Book excerpt: This paper investigates the selective public goods provision behavior of China's local government and its effects. Theoretic models of dominative local officials are constructed to understand public goods provision, which is compared with the residents' as well as sectors' demand for public goods. The results show that, the official rents diverts local governments' provision of public goods away from the real demand of residents and results in the coexistence of under-provision and over-provision of public goods; non-agricultural biased public expenditure also results from the self interest of local officials who try to balance between political promotion and social stability; the mismatch of rural public goods between its supply and its demand is due to the conflict between the political mechanism of public goods supply and the economic efficient rule of public goods demand.

Studies based on regime type have shown that the level of public goods provision is higher in democratic systems than in authoritarian forms of government. However, public goods provision in China and India contradicts these findings. Whether in terms of access to education, healthcare, public transportation, and basic necessities, such as drinking water and electricity, China does consistently better than India. This book argues that regime type does not determine public goods outcomes. Using empirical evidence from the Chinese and Indian municipal water sectors, the study explains and demonstrates how a social contract, an informal institution, influences formal institutional design, which in turn accounts for the variations in public goods provision.

Landry explores how the Chinese Communist Party (CCP) manages local officials in order to meet these goals and perpetuate an unusually decentralized authoritarian regime. Using unique data collected at the municipal, county, and village level, Landry examines in detail how the promotion mechanisms for local cadres have allowed the CCP to reward officials for the development of their localities without weakening political control. His research shows that the CCP's personnel management system is a key factor in explaining China's enduring authoritarianism and proves convincingly that decentralization and authoritarianism can work hand in hand.
