In many African countries, both the economic and political authorities are confiscated and held in the hands of some corrupt leaders who through the use of force control the destiny of their countries. Since the adoption of multiparty systems in some African countries, most elections have been tarnished by violence and by political antagonists who continue to question not only the fairness and the transparency of elections but also the validity of the electoral systems of their countries. Ghana’s elections for some time now have become violent resulting in disputes. A typical case of this situation was the 2012 elections which ended up in the Supreme Court as a dispute. In all of these conflicts, the role of the National Peace Council cannot be over-emphasized. The Council played an important role before, during and after elections. This contributed in the peace that the Ghana experienced during and after elections. In the light of the key role of the Council played in ensuring peace before, during and after elections, there are a number of challenges that confronted the Council. This study examines the specific role played by the National Peace Council (NPC) in ensuring peace in elections. The study discussed the challenges that affected the work of the Council such as limited funding to initiate activities and inadequate staff to help carry out its functions. The methodology adopted in this study is the qualitative case study approach which enabled the study to analyze the findings by relying mostly on secondary data to make its findings. Literatures from secondary data were reviewed to answer research questions. The findings of this study confirm that, the role played by the National Peace Council (NPC) yielded positive results in ensuring the peace of the country throughout the electoral period which other Africa countries can emulate to prevent election-related conflicts.

[...] For instance, the Chairman of the EC and the two deputies are equal in rank and status and enjoy the same conditions of service as the justices of the Appeal and High Courts respectively. [...] The alignment of the conditions of service of the EC members to the justices of the superior courts is one way of securing their independence1 Since 1993, the EC has asserted its supremacy over the recruitment of its permanent and temporary election staff. [...] In the controversial challenge by the ruling party in the fixing of election dates, the EC leaned against the law and prevented the government from usurping its constitutional mandate to fix election dates - it went ahead to fix the dates for the 1996 presidential and parliamentary elections to the consternation of the government6. [...] The lack of a definite succession format in respect of the members of the Commission, in the opinion of one-third of interviewee, could have a dire consequence on the activities of the EC.

Some leaders conduct elections to legitimize their authoritarian rule. Many of Africa's transitional democracies are associated with flawed elections and violent conflicts. The literature on electoral conflict places little emphasis on election governance. It is my assumption that the high rate of non-credible elections in Africa can be associated with election management that has exacerbated societal cleavages. Is an effective and independent election management body a necessary prerequisite for election results to be credible? Are credible elections correlated with lower levels of conflicts? Kenya and Ghana, with their parallel experience with electoral conflicts, are compared to determine if the level of effectiveness of an electoral commission is strongly correlated with the conduct of credible elections and consequently a reduced propensity for election-related conflicts.

While some governments have attempted to rectify the situation by establishing revenue-sharing formulas, a key unanswered question is whether such institutions are able to achieve this goal. This paper presents an empirical investigation of a pioneering formula-based system of resource allocation from the central government to local governments in Ghana--the District Assemblies Common Fund (DACF). The evidence is consistent with governments being able to politically manipulate resource allocation within the confines of the formula-based system. Nevertheless, this does not suggest that the DACF completely fails to limit political influence. It indicates that other guiding structures of a formula-based system--in particular, how and when the formula can be altered--are important determinants of how well a program such as the DACF is able to resist political pressures."--Authors' abstract.
