Book excerpt: WINNER OF THE LILLIAN SMITH BOOK AWARD John Hervey Wheeler (1908–1978) was one of the civil rights movement's most influential leaders. In articulating a bold vision of regional prosperity grounded in full citizenship and economic power for African Americans, this banker, lawyer, and visionary would play a key role in the fight for racial and economic equality throughout North Carolina. Utilizing previously unexamined sources from the John Hervey Wheeler Collection at the Atlanta University Center Robert W. Woodruff Library, this biography explores the black freedom struggle through the life of North Carolina's most influential black power broker. After graduating from Morehouse College, Wheeler returned to Durham and began a decades-long career at Mechanics and Farmers (M&F) Bank. He started as a teller and rose to become bank president in 1952. In 1961, President Kennedy appointed Wheeler to the President's Committee on Equal Employment Opportunity, a position in which he championed equal rights for African Americans and worked with Vice President Johnson to draft civil rights legislation. One of the first blacks to attain a high position in the state's Democratic Party, Wheeler became the state party's treasurer in 1968, and then its financial director. Wheeler urged North Carolina's white financial advisors to steer the region toward the end of Jim Crow segregation for economic reasons. Straddling the line between confrontation and negotiation, Wheeler pushed for increased economic opportunity for African Americans while reminding the white South that its future was linked to the plight of black southerners.

Drawing on archival records and oral histories, Sarah Thuesen gives voice to students, parents, teachers, school officials, and civic leaders to reconstruct this high-stakes drama. She explores how African Americans pressed for equality in curricula, higher education, teacher salaries, and school facilities; how white officials co-opted equalization as a means of forestalling integration; and, finally, how black activism for equality evolved into a fight for something "greater than equal--integrated schools that served as models of civic inclusion. These battles persisted into the Brown era, mobilized black communities, narrowed material disparities, fostered black school pride, and profoundly shaped the eventual movement for desegregation. Thuesen emphasizes that the remarkable achievements of this activism should not obscure the inherent limitations of a fight for equality in a segregated society. In fact, these unresolved struggles are emblematic of fault lines that developed across the South, and serve as an urgent reminder of the inextricable connections between educational equality, racial diversity, and the achievement of first-class citizenship.

Illustrated with evocative photographs by Billy Barnes, To Right These Wrongs offers a lively account of this pioneering effort in America's War on Poverty. Robert Korstad and James Leloudis describe how the Fund's initial successes grew out of its reliance on private philanthropy and federal dollars and its commitment to the democratic mobilization of the poor. Both were calculated tactics designed to outflank conservative state lawmakers and entrenched local interests that nourished Jim Crow, perpetuated one-party politics, and protected an economy built on cheap labor. By late 1968, when the Fund closed its doors, a resurgent politics of race had gained the advantage, led by a Republican Party that had reorganized itself around opposition to civil rights and aid to the poor. The North Carolina Fund came up short in its battle against poverty, but its story continues to be a source of inspiration and instruction for new generations of Americans.
