Book excerpt: This book is a brief history of Afghanistan and its relations with the British Empire. It was published in London in 1881 as Parliament and the British public were debating policy toward Afghanistan in the aftermath of the Second Anglo-Afghan War, which was fought between 1878 and 1880. The author, Philip Francis Walker, was a London barrister who had recently served with the British army in Afghanistan, and the book contains vivid accounts of fierce fighting with the Afghans. In a typical passage, Walker describes the Afghan tribesmen as "being in great strength, fighting very courageously, and being well led." The most interesting aspect of the book is the summary, in the concluding pages, of the debate underway in Britain about future policy toward Afghanistan. According to Walker, three main plans were under discussion: "1st. That we should annex the whole country, including Herat. 2nd. That we should settle some chief, or chiefs, in the country, as securely as possible, and ourselves retire behind the scientific frontier, with, or without Candahar. 3rd. That we should evacuate most of the country, and continue to hold almost the same frontier [between British India and Afghanistan] as hitherto." Walker generally favored the second option, but the third was in fact followed by the Liberal government of Prime Minister William Gladstone.

Book excerpt: The object of this book is to lay before the public a short history of Afghanistan, which, can be read in a few hours, and will give, the author trusts, an accurate account of the history of a country at the present time attracting considerable attention from the importance of its position in relation to our Indian Empire. The author having been present in Afghanistan during part of the Afghan war, is able in these pages to supply some details from his personal experience as well as information derived on the spot; for the rest, he wishes to express the obligations he is under towards the authorities from whom he has derived his information; they are--Kaye's "Afghanistan War," various historiesof India, Elphinstone's "Kingdom of Cabul," the "Account of the Massacre of the Cabul Army," by Lieutenant Eyre, Malleson's "History of Afghanistan," and other books, together with letters and articles in various magazines and newspapers.

Afghanistan is an enchanting country of vivid extremes - stunning beauty, grinding poverty, alpine glaciers, violent cruelty, copious tea, barren deserts, and warm hospitality. Living as they do along the ancient Silk Road, the Afghan people and their rich cultures have been indelibly shaped by centuries of trade, invasion, and conflict. Afghanistan has been called "the graveyard of empires" for its uncanny ability to resist foreign occupation. Afghans have successfully seen off the invading armies of Alexander the Great, Genghis Khan, the British empire, the Soviet Union, and the United States. Yet Afghanistan remains one of the poorest and most violent countries in the world - and that was before the Taliban regained control of the country in 2021. But there are glimmers of progress. And there are reasons for hope. This short book peels back the veil and provides a brief glimpse into the heart-warming, gut-wrenching, awe-inspiring history of Afghanistan - a glimpse that you can read in about an hour.

DESCRIPTIVE. In his work entitled "Reminiscences of a Bengal Civilian," Mr. William Edwards, then AssistantSecretary to the Government of India in the Foreign Department, describes the departure of Amir Dost Mahammad, on the termination of the Afghan war in 1841, to resume his position as ruler of Kabul. "Just before parting," he writes, "the Amir, addressing the Governor-General in Persian, observed: -- I have seen a great deal of your Government since I came to India. Your forts, your arsenals, your ships, all are admirable. I have been down to Calcutta, and havo been astonished with your wealth, your palaces, your marts, and your mint; but to me the most wonderful thing of all is, that so wise and wealthy a nation could have ever entertained the project of occupying such a country as Kabul, where there is nothing but rocks and stones.'" It will be my task to explain, in the pages which follow, the reasons which in past ages have invested, and which in the present hour particularly invest this country of rocks and stones with an importance far beyond its territorial value--an importance so vast that, in the opinion of many, the safety of India depends upon the predominance of British influence in the lands immediately beyond the British frontier. The country inhabited by the Afghans, and known generally as the kingdom of Kabul, is traversed from east to west by the Hindu Kiish, and the prolongation to the westward of that mighty range. The mountains forming the prolongation branch off from the Koh-i-Baba, a lofty range eighty miles in length, and some eighteen thousand feet high, and itself the western continuation of the Hindu Kiish proper. Running westward, the mountains soon break into three parallel...

Book excerpt: In October 2001, the Bush administration sent Amb. James F. Dobbins, who had overseen nation-building efforts in Somalia, Haiti, Bosnia, and Kosovo, to war-torn Afghanistan to help the Afghans assemble a successor government to the Taliban. From warlords to exiled royalty, from turbaned tribal chieftains to elegant émigré intellectuals, Ambassador Dobbins introduces a range of colorful Afghan figures competing for dominance in the new Afghanistan. His firsthand account of the post-9/11 American diplomacy also reveals how collaboration within Bush's war cabinet began to break down almost as soon as major combat in Afghanistan ceased. His insider's memoir recounts how the administration reluctantly adjusted to its new role as nation-builder, refused to allow American soldiers to conduct peacekeeping operations, opposed dispatching international troops, and shortchanged Afghan reconstruction as its attention shifted to Iraq. In After the Taliban, Dobbins probes the relationship between the Afghan and Iraqi ventures. He demonstrates how each damaged the other, with deceptively easy success in Afghanistan breeding overconfidence and then the latter draining essential resources away from the initial effort. Written by America's most experienced diplomatic troubleshooter, this important new book is for readers looking for insights into how government really works, how diplomacy is actually conducted, and most important why the United States has failed to stabilize either Afghanistan or Iraq.
