Book excerpt: Neoliberals thought capitalism would bring about democracy, civil liberties, and human rights everywhere. But that is fast becoming an illusion, particularly in the East, where traditionalist and nationalist leaders are attracting religious, rural, or newly urban constituencies and ushering in an era of illiberal democracies. Peer reports from two of the world's largest democracies and examines how two charismatic strongmen came to power and moved their country in the direction of authoritarianism.

Book excerpt: The only current authorized edition of the classic work on parliamentary procedure--now in a new updated edition Robert's Rules of Order is the recognized guide to smooth, orderly, and fairly conducted meetings. This 12th edition is the only current manual to have been maintained and updated since 1876 under the continuing program established by General Henry M. Robert himself. As indispensable now as the original edition was more than a century ago, Robert's Rules of Order Newly Revised is the acknowledged "gold standard" for meeting rules. New and enhanced features of this edition include: Section-based paragraph numbering to facilitate cross-references and e-book compatibility Expanded appendix of charts, tables, and lists Helpful summary explanations about postponing a motion, reconsidering a vote, making and enforcing points of order and appeals, and newly expanded procedures for filling blanks New provisions regarding debate on nominations, reopening nominations, and completing an election after its scheduled time Dozens more clarifications, additions, and refinements to improve the presentation of existing rules, incorporate new interpretations, and address common inquiries Coinciding with publication of the 12th edition, the authors of this manual have once again published an updated (3rd) edition of Robert's Rules of Order Newly Revised In Brief, a simple and concise introductory guide cross-referenced to it.
Book Synopsis Illusion of Order by : Bernard E. Harcourt
Download or read book Illusion of Order written by Bernard E. Harcourt and published by Harvard University Press. This book was released on 2005-02-15 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first book to challenge the broken-windows theory of crime, which argues that permitting minor misdemeanors, such as loitering and vagrancy, to go unpunished only encourages more serious crime. The theory has revolutionized policing in the United States and abroad, with its emphasis on policies that crack down on disorderly conduct and aggressively enforce misdemeanor laws. The problem, argues Bernard Harcourt, is that although the broken-windows theory has been around for nearly thirty years, it has never been empirically verified. Indeed, existing data suggest that it is false. Conceptually, it rests on unexamined categories of law abiders and disorderly people and of order and disorder, which have no intrinsic reality, independent of the techniques of punishment that we implement in our society. How did the new order-maintenance approach to criminal justice--a theory without solid empirical support, a theory that is conceptually flawed and results in aggressive detentions of tens of thousands of our fellow citizens--come to be one of the leading criminal justice theories embraced by progressive reformers, policymakers, and academics throughout the world? This book explores the reasons why. It also presents a new, more thoughtful vision of criminal justice.
Book Synopsis Russia and the Question of World Order by : Elias Götz
Download or read book Russia and the Question of World Order written by Elias Götz and published by Routledge. This book was released on 2020-05-21 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: Russia and the Question of World Order engages with three sets of questions that cut to the heart of the ongoing debate about Russia’s role in the present world order. Firstly, the book asks what are Russia’s aims and objectives? Is Russia a highly revisionist power bent on overturning established rules and institutions, or is it best understood as a country with limited ambitions? Secondly, contributors ask what factors shape Russia’s views on the global order and its foreign policy choices? And finally, they ask what are the consequences of Russia’s actions for the existing international order? To answer these questions the book brings together scholars who analyse Russia’s world order policies through the lenses of different theoretical approaches, including the English School, E.H. Carr’s classical realism, social constructivism, and a long durée perspective. Examining Russia’s role in the present world order, with a special focus on Moscow’s relations with the US, China, and the EU, Russia and the Question of World Order will be of great interest to scholars of international relations and Russian foreign policy. The chapters were originally published as a special issue of European Politics and Society.

Book excerpt: One of TIME’s Ten Best Nonfiction Books of the Decade "Meet the new Stephen Hawking . . . The Order of Time is a dazzling book." --The Sunday Times From the bestselling author of Seven Brief Lessons on Physics, Reality Is Not What It Seems, Helgoland, and Anaximander comes a concise, elegant exploration of time. Why do we remember the past and not the future? What does it mean for time to "flow"? Do we exist in time or does time exist in us? In lyric, accessible prose, Carlo Rovelli invites us to consider questions about the nature of time that continue to puzzle physicists and philosophers alike. For most readers this is unfamiliar terrain. We all experience time, but the more scientists learn about it, the more mysterious it remains. We think of it as uniform and universal, moving steadily from past to future, measured by clocks. Rovelli tears down these assumptions one by one, revealing a strange universe where at the most fundamental level time disappears. He explains how the theory of quantum gravity attempts to understand and give meaning to the resulting extreme landscape of this timeless world. Weaving together ideas from philosophy, science and literature, he suggests that our perception of the flow of time depends on our perspective, better understood starting from the structure of our brain and emotions than from the physical universe. Already a bestseller in Italy, and written with the poetic vitality that made Seven Brief Lessons on Physics so appealing, The Order of Time offers a profoundly intelligent, culturally rich, novel appreciation of the mysteries of time.

Book Synopsis The "Chinese Question" in Central Asia by : Marlène Laruelle
Download or read book The "Chinese Question" in Central Asia written by Marlène Laruelle and published by . This book was released on 2012 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the early 2000s, the People's Republic of China has become an increasingly key player in the fortunes of Central Asia, both diplomatically and strategically, particularly through the Shanghai Cooperation Organization. Economically, China has become one of the largest traders andinvestors in Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan, drastically diminishing Russia's long-time dominance and the influence of the United States and Europe.Treating China as an external factor in the domestic ordering of Central Asia, this volume uniquely analyzes the changes that have revolutionized the systems and societies of Central Asia. It reveals how China has become a subject of public debate and academic and expert research, and it follows thenew cultural mediators, petty traders, lobbyists, migrants, and diasporas that have emerged in conjunction with the country's rise. China's ascendance has also triggered a number of anxieties and phobias across Central Asia, and the authors show how its dominance has brought Sinophobia andSinophilia into closer relation.
