Student employment decisions depend on academic achievement, labor market opportunities, and expectations about the future. Estimation of the structural model using a unique panel data set with exogenous variation in study grant threshold levels reveals that some student employment has a positive impact on academic achievement, while too much has a negative impact. Abilities and preferences are important determinants of academic success. Students with higher academic abilities have significantly lower dropout rates, while students with higher consumption value of university attendance tend to have a higher probability of graduating, but spend longer time to graduation. These academic outcomes are not easily amendable by tilting study grants towards students who work less.

Large numbers of these students also struggle to pay for college, and some incur debts that they have difficulty repaying. The authors provide a new review of the causes of these problems and offer promising policy solutions. The circumstances affecting disadvantaged students stem both from issues on the individual side, such as weak academic preparation and financial pressures, and from institutional failures. Low-income students disproportionately attend schools that are underfunded and have weak performance incentives, contributing to unsatisfactory outcomes for many students. Some solutions, including better financial aid or academic supports, target individual students. Other solutions, such as stronger linkages between coursework and the labor market and more structured paths through the curriculum, are aimed at institutional reforms. All students, and particularly those from disadvantaged backgrounds, also need better and varied pathways both to college and directly to the job market, beginning in high school. We can improve college outcomes, but must also acknowledge that we must make hard choices and face difficult tradeoffs in the process. While no single policy is guaranteed to greatly improve college and career outcomes, implementing a number of evidence-based policies and programs together has the potential to improve these outcomes substantially.

The salaries for faculty at institutions that place special emphasis on teaching are lower than those for faculty at institutions where both teaching and research are expected. In Marginal Worth, Lionel S. Lewis examines the contemporary academic labor market to explain why teaching—which is almost universally acknowledged both off and on campus to be at the center of the American educational experience—is not at the center of the academic labor market, and why it is only modestly rewarded. The evidence collected and analyzed by Lewis suggests that this is the case because teaching is not a particularly productive activity, and its quality is hard to measure. Teaching does not generate automatic prestige, most students do not learn a great deal, and in many instances other matters absorb the attention of faculty. Fifteen anonymous academic administrators and faculty members from around the country provided Lewis with the many letters, reports, and other documents he used in his analysis. By examining the material justifying merit salary awards, he reveals how merit is defined in academia. The focus of the letters is on teaching, research, administration, and service; teaching is not always seen as central to the academic role. For several years and from all sides, American institutions of higher learning have been called to account for a variety of failures. Significantly, the one indictment most often heard is that classrooms have been abandoned for laboratories and libraries, where faculty pursue interests to further their careers. Lewis argues that restoring the balance between teaching and research is too simple a solution to the problem. We need to better understand how disciplinary and institutional reward structures affect teaching, how and why faculty allocate their tune, and why teaching appears to be neglected and underappreciated. Lewis applies tenets of the neoclassical labor market model to the academy, and considers what might be done to strike a better balance between expectations and circumstances in the academic marketplace. This candid look into the political economy of higher education will be enlightening reading for all concerned with the future of American higher education: professors, administrators, students, and parents.

Most high school students today express a desire to attend college, and 90% of on-time high school graduates enroll in higher education in the eight years following high school. Yet, degree completion rates remain low for non-traditional students—students who are older, low-income, or have poor academic achievement—even at community colleges that endeavor to serve them. What can colleges do to reduce dropouts? In Bridging the Gaps, education scholars James Rosenbaum, Caitlin Ahearn, and Janet Rosenbaum argue that when institutions focus only on bachelor’s degrees and traditional college procedures, they ignore other pathways to educational and career success. Using multiple longitudinal studies, the authors evaluate the shortcomings and successes of community colleges and investigate how these institutions can promote alternatives to BAs and traditional college procedures to increase graduation rates and improve job payoffs. The authors find that sub-baccalaureate credentials—associate degrees and college certificates—can improve employment outcomes. Young adults who complete these credentials have higher employment rates, earnings, autonomy, career opportunities, and job satisfaction than those who enroll but do not complete credentials. Sub-BA credentials can be completed at community college in less time than bachelor’s degrees, making them an affordable option for many low-income students. Bridging the Gaps shows that when community colleges overemphasize bachelor’s degrees, they tend to funnel resources into remedial programs, and try to get low-performing students on track for a BA. Yet, remedial programs have inconsistent success rates and can create unrealistic expectations, leading struggling students to drop out before completing any degree. The authors show that colleges can devise procedures that reduce remedial placements and help students discover unseen abilities, attain valued credentials, get good jobs, and progress on degree ladders to higher credentials. To turn college-for-all into a reality, community college students must be aware of their multiple credential and career options. Bridging the Gaps shows how colleges can create new pathways for non-traditional students to achieve success in their schooling and careers.
