Book excerpt: They are known as cundinas or tandas in Mexico, and for many people these local savings-and-loan operations play an indispensable role in the struggle to succeed in today’s transborder economy. With this extensively researched book, Carlos Vélez-Ibáñez updates and expands upon his major 1983 study of rotating savings and credit associations (ROSCAs), incorporating new data that reflect the explosion of Mexican-origin populations in the United States. Much more than a study of one economic phenomenon though, the book examines the way in which these practices are part of greater transnational economies and how these populations engage in—and suffer through—the twenty-first century global economy. Central to the ROSCA is the cultural concept of mutual trust, or confianza. This is the cultural glue that holds the reciprocal relationship together. As Vélez-Ibáñez explains, confianza “shapes the expectations for relationships within broad networks of interpersonal links, in which intimacies, favors, goods, services, emotion, power, or information are exchanged.” In a border region where migration, class movement, economic changes, and institutional inaccessibility produce a great deal of uncertainty, Mexican-origin populations rely on confianza and ROSCAs to maintain a sense of security in daily life. How do transborder people adapt these common practices to meet the demands of a global economy? That is precisely what Vélez-Ibáñez investigates.

The Philippines play a major role in expanding the international Filipino community through its promotion of international labor migration-Filipinos can currently be found in over 130 countries throughout the world. As the first major work to conceive of Filipino immigration as a diaspora, this study analyses the diasporic nature of Filipino relations, identities, and communities and shows how these transnational phenomena are socially constructed by the everyday actions and activities of Filipino Americans. Instead of focusing on an ethnic minority and its relation to its host society, a diasporic perspective places emphasis on the transnational relations created and maintained among that minority, its homeland, and other diasporic communities. Transnational ties are evident in the movement of people, money, consumer goods, information, and ideas. Here Lisa DiCarlo offers us new insights into the study of identity and migration. She draws on research and the history of the Black Sea region going back to the early years of the modern Turkish Republic, to explain current Turkish labour migration trends. The forced ethnic migration between Greece and Turkey at the end of the Ottoman Empire stripped the Black Sea region of its artisans and merchants, weakening the economy and resulting in a trend of migration from this area. Many Greek families were forced to flee their natal villages to resettle in a country they had never seen, only to be marginalized by mainland Greeks for their Black Sea identity. This ostracization led to regional compatriotism, or hemserilik between Turkish migrants and Greek refugees from the Black Sea region, migrating to America in the 1970s and this kinship still holds resonance today. DiCarlo argues current transnational chain migration from the Black Sea area is led by regional identity over ethnicity, as this strong bond leads Turkish migrants from the Black Sea region to follow Greek Black Sea migrants across the Atlantic, rather than join their Turkish compatriots in Europe. Focusing on a Black Sea village, a squatter community in Istanbul (used as a holding place for waiting migrants wanting to enter the US illegally) and a coastal New England town, DiCarlo shows us how a diaspora community survives through an emerging transnational community. This is essential reading for those wanting to understand transnational migration and identity in today's global community.
