Book excerpt: From the creator of HBO's The Wire, the classic book about homicide investigation that became the basis for the hit television show The scene is Baltimore. Twice every three days another citizen is shot, stabbed, or bludgeoned to death. At the center of this hurricane of crime is the city's homicide unit, a small brotherhood of hard men who fight for whatever justice is possible in a deadly world. David Simon was the first reporter ever to gain unlimited access to a homicide unit, and this electrifying book tells the true story of a year on the violent streets of an American city. The narrative follows Donald Worden, a veteran investigator; Harry Edgerton, a black detective in a mostly white unit; and Tom Pellegrini, an earnest rookie who takes on the year's most difficult case, the brutal rape and murder of an eleven-year-old girl. Originally published fifteen years ago, Homicide became the basis for the acclaimed television show of the same name. This new edition—which includes a new introduction, an afterword, and photographs—revives this classic, riveting tale about the men who work on the dark side of the American experience.

Book excerpt: "Confessions of a Crime Scene Investigator" chronicles the career of New York State Police Crime Scene Unit Investigator Bill Moloney. 26 of Moloney's 30 years were spent responding to and investigating the scenes of every imaginable way a life can be taken. It is a gritty, dirty, and sobering profession that reflects none of the glamour so often highlighted on television. Story after story paints the picture of a satisfying, yet unpleasant and frequently stomach-turning job that will make you laugh, cry and cheer. But "Confessions" goes beyond the telling of funny, sad and heroic anecdotes. Its graphic depictions of daily life in the crime scene world uncover profound revelations on how we should live life. Yes, being around so much death can teach us so very much about life and how to live it!Bill Moloney has been a member of the state's busiest crime scene unit since 1989. As a forensic investigator, he has responded to thousands of crime scenes, testified as an expert in high profile cases, taught crime scene investigation to fellow law enforcement officials, been recognized for outstanding crime scene service, and worked with world renowned professionals like Dr. Michael Baden and Dr. Henry Lee. The New York StatePolice promoted him to the rank of Senior Investigator and supervisor of this decorated crime scene unit. Recent retirement from the State Police has afforded him the opportunity to tell his remarkable story.

Book excerpt: This report of the President's Commission on Law Enforcement and Administration of Justice -- established by President Lyndon Johnson on July 23, 1965 -- addresses the causes of crime and delinquency and recommends how to prevent crime and delinquency and improve law enforcement and the administration of criminal justice. In developing its findings and recommendations, the Commission held three national conferences, conducted five national surveys, held hundreds of meetings, and interviewed tens of thousands of individuals. Separate chapters of this report discuss crime in America, juvenile delinquency, the police, the courts, corrections, organized crime, narcotics and drug abuse, drunkenness offenses, gun control, science and technology, and research as an instrument for reform. Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They propose basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers.

Book excerpt: A socio-economic analysis of juvenile delinquency that is critical of society's approach to juvenile crime responds with recommendations and principles for change. Efforts to modernize the juvenile court system and the general attitude of the public sector toward youth crime are discussed. To teach the youthful offenders involvement in community life, the public and private sectors of the population must respond to youthful needs. Emphasis is placed on the following areas for changes in attitude and approach of responsible individuals - public officials, community and social agencies, teachers, and potential employers. Greatest emphasis is placed on juvenile justice system personnel ranging from the police to the judge. The Gault decision is discussed as a viable vehicle for giving perspective to future programs and priorities. That a revitalized juvenile court system is needed is a logical conclusion.

Book excerpt: "The statement of our findings has gradually assumed the scope of a text or reference book, the first on the subject. We hope for our science the growth that other sciences have experienced; there is great necessity for further research, but extensions and modifications are to be embodied only as their truth is assured. It would take long to specify the parts of our subject with which people of various affairs should be familiar. Judges, other court officers, including lawyers, and institutional authorities, should have a particularly well-rounded knowledge of the whole field. Without the most thoughtful observation a great deal is hidden from view, as may be easily appreciated by consideration of our cases and causal types. Psychologists, physicians, religious leaders, school people, and, not least of all, parents, should be in possession of many of our fundamental facts. All who have to deal with offenders need the utmost possible understandings of human beings"--Preface. (PsycINFO Database Record (c) 2015 APA, all rights reserved).
