that takes place in the field of conflict management between the global centre and the African regional level. It moves beyond the dominant framework on regional-global security partnerships, which mainly considers one-sided legal and political factors. Instead, new perspectives on the relationships are presented through the lens of international legitimacy. The book argues that the AU and the UN Security Council fight for legitimacy to ensure their positions of authority and to improve the chances of success of their activities. It demonstrates in regard to the case of Darfur why and how legitimacy matters for states, international organisations, and also for global actors and local populations. Legitimacy, Peace Operations and Global-Regional Security will be of interest to students and scholars of International Relations, African Security and Global Governance.

The founding of the African Union and the drafting of the Responsibility to Protect doctrine, the basis for collective action against genocide, ethnic cleansing and crimes against humanity makes this a critical time to reflect on how best to address regional conflicts. This book responds to new regional conflicts over health, water, land and food security in the world's poorest, most socially fragmented continent. The work assesses African regional security arrangements and provides new policy recommendations for the future.

Book excerpt: Research Paper (postgraduate) from the year 2016 in the subject Politics - International Politics - Topic: Public International Law and Human Rights, Catholic University of Central Africa (Academy for Peace and Human Rights in Central Africa), course: Human Rights Law and the Fight Against Terrorism in Africa, language: English, abstract: This paper investigates the role of African regional instruments in promoting the right to peace and the fight against terrorism. The need to fight against terrorism in Africa in order to maintain peace and security became one of the most important objectives of the African Union. This desire to fight led to the organization of many extraordinary and ordinary sessions of the Heads of States and government of the African Union, where during these sessions many human rights instruments were adopted. Amongst these instruments are: the OAU Convention on the prevention and fight against terrorism and its Protocol adopted in 2004, the 1994 Declaration on a Code of Conduct for Inter-African Relations, the Dakar Declaration against terrorism and the African Charter on Human and People's Rights. The adoption of these instruments therefore marked the beginning of a new era in Africa, where all the efforts and means converged to fight the organization and outbreak of terrorist attacks. All the African States were as from this moment supposed to ratify and adopt all these regional instruments in order to continue locally and internally the fight against terrorism. This also called for a more effective and efficient collaboration between the African States and African Union Organs engaged in the fight against terrorism. This work therefore also examines the role of the African Union Organs responsible for the protection of Human Rights and responsible for maintaining peace and security in Africa. Amongst these African Union Organs are the Peace and Security Council (PSC) and the African Commission on Human and People's Rights. The Peace and
