Book excerpt: The Federal Highway Administration estimates that red light running causes more than 100,000 crashes and 1,000 fatalities annually and results in an estimated economic loss of over $14 billion per year in the United States. In Iowa alone, a statewide analysis of red light running crashes, using crash data from 2001 to 2006, indicates than an average of 1,682 red light running crashes occur at signalized intersections every year. As a result, red light running poses a significant safety issue for communities. Communities rarely have the resources to place additional law enforcement in the field to combat the problem and they are increasingly using automated red light running camera-enforcement systems at signalized intersections. In Iowa, three communities currently use camera enforcement since 2004. These communities include Davenport, Council Bluffs, and Clive. As communities across the United States attempt to address red light running, a number of communities have implemented red light running camera enforcement programs. This report examines the red light running program in Iowa and summarizes results of analyses to evaluate the effectiveness of such cameras.

Book excerpt: Red light running (RLR) is a problem in the US that has resulted in 165,000 injuries and 907 fatalities annually. In Iowa, RLR-related crashes make up 24.5 percent of all crashes and account for 31.7 percent of fatal and major injury crashes at signalized intersections. RLR crashes are a safety concern due to the increased likelihood of injury compared to other types of crashes. One tool used to combat red light running is automated enforcement in the form of RLR cameras. Automated enforcement, while effective, is often controversial. Cedar Rapids, Iowa installed RLR and speeding cameras at seven intersections across the city. The intersections were chosen based on crash rates and whether cameras could feasibly be placed at the intersection approaches. The cameras were placed starting in February 2010 with the last one becoming operational in December 2010. An analysis of the effect of the cameras on safety at these intersections was determined prudent in helping to justify the installation and effectiveness of the cameras. The objective of this research was to assess the safety effectiveness of the RLR program that has been implemented in Cedar Rapids. This was accomplished by analyzing data to determine changes in the following areas: Reductions in red light violation rates based on overall changes, time of day changes, and changes by lane; Effectiveness of the cameras over time; Time in which those running the red light enter the intersection; Changes in the average headway between vehicles entering the intersection.

Book excerpt: The goal of this research was to find out which automated enforcement programs have been successful and what contributed to their success, as well as which programs have been unsuccessful and to draw lessons from their experiences. This was accomplished through a comprehensive assessment of automated speed and red light running enforcement activity in the United States and Canada, which led to the development of guidelines to assist agencies in implementing and operating successful automated enforcement programs. Over 350 jurisdictions with current or past automated enforcement programs were contacted by survey and phone as part of the assessment. In addition to the survey, an extensive literature review was conducted to determine the effect of the programs, cost effectiveness, and resource requirements, and to get the perspective of the public.

The study involved an empirical Bayes (EB) before-after research using data from seven jurisdictions across the United States to estimate the crash and associated economic effects of RLC systems. The study included 132 treatment sites, and specially derived rear end and right-angle unit crash costs for various severity levels. Crash effects detected were consistent in direction with those found in many previous studies: decreased right-angle crashes and increased rear end ones. The economic analysis examined the extent to which the increase in rear end crashes negates the benefits for decreased right-angle crashes. There was indeed a modest aggregate crash cost benefit of RLC systems. A disaggregate analysis found that greatest economic benefits are associated with factors of the highest total entering average annual daily traffic (AADT), the largest ratios of right-angle to rear end crashes, and with the presence of protected left-turn phases. There were weak indications of a spillover effect that point to a need for a more definitive, perhaps prospective, study of this issue.

Book excerpt: Red light running is a significant public health concern, killing more than 800 people and injuring 200,000 in the United States per year (Retting et al., 1999a; Retting and Kyrychenko, 2002). To reduce red light running in Virginia, six jurisdictions (Alexandria, Arlington, Fairfax City, Fairfax County, Falls Church, Vienna) deployed red light cameras at some point during the 10-year period when they were permitted under Virginia law. This report documents the safety impacts of those cameras based on 7 years of crash data for the period January 1, 1998, through December 31, 2004. Consistent with the findings of a previous Virginia study (Garber et al., 2005), this study finds that cameras are associated with an increase in rear-end crashes (about 27% or 42% depending on the statistical method used as shown in Tables ES1 and H1) and a decrease in red light running crashes (about 8% or 42% depending on the statistical method used as shown in Tables ES1 and H2). This report also shows that there is significant variation by intersection and by jurisdiction: one jurisdiction (Arlington) suggests that cameras are associated with an increase in all six crash types that were explicitly studied (rear-end, angle, red light running, injury red light running, total injury, and total) whereas two other jurisdictions saw decreases in most of these crash types. It is therefore not surprising that when the comprehensive crash costs for rear-end and angle crashes are monetized, the cameras are associated with an increase in crash costs in some jurisdictions (e.g., an annual increase of $140,883 in Arlington) and a net reduction in comprehensive crash costs in other jurisdictions (e.g., an annual reduction of $92,367 in Vienna). When these results are aggregated across all six jurisdictions, the cameras are associated with a net increase in comprehensive crash costs. However, when considering only injury crashes, if the three fatal angle crashes that occurred during the after period are removed from the analysis (the only fatalities that occurred during the study out of 1,168 injury crashes), then the cameras were associated with a modest reduction in the comprehensive crash cost for injury crashes only. These results cannot be used to justify the widespread installation of cameras because they are not universally effective. These results also cannot be used to justify the abolition of cameras, as they have had a positive impact at some intersections and in some jurisdictions. The report recommends, therefore, that the decision to install a red light camera be made on an intersection-by-intersection basis. In addition, it is recommended that a carefully controlled experiment be conducted to examine further the impact of red light programs on safety and to determine how an increase in rear-end crashes can be avoided at specific intersections.

