Abstract: Abstract of dissertation entitled Railway and Sustainable Transport Development Submitted by Liu Ching Man for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2005 The concept of sustainable development has been applied to different fields over the past decades. With growing public awareness, it has become a must to apply the concept of sustainable development in transport planning in Hong Kong. Hong Kong, as the Asia's World City, is dependent on an efficient transport system for her growth. With limited space and huge population, it has been a great challenge to build a transport system that can support Hong Kong's rapid development. The Hong Kong Government accords priority to railway in Hong Kong's public transport system because railway is environmentally friendly and is an efficient mass carrier. Since 2002, a number of new railways have been commissioned. However, in view of the dispute among different stakeholders and apparent poor return on railway investment in recent cases, doubts have arisen on how our society should invest in future railway projects and how to apply the concept of sustainable development in railway development in Hong Kong. This study first examined the concept of sustainable development in the field of transport. It then tried to establish a framework for sustainable railway devleopment in cities like Hong Kong. The framework then applied to two case studies, namely, the KCR Sheung Shui to Lok Ma Chau Spur Line and the KCR West Rail (Phase I) for setting some pointers for Hong Kong's future railway development. The study discussed some challenges of developing Hong Kong's railway in a sustainable manner and tried to provide some solutions. Economical growth benefits human beings but also creates problems in over consumption of natural resources and pollution. A lot of cities such as Hong Kong are enjoying benefits from mobility, but also suffering deterioration in air quality due to vehicle emission. Development of a sustainable transport system is indispensable. It is hard to develop a sustainable transport system from a planning model with no full consideration of sustainability. In the past decade, lots of studies have been done for 1 building up transport planning model that would cater for requirements of sustainability. One of the areas under research is the use Stated Preference (SP) Survey in modelling. A recent study [Loo 2002] has identified ways of using SP surveys to improve traditional four-stage transport planning model for developing a sustainable transport system. Countries in Europe and North American have applied SP survey to develop sustainable transport, but it is comparatively less use in Asia. Hong Kong Special Administration Region (HKSAR) has incorporated sustainability as one of the policy objectives of the government but the current use of traditional four-stage transport planning model for evaluating transport policies and projects does not fully cater for the requirements of sustainability. Hence, this study is an attempt to carry out a location-specific SP survey to estimate new utility functions using Stated Preference Survey and Multinomial Logit Analysis for improvement of the traditional four-stage transport planning model, and to understand the implication of the results of findings to the development of sustainable transport in Hong Kong, in particular to the provision of new railway links and implement of pedestrianization. It is expected that the result of study would give insights to the improvement on current situation of West Rail Phase I and in formulation and assessment of new transport policy for a more sustainable Hong Kong society. The goal of the study is to enhance traffic calming, mobility and conservation of Hong Kong at reasonable cost. The Multinomial Logit Analysis has revealed that people tend to consider time, fare and interchange in their choice of transport mode but not so much safety and environmental protection. Change in age, income and education of the people have 2 different degree of influence on their preference. The difference in preference of people on transport mode between the Home based to Work and Work based to Entertainment trip is minimal except that they consider transfer to be less important in the Home to Work Trip. The further assessments on the implication of the results of findings to the development of sustainable transport in Hong Kong have indicated that introduction of the Kowloon Southern Link (KSL) will significantly encourage more people to use West Rail as the transport mode. Abstract: Abstract This thesis examines the popular ideas and arguments in the literature about the concept "sustainable development" and argues that they are utopian. However, a careful analysis of the relevant United Nations documents reveals that the concept of sustainable development is not utopian but practical. A practical approach to sustainable development being consistent with the United Nations principles using the Coasian framework developed by Yu, et al. (2000) is discussed using three Hong Kong examples, namely (1) the campaign for the protection of the Victoria Harbour against further reclamation, (2) the estoppel of constructing the railway extension by KCRC acrossthe Long Valley; and (3) the changing nature of gei wai shrimp culture in Mai Po Marshes. It is noted in all three cases that the government is lacking a proper institutional framework for implementing sustainability efficiently. With a proper institutional framework that can allow voluntary exchange of property rights or resource entitlements and encourage Schumpeterian efforts, strong sustainability may not be just a dream. It is not impossible and needs not take place at the expense of development needs. A better governance with the vision and will to implement polices driven by bottom-up needs will increase the chance of fostering sustainable development (in the strong version). Abstract: Abstract of the dissertation entitled "A Review of Passenger Railway Development in Hong Kong" Submitted by Yau Chun Kin for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2005 This dissertation will start with a review of the Hong Kong passenger railway development in the past with respect to Government planning, strategies, infrastructures, services and policies. It will appraise and highlight progressive corporate efforts on service improvements in the railway industry. It will also collect passenger views in order to establish a database of the community. This will be followed with a review of the corresponding development in comparable cities. In order to cover a wider and different range of railway development in other parts of the world and make this study more representative, both old and modern cities will be covered. They are London, Tokyo and Singapore. Railway strategies and directions in these countries will be analyzed and compared with the Hong Kong railway development. This will provide a basis for establishing a suitable strategy together with supporting policy for future development in Hong Kong, taking into account service coverage, adequacy, affordability, inter-modal coordination and/or integration. Lessons learned from MTRCL Airport Railway and KCRC West Rail are valuable. Success factors will thus be identified such that practicable ways and means to improve passenger railway services can be formulated within financial and economic viabilities. Finally an optimum and recommended development strategy will be proposed to suit Hong Kong conditions, highlighting its merits and demerits.
