Available in PDF, EPUB and Kindle. Book excerpt: This book, the first comprehensive overview of housing policy in Australia in 25 years, investigates the many dimensions of housing affordability and government actions that affect affordability outcomes. It analyses the causes and implications of declining home ownership, rising rates of rental stress and the neglect of social housing, as well as the housing situation of Indigenous Australians. The book covers a period where housing policy primarily operated under a neo-liberal paradigm dominated by financial de-regulation and fiscal austerity. It critiques the broad and fragmented range of government measures that have influenced housing outcomes over this period. These include regulation, planning and tax policies as well as explicit housing programs. The book also identifies current and future housing challenges for Australian governments, recognizing these as a complex set of inter-connected problems. Drawing on its coverage of the economics, politics and administration of housing provision, the book sets out priorities for the transformational national strategy needed for a fairer and more productive housing system, and to improve affordability outcomes for the most vulnerable Australians.

Book excerpt: Contrary to other developed economies, Australia has experienced a long-term deterioration in housing affordability even between housing price booms. The house price boom that came after the global financial crisis has intensified the stress on Australian housing affordability to yet higher levels, and is likely to continue to be a concern for some time to come. This book reviews a range of available approaches for the measurement of housing affordability, and examines recent empirical evidence on housing affordability in Australia. It begins by explaining the relevance of housing to governments at different levels, the emergence of the housing affordability problem, and the global importance of housing affordability. It then explores the causes of the recent explosion in the number of institutions offering home loan products, analysing features such as the size, composition and changes in total lending and home lending in Australia. The author goes on to investigate the consequences of the two most recent rounds of financial deregulation, as well as the trends in interest rate and property prices, and recent changes in typical borrower behaviour. The book concludes by reviewing a range of available approaches in the measurement of housing affordability. It assesses whether there is a level of adjustment in housing affordability, and finally analyses which housing market segment represents the better investment opportunity during housing boom periods.

Book excerpt: Books on green building theories, principles and strategies applicable to life cycles of all kinds of buildings and building types are already widely available. However, those specifically on greening affordable housing that guide various housing stakeholders at different life cycles are still very limited. This book intends to fill this gap. Integrating green building enables stakeholders to address the environmental component that has not traditionally been seen as an integral part of affordable housing development. The book presents theories and principles with practical methods, strategies and processes not only to make affordable housing green but also to support economic stability and social equity.

Book excerpt: Australia is experiencing a significant demographic shift – the proportion of the population that is aged 65 years and older is increasing substantially and will continue to do so. With this shift comes particular housing challenges for older people. The Australian Dream examines the impacts of housing tenure on older Australians who are solely or primarily dependent on the age pension for their income. Drawing on 125 in-depth interviews, it compares the life circumstances of older social housing tenants, private renters and homeowners – their capacity to pay for their accommodation, how this cost impacts on their ability to lead a decent life, maintain social ties and pursue leisure activities, and how their housing situation affects their health and wellbeing. The book considers some key questions: Are older homeowners who are solely dependent on the single age pension managing financially? Are they able to maintain their homes and engage in social activity? How are older private renters who have to pay market rents faring in comparison with older homeowners and social housing tenants? What are the implications of subsidised rents and legally guaranteed security of tenure for older social housing tenants? Based on a study conducted in Sydney and regional New South Wales, this pioneering research starkly and powerfully reveals the fundamental role that affordable, adequate and secure housing plays in creating a foundation for a decent life for older Australians.

Book excerpt: Winner of the Royal Town Planning Institute award for research excellence This critical examination of the development and implementation of planning gain is timely given recent changes to the economic and policy environment. The book looks both at the British context as well as experience in other developed economies and takes stock of how the policy has evolved. It examines the rationale for planning gain, how it has delivered substantial funds for infrastructure and affordable housing and, in the light of this, how it might continue to play a role in the funding of these. It also draws on overseas experience, for example on impact fees and public sector land assembly. It looks at lessons from the past for future policy, both for Britain and for countries overseas. Mechanisms to tap development value are also a global phenomenon in developed market economies - whether through formal taxation or negotiated contributions. As fiscal austerity becomes an increasingly challenging issue, ‘planning gain’ has grown in importance as a potential source of funding for infrastructure and new affordable housing, with many countries keen to examine, learn from, and adapt the experience of others. a critical commentary of planning gain as a policy timely post credit crunch analysis addresses recent planning policy changes

Available in PDF, EPUB and Kindle. Book excerpt: Over the last two decades new and significant demographic, economic, social and environmental changes and challenges have shaped the production and consumption of housing in Australia and the policy settings that attempt to guide these processes. These changes and challenges, as outlined in this book, are many and varied. While these issues are new they raise timeless questions around affordability, access, density, quantity, type and location of housing needed in Australian towns and cities. The studies presented in this text also provide a unique insight into a range of housing production, consumption and policy issues that, while based in Australia, have implications that go beyond this national context. For instance how do suburban-based societies adjust to the realities of aging populations, anthropogenic climate change and the significant implications such change has for housing? How has policy been translated and assembled in specific national contexts? Similarly, what are the significantly different policy settings the production and consumption of housing in a post-Global Financial Crisis period require? Framed in this way this book accounts for and responds to some of the key housing issues of the 21st century.
