Book excerpt: This report contains the full-scale analysis of data from the 27 countries involved in the African Governance Project. Experts and households were polled in each country for their perceptions about political, economic and institutional governance issues. There are both gains and deficits reported. Competitive multiparty democracy has become established in many African countries, with state institutions gradually being reconstructed to promote inclusiveness, transparency and accountability. The performance of judiciaries is improving, though still often inadequate. The study also shows progress in efficient and effective public financial management and accountability, though there are still serious problems with corruption and lack of efficiency in the tax system. Public services are still largely underprovided in most countries, and attracting private investment remains a problem for Africa. Despite some signs of progress, much more has to be achieved before the capable democratic state is the norm in Africa.

Book Synopsis Governance for Development in Africa by : David Booth

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on in-depth empirical research spanning a number of countries in Africa, Booth and Cammack's path-breaking book offers both an accessible overview of issues surrounding governance for development on the continent, whilst also offering a bold new alternative. In doing so, they controversially argue that externally imposed 'good governance' approaches make unrealistic assumptions about the choices leaders and officials are, in practice, able to make. As a result, reform initiatives and assistance programmes supported by donors regularly fail, while ignoring the potential for addressing the causes rather than the symptoms of this situation. In reality, the authors show, anti-developmental behaviours stem from unresolved - yet in principle soluble - collective action problems. Governance for Development in Africa offers a comprehensive and critical examination of the institutional barriers to economic and social progress in Africa, and makes a compelling plea for fresh policy thinking and new ways of envisioning so-called good governance.

Download or read book African Governance Report III 2013 written by and published by UN. This book was released on 2013 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The African Governance Report, the most comprehensive report on governance in Africa, assesses and monitors the progress of African countries on governance, identifies capacity gaps in governance institutions and proposes policies and strategic interventions to improve governance on the continent. This third edition of the Report, while continuing to monitor governance trends, adopts a thematic approach: elections and the management of diversity in Africa. Elections are central to democratic governance and the political management of diversity in plural societies. While elections are held with greater regularity in Africa, their content and quality remains suspect in many countries, with Africa's rich diversity deployed as a combustive tool in electoral conflicts. Elections have often triggered conflict, with violence, tensions, acrimonies and sharp elite divisions surrounding electoral processes and outcomes-- a worrying trend for Africa's democratic future. The Report investigates elections in the face of managing diversity in Africa. It recommends major electoral, institutional, political and constitutional reforms to enable elections to facilitate the democratic management of diversity, while significantly improving their quality and credibility. These include reform of the party system to make it more inclusive and democratic, a move to more proportional electoral systems, and an increase in the autonomy and effectiveness of election management boards. The Report argues that regional and subregional initiatives and frameworks for elections, democracy and governance have to be implemented and monitored to improve electoral performance and promote democratic consolidation and stability."--Page [4] of cover.

Book excerpt: This 4th edition of the African Governance Report provides a critique of perception-based measurements of corruption as well as an assessment of existing alternative, mostly mixed, measures of corruption. It highlights that pure perception-based measurements are highly subjective and do not provide insights into the institutional and policy reforms needed to combat corruption and improve economic governance. They also fail to take into account the international dimension of corruption. The report argues that the problem of corruption has to be assessed and addressed in the context of overall economic governance, taking into consideration both its domestic and international dimensions. It also presents policy recommendations related to improving transparency and accountability, enhancing ownership and participation in the fight against corruption, building credible national economic governance institutions, and improving the regional and global economic governance architecture.

Available in PDF, EPUB and Kindle. Book excerpt: Exploitation of natural resources has dominated economic activity in Africa but the benefits have accrued only to a privileged few. The continent's most common strategy of exporting commodities in their raw (non-valued added) form has led to disappointing results, reflected in unsustainable and non-inclusive economic growth, marginal improvements in the well-being of the population, and low levels of economic diversification and transformation. This edition examines efforts to improve the governance of Africa's abundant natural resources, emphasizing the need to strengthen natural resource governance institutions and frameworks to enhance domestic revenue, the promotion of economic diversification, and structural transformation.
