This book focuses on the contemporary activities in all major realms of cartography in Central and Eastern Europe. It covers aspects of theoretical, topographical, thematic and multimedia cartography, which have been presented at the frst Symposium on Cartography for Central and Eastern Europe, which took place from February 16th to 17th, 2009 in Vienna, Austria and was organized by the International Cartographic Association (ICA) and the Vienna University of Technology. The symposium’s aim was to bring together cartographers, GI scientists and those working in related disciplines from CEE with the goal of offering a platform for discussion and exchange and stimulation of joined projects. About 130 scientists from 19 countries followed the invitation and visited Vienna, Austria. A selection of fully reviewed contributions is edited in this book and is meant as a mirror of the wide range of activities in the realm of cartography in this region. The innovative and contemporary character of these topics has lead to a great variety of interdis- plinary contributions. Book excerpt: Around 1900 cities in Southern and Eastern Europe were persistently labeled "backward" and "delayed." Allegedly, they had no alternative but to follow the role model of the metropolises, of London, Paris or Vienna. This edited volume fundamentally questions this assumption. It shows that cities as diverse as Barcelona, Berdyansk, Budapest, Lviv, Milan, Moscow, Prague, Warsaw and Zagreb pursued their own agendas of modernization. In order to solve their pressing problems with respect to urban planning and public health, they searched for best practices abroad. The solutions they gleaned from other cities were eclectic to fit the specific needs of a given urban space and were thus often innovative. This applied urban knowledge was generated through interurban networks and multi-directional exchanges. Yet in the period around 1900, this transnational municipalism often clashed with the forging of urban and national identities, highlighting the tensions between the universal and the local. This interurban perspective helps to overcome nationalist perspectives in historiography as well as outdated notions of "center and periphery." This volume will appeal to scholars from a large number of disciplines, including urban historians, historians of Eastern and Southern Europe, historians of science and medicine, and scholars interested in transnational connections.

Book excerpt: This book considers the extent to which EU cohesion policy and related pre-accession instruments are contributing to the development of more compound polities in south east Europe and, specifically, promoting multi-level governance. In this respect, there are two points of departure: the first is the argument that the EU is a highly compound polity that tends to pull member (and candidate) states in this direction; the second is the considerable literature that links EU cohesion policy to the promotion of multi-level governance. Following this, we have chosen a range of south east European states whose period of engagement with the EU generally differs: Greece, Slovenia, Bulgaria, Romania, Croatia, F.Y.R. Macedonia and Turkey. The case studies reveal that EU cohesion policy has created more compound polities but that system-wide multi-level governance remains weak and central governments are still prominent. However, there are interesting and potentially important developments in relation to particular features of multi-level governance, not least in states whose engagement with the EU in this sphere is relatively new. This book was published as a special issue of Southeast European and Black Sea Studies.
