Those relating to the Congress of Vienna are somewhat disappointing. Taken all together they add less to our knowledge on the one or two points still requiring elucidation than the recently-published correspondence of Talley rand with Louis XVIII. The despatches from Italy are on the other hand of great value, proving, what I believe was not established before, that the Secret Treaty of 1815, whereby Austria gained a legal right to prevent any departure from absolute Government at Naples, was communicated to the British Ministry and received its sanction. This sanction ex plains the obscure and embarrassed language of Castlereagh in 1820, which in its turn gave rise to the belief in Italy that England was more deeply committed to Austria than it actually was, and probably occasioned the forgery of the pretended Treaty of July 27, 1813, exposed in vol. I. Of this work, p. 538, 2ud edit. The papers from France and Spain are also interesting, though not establishing any new conclusions. While regretting that I have not been able to use the London Archives later than 1815, I believe that it is nevertheless pos sible, without recourse to unpublished papers, to write the history of the succeeding thirty years with substantial correct ness. There exist in a published form, apart from documents printed officially, masses of first-hand material of undoubtedly authentic character, such as the great English collection known by the somewhat misleading name of Wellington Despatches. The book is a long one, and purposely so. Not only does it undertake to deal with a period at once the most complicated and the most inherently interesting of any in the whole recorded history of mankind, but it aims to impart sufficiently detailed information about the various topics discussed to make the college student feel that he is advanced a grade beyond the student in secondary school. There is too often a tendency to underestimate the intellectual capabilities of the collegian and to feed him so simple and scanty a mental pabulum that he becomes as a child and thinks as a child. Of course the author appreciates the fact that most college instructors of history piece out the elementary textbooks by means of assignments of collateral reading in large standard treatises. All too frequently, however, such assignments, excellent in themselves, leave woeful gaps which a slender elementary manual is inadequate to fill. And the student becomes too painfully aware, for his own educational good, of a chasmal separation between his textbook and his collateral reading. The present manual is designed to supply a narrative of such proportions that the need of additional reading will be somewhat lessened, and at the same time it is provided with critical bibliographies and so arranged as to enable the judicious instructor more easily to make substitutions here and there from other works or to pass over this or that section entirely. Perhaps these considerations will commend to others the judgment of the author in writing a long book. Nowadays prefaces to textbooks of modern history almost invariably proclaim their writers' intention to stress recent happenings or at least those events of the past which have had a direct bearing upon the present. Employing throughout the plan and method originally adopted, I have dealt with only those countries that have been influential in shaping the history Of continental Europe during the last seventy-five years, and have treated only those phases of their history that concern the historical development of Europe in the larger sense, rather than the historical development of each particular state or country. On the ground that no event can be understood in isolation, and that history is something more than a series of events chronologically considered, I have endeavoured to give logical form to my treatment of the subject, carrying each movement forward to its conclusion before turning to the others; and that due proportions might be preserved, have introduced nothing that did not seem to me absolutely meces sary to an understanding of the subject, giving no more atten tion to any incident, however picturesque or dramatic, than its importance for my purpose warranted. In my treatment of the various movements I have given little space to descriptions of military campaigns, not because I object to drum-and-trumpet history, but because I believe that the details of battles and the movements of troops belong, except in their consequences, to the student of military strategy.
