Book excerpt: The purpose of this descriptive case study was to understand what elementary principals, elementary teachers, and parents of elementary school students perceive as effective leadership skills in the areas of instructional leadership and school culture for an elementary principal. Five elementary principals, 75 elementary school teachers, and 33 parents of elementary students from two school districts in south central Pennsylvania participated in the study. Each participant responded to a survey created by the researcher. In addition, all five principals and eleven teachers participated in face to face interviews. For the parents, 18 responded to open ended focus group questions. In the area of instructional leadership principals favored qualities that mirrored their daily activities such as : (a) setting instructional goals, (b) using assessment results to show progress, and (c) observing teachers and staff to improve instructional methodology, while teachers and parents considered valuing teaching and learning and motivation of staff as very important qualities of an effective elementary principal. Principals, teachers, and parents all highly valued many school culture qualities such as: (a) developing positive relationships, (b) being trustworthy, (c) respecting others, and (d) supporting others.

Book excerpt: This study is designed to investigate the perceptions of elementary school principals in the state of Arkansas regarding what supports they need to be effective instructional leaders. Phase I of this mixed method study uses an online survey of 112 elementary school principals to better understand their descriptions of an effective instructional leader and the professional development supports they need. Phase II consists of personal interviews of 12 elementary school principals. The research revealed four overarching themes: Personal Attributes, Values Relationships, Leadership Skill Sets, and Meaningful Professional Development. Principals described effective leaders as visionaries, hospitable, empowering others, visible, good listeners, collaborators, ethical, and ones who improve instruction, manage people, data, and foster school improvement. The research data showed that adult learners learn through problem solving, mentoring, and in one-on-one coaching situations. They expressed a need for professional development that was applicable, used real-life situations, and was designed to improve their understanding of new concepts and ideas. Specifically, principals requested professional development on topics including progress monitoring, intervention strategies, improving achievement among at-risk students, time management, teacher evaluation systems, and new curricula. Principals requested more support from human resources, specifically, the hiring of additional assistant principals who could assist with managerial tasks related to discipline, evaluations for classified staff, bus duty, and special education compliance issues, thus allowing more time for principals to embrace their roles as instructional leaders and to internalize the impact of their efforts on student achievement. Participating principals suggested district administrators arrange more frequent opportunities for principals to visit other schools and to meet with principals in their districts to gain a unified understanding of new information. They suggested that district administrators provide professional development in more comfortable locations and in small group settings that incorporate time to evaluate the impact of different strategies on students' academic performance. Finally, they desired professional development facilitated by high profile keynote speakers who are deemed as experts in their fields, as well as professional development that focuses on administrators' skills sets, progress monitoring, and migrant students.

Book excerpt: As a result of the No Child Left Behind Act of 2001, the accountability, annual testing, and demonstrating academic progress of all students has become a major priority of educators throughout the nation. In Ohio, schools are rated based on their students' performance on state diagnostic and achievement tests (e.g., Local Report Cards). Therefore, school principals and other school personnel are in constant pursuit of learning how to educate students more efficiently. The purpose of this study was to determine the specific practices and leadership emphasis of the principal that are perceived to positively impact student achievement. Three successful elementary schools were investigated through principal interviews, teacher focus groups, and observations. The schools chosen were each designated as an Ohio School of Promise, meaning each has made great strides in positive student achievement scores in spite of a low socioeconomic level. Qualitatively, the study explored the perceptions of the principal's role in successful schools by answering the following research questions: (a) How does the principal support instruction aligned to the state's academic content standards? (b) How does the principal maintain continuous improvement of the school? (c) What is the principal's role in the design of instruction for student success? (d) What is the principal's role in developing partnerships with parents and the community to support student success? (e) What is the principal's role in developing a culture where each individual feels valued? As a result of the data analysis process, 13 themes developed among the three schools (e.g., common planning time, curriculum mapping, and intervention). However, an all-encompassing idea kept reoccurring: The principals were able to create the culture where both adults and students excelled. The principals engaged in activities that created and sustained a sense of belonging for students, teachers, parents, and the communities in which the schools resided. They also successfully provided a clear direction for students and teachers. These findings are perceived to be a major reason why students are achieving great success at these schools.

The purpose of this investigation of teacher's perceptions of principal's leadership behavior and student achievement (reading) was to explore those factors of principal's leader behaviors that differentiate low achieving and high achieving schools as perceived by teachers. Sample. Two hundred sixty-one teachers in seven selected northeast Ohio school district and seventeen buildings participated in this study. Teachers in this study had at least three years of experience and one or more years of supervision from the principals whose leadership behavior they described. Instrument. The revised Leader Behavior Description Questionnaire Form XII was used. This instrument measured only four subscales, consideration Initiating Structure, Persuasion and Superior Orientation. This instrument was used to explore answer to five research questions. Findings. The study results did not support the premise that the leader behavior task structure differentiated effective from ineffective schools. Teachers in both groups of schools perceived that principals exhibited this characteristic. However, the results revealed that the leader behavior, consideration, did differ at the .05 level of significance as perceived by teachers between principals in high and low achieving schools. The data also showed that discrepancy existed between principals self perception and teacher perceptions of the leader behavior, superior orientation at the .05 level of significance. The data also revealed that the level of staff involvement, such as awareness, implementation, and curricular focus was more evident in low achieving than in high achieving schools. Conclusion. The investigation concluded that there is substantial need for further exploration of the leadership variable. An important recommendation is that additional research be initiated using the LBDQ and other research instruments as a strategy to consistently operationalize the leadership characteristics of Effective Schools Movement.
