Available in PDF, EPUB and Kindle. Book excerpt: In virtually every democratic nation in the world, political representation is defined by where citizens live. In the United States, for example, Congressional Districts are drawn every 10 years as lines on a map. Why do democratic governments define political representation this way? Are territorial electoral constituencies commensurate with basic principles of democratic legitimacy? And why might our commitments to these principles lead us to endorse a radical alternative: randomly assigning citizens to permanent, single-member electoral constituencies that each looks like the nation they collectively represent? Using the case of the founding period of the United States as an illustration, and drawing from classic sources in Western political theory, this book describes the conceptual, historical, and normative features of the electoral constituency. As an institution conceptually separate from the casting of votes, the electoral constituency is little studied. Its historical origins are often incorrectly described. And as a normative matter, the constituency is almost completely ignored. Raising these conceptual, historical and normative issues, the argument culminates with a novel thought experiment of imagining how politics might change under randomized, permanent, national electoral constituencies. By focusing on how citizens are formally defined for the purpose of political representation, The Concept of Constituency thus offers a novel approach to the central problems of political representation, democratic legitimacy, and institutional design.

Available in PDF, EPUB and Kindle. Book excerpt: The Canadian party system is a deviant case among the Anglo-American democracies. It has too many parties, it is susceptible to staggering swings from election to election, and its provincial and federal branches often seem unrelated. Unruly and inscrutable, it is a system that defies logic and classification – until now. In this political science tour de force, Richard Johnston makes sense of the Canadian party system. With a keen eye for history and deft use of recently developed analytic tools, he articulates a series of propositions underpinning the system. Chief among them was domination by the centrist Liberals, stemming from their grip on Quebec, which blocked both the Conservatives and the NDP. He also takes a close look at other peculiarities of the Canadian party system, including the stunning discontinuity between federal and provincial arenas. For its combination of historical breadth and data-intensive rigour, The Canadian Party System is a rare achievement. Its findings shed light on the main puzzles of the Canadian case, while contesting the received wisdom of the comparative study of parties, elections, and electoral systems elsewhere.

Covering eleven cities, as well as Canada's Parliament, it breaks new ground by assessing the representation of diverse identity groups across multiple levels of government. Electoral representation is an important indicator of a democracy's health, and this book provides both a baseline for future research and an outline of the key challenges facing Canadian democracy.

Available in PDF, EPUB and Kindle. Book excerpt: How are we to assess Gordon Campbell’s decade-long premiership of British Columbia? While to many he was an ideologue set on revolutionizing provincial politics, he was a far more complex figure – polarizing and unpopular, but also a shrewd party manager and successful political operator. Beginning with a detailed account of Gordon Campbell’s pre–Liberal Party political activities, The Campbell Revolution? then takes a broad look at the policy options open to him in the context of the neoliberal revolution that swept across Canada and elsewhere in the 1980s and 1990s. Contributors discuss the Campbell administration's reforms in social, environmental, and economic policies, focusing on tax system reform, the arts and culture sector, healthcare, and urban development in the context of the 2010 Winter Olympics. More than just a narrative of the career of an enigmatic public official, this book looks at specific public policy examples and asks whether Campbell led a revolution or simply rode a wave of change that had begun years before he came to power. A comprehensive examination of Gordon Campbell’s leadership and governance style and the ideological underpinnings of BC’s Liberal Party, The Campbell Revolution? examines how the Campbell administration attempted to transform politics in British Columbia in the twenty-first century.

Book excerpt: Debating how Canada compares, both regionally and in relation to other countries, is a national pastime. This book examines how political scientists apply diverse comparative strategies to better understand Canadian political life. Using a variety of methods, the contributors use comparison to examine topics as diverse as Indigenous rights, Canadian voting behaviour, activist movements, climate policy, and immigrant retention. While the theoretical perspectives and kinds of questions asked vary greatly, as a whole they demonstrate how the “art of comparing” is an important strategy for understanding Canadian identity politics, political mobilization, political institutions, and public policy. Ultimately, this book establishes how adopting a more systematic comparative outlook is essential – not only to revitalize the study of Canadian politics but also to achieve a more nuanced understanding of Canada as a whole.
