Book excerpt: The Road to Anarchy is the result of an exhaustive investigation into the anarcho-syndicalist Confederación Nacional del Trabajo (CNT) during the democratic years of the Second Republic. By analysing the course of the CNT in terms of its role in the labour conflict and the internal life and approach of the organisation (its ideology, its practice, its internal conflicts, the role of the individual and the weight of history) this book dismantles the long-held view that the CNT orchestrated three insurrections against the Republic. Key is analysis not only of the violence of the anarchists, but also that of the state. Two crucial themes emerge: the political struggle within the organisation, and its involvement in the revolution of October 1934 and in the events of the spring of 1936. Ángel Herrerín investigates the controversial relations of the anarchists with other political formations, such as the republicans, the socialists, Communists and Catalans, with whom the anarchists fought on the republican side during the Civil War. Special attention is paid to the crucial relationship with the socialist trade unions, the Unión General de Trabajadores (UGT), as this evolved from one of competition for trade-union dominance to the acceptance of anarcho-syndicalist practices by the socialists and collaboration between the two organisations. The book is based on wide-ranging archival research, including the Institute of Social History in Amsterdam, the National Historical Archive in Spain, the Foreign Office Archives in France and other national archives related to the repression of the CNT, such as those of the Army and Civil Guard in Spain. The study of the CNT in this timeframe is long overdue; the last similar study was undertaken by the US Democratic Congressman John Brademas in the 1950s, a renowned scholar of Spains social revolution.

Para hacer frente a estas demandas, se hace indispensable la formación complementaria y readaptación profesional de la población —una tarea particularmente adecuada para los PCC. La vía rápida hacia nuevas competencias: programas cortos de educación superior en América Latina y el Caribe explora los resultados del mercado laboral y los retornos de los PCC, estudia quiénes son sus proveedores e identifica las prácticas adoptadas por los mejores programas. Este volumen, fundamentado en datos exclusivos que incluyen una novedosa encuesta a directores de PCC en cinco países de ALC, concluye que, si bien los PCC generan, en promedio, buenos resultados en el mercado laboral, su calidad varía en gran medida. Los proveedores de PCC se adaptan con rapidez y flexibilidad a las necesidades de la economía local, y las prácticas específicas relacionadas con el personal docente, el apoyo a la búsqueda de empleo y la interacción con los posibles empleadores constituyen características inherentes a los mejores programas. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.