Book excerpt: Extreme speeding on urban-area freeways contributes to increased crashes resulting in fatalities, property damage, and increased maintenance and public safety costs. Photo speed enforcement systems (speed cameras) that automatically sense a speeding vehicle and photograph it and its driver have proven effective at reducing speeding violations, primarily on city streets and arterials. The use of this technology on high-volume, high-speed, multi-lane freeways is technically much more challenging, and largely untested. This research investigates if the current offerings of vendors can provide a viable technical solution in this freeway environment. Twelve ideal characteristics were established that are needed for a speed camera system to operate on Phoenix, Arizona, metro-area freeways. Six vendors were interviewed. Thirteen agencies that use speed camera systems were interviewed, although none were found with sufficient freeway operating experience to provide definitive information to design a field trial. Therefore, only a conceptual field trial and accompanying test plan were developed to explore the technical aspects of potential systems. Public opinion and countermeasures on speed camera systems were researched and reported. No current vendor offering meets all of the twelve ideal characteristics that were established. Advancements in speed camera systems continue, and it is logical to predict that they can be met in the future. One new technology that shows promise is "point-to-point," which tracks average speed between two points on a roadway. This research did not address the violation processing and management activities, but noted that these must be addressed before a field trial can proceed.

Book excerpt: Red Light Cameras (RLCs) have been used in a number of U.S. cities to yield a demonstrable reduction in red light violations; however, evaluating their impact on safety (crashes) has been relatively more difficult. Accurately estimating the safety impacts of RLCs is challenging for several reasons. First, many safety related factors are uncontrolled and/or confounded during the periods of observation. Second, "spillover" effects caused by drivers reacting to non-RLC-equipped intersections and approaches can make the selection of comparison sites difficult. Third, sites selected for RLC installation may not be randomly selected, and as a result may suffer from the regression to the mean effect. Finally, crash severity needs to be considered to fully understand the safety impacts of RLCs. With these challenges in mind this study was designed to estimate the safety impacts of RLCs on traffic crashes at signalized intersections in the state of Arizona and to identify which factors are associated with successful installations. RLC equipped intersections in the cities of Phoenix and Scottsdale are examined in detail to draw conclusions as to the relative success of RLC programs in these two jurisdictions. Both jurisdictions are operating successful installations of RLCs. Factors related to RLC effectiveness appear to include crash type and severity, left-turn phasing, presence of warning signs, approach speeds, and signal timing. Recommendations are made as to under what conditions should RLCs be considered.

Book excerpt: The objectives of this research project are to: (1) quantify the safety impact of red-light-running at intersections in Texas, and (2) provide guidelines for identifying truly problem intersections and whether enforcement or engineering countermeasures are appropriate. This report documents the findings from the first year of a two-year project. During the first year, data were collected to quantify the character and extent of red-light violations and related crashes in Texas. Data were also collected to quantify the effectiveness of intersection traffic control enforcement. The findings from a review of the literature on red-light-running and an analysis of red-light-running crash data are included in this report. A procedure for identifying and quantifying red-light-running-related crashes is described.

