The continent's most common strategy of exporting commodities in their raw (non-valued added) form has led to disappointing results, reflected in unsustainable and non-inclusive economic growth, marginal improvements in the well-being of the population, and low levels of economic diversification and transformation. This edition examines efforts to improve the governance of Africa's abundant natural resources, emphasizing the need to strengthen natural resource governance institutions and frameworks to enhance domestic revenue, the promotion of economic diversification, and structural transformation.

Book excerpt: This report contains the full-scale analysis of data from the 27 countries involved in the African Governance Project. Experts and households were polled in each country for their perceptions about political, economic and institutional governance issues. There are both gains and deficits reported. Competitive multiparty democracy has become established in many African countries, with state institutions gradually being reconstructed to promote inclusiveness, transparency and accountability. The performance of judiciaries is improving, though still often inadequate. The study also shows progress in efficient and effective public financial management and accountability, though there are still serious problems with corruption and lack of efficiency in the tax system. Public services are still largely underprovided in most countries, and attracting private investment remains a problem for Africa. Despite some signs of progress, much more has to be achieved before the capable democratic state is the norm in Africa.

Book excerpt: This 4th edition of the African Governance Report provides a critique of perception-based measurements of corruption as well as an assessment of existing alternative, mostly mixed, measures of corruption. It highlights that pure perception-based measurements are highly subjective and do not provide insights into the institutional and policy reforms needed to combat corruption and improve economic governance. They also fail to take into account the international dimension of corruption. The report argues that the problem of corruption has to be assessed and addressed in the context of overall economic governance, taking into consideration both its domestic and international dimensions. It also presents policy recommendations related to improving transparency and accountability, enhancing ownership and participation in the fight against corruption, building credible national economic governance institutions, and improving the regional and global economic governance architecture.

Book excerpt: The 2017 Economic Report on Africa focuses on the linkages between industrialization and urbanization. Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.

Available in PDF, EPUB and Kindle. Book excerpt: Africa is well known for the production of national liberation movements (NLMs), stemming from a history of exploitation, colonisation and slavery. NLMs are generally characterised by a struggle carried out by or in the name of suppressed people for political, social, cultural, economic, territorial liberation and decolonisation. Dozens of NLMs have ascended to state power in Africa following a successful violent popular struggle either as an outright military victory or a negotiated settlement. National Liberation Movements as Government in Africa analyses the performance of NLMs after they gain state power. The book tracks the initial promises and guiding principles of NLMs against their actual record in achieving socio-economic development goals such as peace, stability, state building and democratisation. The book explores the various different struggles for liberation, whether against European colonialism, white minority rule, neighbouring countries, or for internal reform or regime change. Bringing together case studies from Somalia, Somaliland, Uganda, Ethiopia, Eritrea, South Sudan, Namibia, Angola, Mozambique, South Africa, Zimbabwe, and Algeria, the book builds a comprehensive analysis of the challenges NLMs face when ascending to state power, and why so many ultimately end in failure. This is an ideal resource for scholars, policy makers and students with an interest in African development, politics, and security studies.

Available in PDF, EPUB and Kindle. Book excerpt: The Global Financial Crisis (GFC) of 2008-9 was the greatest economic stress test since the 1940s. It put not only financial markets and currencies at risk; entire economies and political systems were threatened as the GFC soon revealed major governance shortcomings and weaknesses felt across a wide spectrum of policy fields. Globalization seemed in jeopardy, the Washington Consensus of neoliberal policies broken, and democratic backsliding set in as populism and protectionism began to take root. The GFC triggered many responses to improve governance through reforms and regulatory measures of many kinds across a wide range of fields: most prominently in finance and banking, but also in fiscal policy, trade, labor markets and social security. Ten years after the GFC, the 2018 Governance Report takes stock and asks: How have countries fared, and are they better prepared to avoid or withstand another crisis of GFC proportions? To answer this question, the 2018 Report focuses on the performance of countries before and after the GFC. Using elaborate indicator and data systems, applying state-of-the-art analytics, and covering a wide range of countries, it offers a systematic comparison of governance performance from three perspectives: What public goods are being provided, at what quality and to what effect? How ready are countries to address governance challenges in the context of globalization? What are the administrative capacities of the public sector? With measures taken before the GFC and today, these perspectives on governance performance provide important benchmarks for measuring both resilience and progress and can assist policymakers in designing effective solutions.

Available in PDF, EPUB and Kindle. Book excerpt: Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Available in PDF, EPUB and Kindle. Book excerpt: A timely inquiry into how domestic politics and global health governance interact in Africa. Global health campaigns, development aid programs, and disaster relief groups have been criticized for falling into colonialist patterns, running roughshod over the local structure and authority of the countries in which they work. Far from powerless, however, African states play complex roles in health policy design and implementation. In Africa and Global Health Governance, Amy S. Patterson focuses on AIDS, the 2014–2015 Ebola outbreak, and noncommunicable diseases to demonstrate why and how African states accept, challenge, or remain ambivalent toward global health policies, structures, and norms. Employing in-depth analysis of media reports and global health data, Patterson also relies on interviews and focus-group discussions to give voice to the various agents operating within African health care systems, including donor representatives, state officials, NGOs, community-based groups, health activists, and patients. Showing the variety within broader patterns, this clearly written book demonstrates that Africa's role in global health governance is dynamic and not without agency. Patterson shows how, for example, African leaders engage with international groups, attempting to maintain their own leadership while securing the aid their people need. Her findings will benefit health and development practitioners, scholars, and students of global health governance and African politics.
