Monroe, President of the United States T In the winter of 1807-8 the American government avowed that on account of the aggressions of the two great belligerents - England and France - it remained only for them to adopt one of three expedients, to wit: embargo, war, or ignominious submission. The first was tried for a. While and then abandoned, without success, so as to become as if it never had been resorted' to; and war was deferred, until 1812, with England, and as to France, sine die. Hence, then, according to the government's own confession, the third alternative, ignominz'ous submission - was em braced for the long interval between the repeal of the embargo and the declaration of that war, as to one of the belligerents, and for a still longer period, in respect of the other belligerent, to the downfall of the decrees of Berlin, Milan, and Rambouillet, in that of their author. Book excerpt: Excerpt from Letters to James Monroe, President of the United States, From William King, Late Colonel of the United States Army Permit me, through this m edium, to ofl'er to the American community, the following vindication of my character and conduct, against the undeserved odium cast upon them by the sentence of a General Court Martial, suspending me from all command in the arm y of the United States, for the period of five years. Poisoned as the public mind has been towards me, by the machinations of one or two unprincipled scoundrels, I cannot flatter myself that my vindication will have that general weight to which it is justly entitled; but with those who are personally acquainted with the character that I have sustained, during a period of twelve years of public service, I confidently believe no doubts will remain of the purity and propriety of my conduct, or the baseness of the majority if the tribunal before which I was tried. Book excerpt: Excerpt from An Eulogy: On the Life and Character of James Monroe, Fifth President of the United States Considered in itself, the independence of our coun try was only the splitting up of one civilized nation into two - caused by usurpation; consummated by war. As such, it constituted one great element in the history of civilized man during its continuance; but that was short and transient. From the Stamp Act to the definitive Treaty of Peace, concluded at Paris, on the third of September, 1783, a term of less than twenty years intervened, - a term scarcely sufficient for the action of one of the dramas of Shakspeare. It' was not even equal to the duration of one age of man. We have already lived since the close of that momentous struggle nearly thrice the extent of time, m which it passed through all its stages, and there are yet among the living these whose birth preceded even that of the questions upon which' hinged our independent existence as a nation. Dreadful and horrible as they are, they would at any time suffice to excite the most vi olent irritation through a country, but they surely ought not to be made use of without the most clear and convincing proofs to constitute their veracity.