Available in PDF, EPUB and Kindle. Book excerpt: The main objective of this thesis is to evaluate the effectiveness of red light cameras (RLCs) in improving safety at signalized intersections. Two scenarios were considered in order to evaluate the effectiveness of RLCs. Firstly, crashes before the installation of RLC were compared with crashes after the installation of RLC. Secondly, crashes after the installation of RLC were compared with crashes after the termination of RLC. Considering both the scenarios helps to determine whether the safety increased or decreased after the installation and after the termination of RLC. This study used red light running crashes and total crashes to evaluate the effectiveness of RLCs. Data for 36 intersections in the city of Charlotte, NC, where RLCs were installed in 1998 and terminated in 2005, were used for evaluation. The year 1997 was considered as before the installation period while 1999 to 2004 was considered as after the installation period. The year 2005 to 2010 was considered as after the termination period. Data for years 1998 and 2005 was not considered to minimize novelty effects. Variables such as the number of lanes, skewness, the number of thru lanes, the number of approaches and traffic volume were used to develop safety performance function for before the installation period and after the installation period. In before and after the installation scenario, the actual number of red light running and total crashes expected to happen were estimated if the RLC was not installed. The estimated number of crashes were compared with the actual number of crashes occurred at the study intersections after the installation of RLC. The RLC system was considered effective if a decrease in the number of crashes was observed after the installation of RLC. In after installation and after termination scenario, the actual number of red light running and total crashes expected to happen if the RLC was not uninstalled was estimated. The estimated number of crashes were compared with the actual number of crashes occurred at study intersections after the termination of RLC. The RLC system was considered effective if an increase in the number of crashes was observed after the termination of RLC. Rear-end crashes increased by 2.5% after the RLCs were installed while they decreased by 45% after the system was terminated. Sideswipe crashes decreased by 44% after installing the RLCs while they decreased by 50% after the system was terminated. Likewise, angle crashes decreased by 37% after installing the RLCs whereas they decreased by 5% after the system was terminated. Left turn crashes decreased by 2.8% after installing the RLCs while they decreased by 51% after terminating the RLCs. In addition, red light running crashes increased by 21.6% after installing the RLCs while they increased by 10.9% after the system was terminated. Total crashes increased by 16% after the RLCs was installed while they decreased by 55.9% after the system was terminated. After installing RLCs, the number of intersections where sideswipe crashes increased was 17 whereas the number reduced to 5 intersections after terminating RLCs. In the case of left-turn crashes the number of intersections where left-turn crashes increased was 10 intersections whereas the number reduced to 2 intersections after the termination of the RLCs. On the other hand, the number increased from 13 to 24 intersections in the case of rear-end crashes, and 4 to 6 intersections in the case of angle crashes. Empirical Bayes method was used to evaluate the effectiveness of RLC system. Results obtained show that the RLC is not effective in reducing the crashes. Data showed an increase in the number of crashes after the installation of RLCs at the study intersections. After installing the RLCs, red light running crashes increased by 5.7% while they decreased by 1.1% after terminating RLCs. On the other hand, the total number of crashes increased by 4.4% after RLCs were installed whereas they decreased by 2.3% after terminating the RLC. After installing RLCs, the number of intersections where red light running crashes increased was 11 whereas the number reduced to 6 intersections after the termination of the RLCs. Overall a 45% decrease in the performance of number of intersections was observed after the termination of the RLCs. In total crashes scenario, after installing RLCs, the number of intersections where total crashes increased was 9 whereas the number increased to 11 intersections after the termination of the RLCs. Overall a 18% increase in the performance of number of intersections was observed after the termination of RLCs.

There is considerable debate within the general public and public agencies regarding the use of photographic enforcement to deter red light violations. Many studies have been conducted on the effectiveness of red light cameras (RLCs) at reducing collisions. However, the question still remains as to whether RLCs actually change driver behavior. Many municipalities across the State of North Carolina have relied on studies conducted in other states or countries to validate the use of cameras within their jurisdiction. Many of these studies are weak and could be more rigorous. The need for more thorough study motivated this research effort to help define the effectiveness of RLCs within the City of Raleigh, North Carolina. Four specific tasks were identified to help in this research effort. First, a literature review was conducted to determine the reported effects of other research efforts throughout the United States and other countries. Various types of studies have been conducted around the world. Of particular interest were studies that were rigorous in nature, such as those using comparison sites. Many studies completed in previous research indicate that RLC enforcement reduces the frequency of collisions at treated intersections. However, there are a limited number of rigorous studies (especially those in the United States, particularly in North Carolina). Analyses that used comparison sites usually did not perform tests to see if comparison sites acted in a similar manner to treatment sites. Six focus groups were convened in an effort to gather information on attitudes, opinions, and beliefs associated with photographic enforcement to better enhance traffic law enforcement. Two community and four professional focus groups were assembled. Overall, the perception of photographic enforcement was positive. Suggested improvements included enhancing the appeal process, using prof.

The Federal Highway Administration (FHWA) and National Highway Traffic Safety Administration (NHTSA) support a comprehensive approach to intersection safety that incorporates engineering, education, and enforcement countermeasures to prevent red light running and improve intersection safety. Red light cameras can be a very effective countermeasure to prevent red light running. There are a number of studies that indicate reduction in crashes at signalised intersections due to red light cameras. The fundamental objective of the research in this book is to determine the effectiveness of RLC systems in reducing crashes. A description of all project efforts is described in this book.
