Available in PDF, EPUB and Kindle. Book excerpt: Since the expansion of public programs in the 1960s, charges of bureaucratic inefficiency, unresponsiveness, and "red tape" have been rampant. The response has often been extensive reorganization in an effort to change the source of control, carry out specific missions, and to achieve greater inter-agency cooperation. Karen M. Hult examines why these restructurings often fail, through three case studies: the U.S. Department of Housing and Urban Design (HUD); the Minnesota Department of Energy, Planning, and Development; and the Minneapolis Community Development Agency. Hult's study assesses the usefulness of mergers and reorganizations as a policy tool, and offers a valuable contribution to the study of public management and organization design.

Book excerpt: Policy Sciences presents the framework of situational normativism, a descriptive-normative methodology by which the components of policy sciences may be pragmatically integrated and applied to real decision problems. The uniqueness of this approach derives from the integration of behavioral, political, and social considerations with a broad range of systems and quantitative methodologies. Furthermore, this approach encompasses specific considerations of implementation, political feasibility, and organization redesign. Organized into three parts, this book begins with an overview of policy sciences followed by a description of the adaptive analytical framework of situational normativism. Policy making is considered as a process of adaptation and a policy-making system generally composed of two or more coupled policy makers, each of whom is viewed as an adaptive purposeful system, is described. The last part consists of nine original cases that demonstrate the application of specific methodologies to real-world problems within the framework of situational normativism. Three of the case studies focus on the zoning decision process in the city of Pittsburgh; the use of a Delphi procedure to isolate and define the influential goals of an organization; and national policies toward foreign private investment. This monograph is intended for senior undergraduates and graduates taking a course in policy sciences and inter-organizational decision making and similar courses.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last two centuries, the development of modern transportation has significantly transformed human life. The main theme of this book is to understand the complexity of transportation development and model the process of network growth including its determining factors, which may be topological, morphological, temporal, technological, economic, managerial, social or political. Using multidimensional concepts and methods, the authors develop a holistic framework to represent network growth as an open and complex process with models that demonstrate in a scientific way how numerous independent decisions made by entities such as travelers, property owners, developers, and public jurisdictions could result in a coherent network of facilities on the ground. Models are proposed from innovative perspectives including self-organization, degeneration, and sequential connection to interpret the evolutionary growth of transportation networks in explicit consideration of independent economic and regulatory initiatives. Employing these models, the authors survey a series of topics ranging from network hierarchy and topology to first mover advantage. The authors demonstrate, with a wide spectrum of empirical and theoretical evidence, that network growth follows a path that is not only logical in retrospect, but also predictable and manageable from a planning perspective. In the larger scheme of innovative transportation planning, this book provides a re-consideration of conventional planning practice and sets the stage for further development on the theory and practice of the next-generation, evolutionary planning approach in transportation, making it of interest to scholars and practitioners alike in the field of transportation .

Book excerpt: Soil erosion and torrential floods, as destructive processes, have serious implications on the economy, society, and environment. The severity of torrential floods lies in their sudden occurrence and high intensity, and hence, the defense against torrential floods is very complex and demanding. Much remains to be discovered about soil erosion and torrential floods prevention, management, legislation, practices, and solutions worldwide. Thus, a better understanding of various prevention and management developments on soil erosion and torrential floods across different contexts is needed to assess their impact on sustainability, especially in the changed climate conditions. Prevention and Management of Soil Erosion and Torrential Floods investigates the problems of erosion and torrential floods and opportunities for the prevention, management, and control of these destructive processes. It highlights the importance of the prevention and management practices of soil erosion and torrential floods with respect to the exchange of knowledge and best practices. Covering topics such as dam maintenance, wind erosion, and natural disasters, it is ideal for environmentalists, environmental engineers, crisis response specialists, policymakers, government officials, academicians, students, experts, practitioners, and researchers in the fields of soil erosion, torrential flood, environmental protection, sustainable development, engineering, and management.

Available in PDF, EPUB and Kindle. Book excerpt: This book introduces readers to multicriteria decision aiding (MCDA) interventions used in complex situations. In each chapter, expert analysts propose a piece of the puzzle, while the final, complete puzzle offers an interesting reflection of the main challenges and difficulties associated with decision aiding interventions, as well as the different tools adopted in response. Particular attention is given to the approaches used to identify and overcome specific difficulties. Designed for analysts familiar with several multicriteria methods but seeking detailed information and experience, this book helps to elaborate and validate MC models in real-life decision aiding interventions. In addition, it helps novice analysts appreciate the difficulty of decision aiding and use the available methods to reduce or control them with the help of socio-technical approaches.

Book excerpt: The Canadian prairies are often envisioned as dry, windswept fields; however, much of southern Manitoba is not arid plain but wet prairie, poorly drained land subject to frequent flooding. Shannon Stunden Bower brings to light the complexities of surface-water management in Manitoba, from early artificial drainage efforts to late-twentieth-century attempts at watershed management. She engages scholarship on the state, liberalism, and bioregionalism in order to probe the connections between human and environmental change in the wet prairie. This account of an overlooked aspect of the region’s environmental history reveals how the biophysical nature of southern Manitoba has been an important factor in the formation of Manitoba society and the provincial state.
