Available in PDF, EPUB and Kindle. Book excerpt: For the first century-and-a-half of its nearly 275 year existence, the English East India Company remained ostensibly a mercantile enterprise, satisfied to simply trade, competing with other European traders. In the middle of the eighteenth century, as a response to French expansion in India, the East India Company redefined itself, becoming an active participant in India’s ‘game of thrones’. Through the use of its military might, only tentatively supported by the English Crown and Parliament, the Company dominated trade, became a king-maker, and ultimately a colonial administrator over much of the Indian Subcontinent. The Company had become a state in the guise of a merchant. The Company consolidated its position in Bengal, then began to exert its power by toppling local potentates and absorbing one princely state after another. Confronted with a land system that was built on custom and tradition, and not law, with no tradition of land ownership, the British were forced to formulate a new land tenure and revenue system for India, one based on British principles of property. Permanent Settlement was the new government’s first attempt at creating a new revenue system. Through its creation, for the first time, private property rights were conferred on the formerly non-landowning zamindars. Which, as this authoritative volume notes in turn, created a land market, destabilizing the political and social structure of India irretrievably.

Book excerpt: The world's largest company, Wal-Mart Stores, has revenues higher than the GDP of all but twenty-five of the world's countries. Its employees outnumber the populations of almost a hundred nations. The world's largest asset manager, a secretive New York company called Black Rock, controls assets greater than the national reserves of any country on the planet. A private philanthropy, the Bill and Melinda Gates Foundation, spends as much worldwide on health care as the World Health Organization. The rise of private power may be the most important and least understood trend of our time. David Rothkopf provides a fresh, timely look at how we have reached a point where thousands of companies have greater power than all but a handful of states. Beginning with the story of an inquisitive Swedish goat wandering off from his master and inadvertently triggering the birth of the oldest company still in existence, Power, Inc. follows the rise and fall of kings and empires, the making of great fortunes, and the chaos of bloody revolutions. A fast-paced tale in which champions of liberty are revealed to be paid pamphleteers of moneyed interests and greedy scoundrels trigger changes that lift billions from deprivation, Power, Inc. traces the bruising jockeying for influence right up to today's financial crises, growing inequality, broken international system, and battles over the proper role of government and markets. Rothkopf argues that these recent developments, coupled with the rise of powers like China and India, may not lead to the triumph of American capitalism that was celebrated just a few years ago. Instead, he considers an unexpected scenario, a contest among competing capitalisms offering different visions for how the world should work, a global ideological struggle in which European and Asian models may have advantages. An important look at the power struggle that is defining our times, Power, Inc. also offers critical insights into how to navigate the tumultuous years ahead.

Book excerpt: The peace, order and good government (POGG) clause is found in the constitutions of almost all Commonwealth countries. Since its introduction, the clause has played a significant role in colonial and post-colonial constitutionalism in Commonwealth jurisdictions. This book is the first full length analysis of the various dimensions of the peace, order and good government clause. It argues that the origins of the POGG clause mark it out as an anachronistic feature of British constitutionalism when seen against a modern setting of human rights, liberty and democratisation. The book traces the history, politics and applications of the clause through the colonial period in Commonwealth territories to date. It provides critical evaluation of the POGG clause in a cross-continental enquiry, examining statutory, political and constitutional deployment in Australia, Canada, India, Nigeria, South Africa and the United Kingdom. The evaluation demonstrates that the POGG clause has relevance in a number of significant aspects of legal and socio-political ordering across the Commonwealth featuring prominently in the federalism question, emergency powers and the review of administrative powers. It maintains that while the clause is not entirely devoid of positive value, the POGG clause has been used not only to further the objects of colonialism, but also authoritarianism and apartheid. This book calls for a rethink of the prevailing subjective approach to the interpretation of the clause. The book will be of interest to students and academics of public law, human rights law, and comparative politics.

Book excerpt: Although the literature and cultural practices of the South Asian region demonstrate a rich understanding of criminology, this handbook is the first to focus on crime, criminal justice, and victimization in Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. South Asia’s rapid growth in population and economy continues to introduce transformations in social behaviors, including those related to criminality and victimization. Readers of this handbook will gain a comprehensive look at criminology, criminal justice, and victimology in the South Asian region, including processes, historical perspectives, politics, policies, and victimization. This collection of chapters penned by scholars from all eight of the South Asian nations, as well as the US, UK, Australia, and Belgium, will advance the study and practice of criminology in the South Asian region and carry implications for other regions. The Routledge Handbook of South Asian Criminology provides a wealth of information on criminological issues and their effect on the countries and governments’ efforts to mitigate them. It is essential reading for students and scholars of South Asian criminology, criminal justice, and politics.

Available in PDF, EPUB and Kindle. Book excerpt: India is poised at a crucial juncture in its post-independence history. Accountability, the heartbeat of governance, is under siege. Misgovernance is so vividly visible today that it is a strong signal that India’s liberal democracy is disobeying the principles of its grand design. Citizens are deeply concerned about the state of their nation, but unsure what role they can play in improving accountability. Accountability: Angst, Awareness, Action was written to increase the public understanding of accountability. The author, Jay P. Desai, asks very important questions: How did accountability historically evolve in India; can accountability be measured; how does India rank against other countries; does accountability impact economic and social performance; does our socio-cultural fabric influence accountability; and what role do existing accountability mechanisms and institutions play in strengthening, or weakening, the four foundations of accountability?

The legal structural frame work of urban governance in the four major developed states in the country is highlighted in the book. Separate sections have been devoted to the urban local bodies in the transitional, smaller and larger urban areas. The mandatory provisions enshrined in the constitution regarding the Ward Committees, District and Metropolitan Planning Committees. Finance Commission and State Election Commission are discussed separately. The consolidated picture in all the four states at a glance is depicted in Annexures appended at the end. This book will definitely prove to be a pioneering work on the subject. It would be of immense help to the academicians, researchers and students in the field of administration in particular.
