During his government, former president Luiz Inácio Lula da Silva (2003-2010) made the drive towards Africa one of the cornerstones of Brazilian diplomacy and cooperation. In a bid to build strategic trading partnerships with African counterparts, Lula’s government committed itself to an ambitious program centred on provisions in loans and credits as well as the exponential growth of its South-South cooperation. After Lula, however, this drive towards Africa started to decline and finally collapsed in face of political meltdown in Brazil and the proliferation of controversial judicial investigations that directly involved political leaders at the centre of most initiatives undertook in the 2000s. The rise and fall of Brazil-Africa relations has provoked much discussion in policy-making, as well as scholarly research. On July 24, 2006, Elizabeth Balbachevsky, Woodrow Wilson Center Public Policy Scholar and Associate Professor of Political Science, Universidade de Sao Paulo, presented her research on the evolution of Brazil's system of higher education and the impact of recent reforms. In particular, her research analyzed the reforms taking place in Brazil and interpreted the impact of such processes over the work conditions of Brazil's academic professionals. The economic reforms of the 1990s increased demands on the system of higher education to improve the quality of education and academic research, Balbachevsky explained. Balbachevsky concluded by noting that input indicators (rather than outputs) are still used to measure institutional performance, creating opportunistic behavior among both private and public institutions rather than actual improvements in quality. She added that one of the greatest challenges is to reverse the inward orientation of the academic community--indeed, fewer than 20 percent of professors have contact with the international community. This is exacerbated by the fact that the insularity of Brazilian academia is not viewed as a problem by society.

But even though domestic aspirations and foreign perceptions have held out the prospect for Brazil becoming a major power, the country has lacked the capabilities—particularly on the military and economic dimensions—to pursue a traditional path to greatness. Aspirational Power examines Brazil as an emerging power. It explains Brazil’s present emphasis on using soft power through a historical analysis of Brazil’s three past attempts to achieve major power status.
