Available in PDF, EPUB and Kindle. Book excerpt: In this comprehensive analysis of social systems of taxation and budgeting, the authors provide detailed examples from ancient Mesopotamia and Egypt, Greece and Rome, the Middle Ages in Europe, and modern times to show how governments through the ages have raised money and spent it. They examine the two essential activities of government--taxing and spending--against the background of the societies in which they were imbedded and the development of government's administrative capacities. They also argue that government mobilization of resources involves critical human concerns--waging war and providing for the welfare of the people. ISBN 0-671-54617-1: $24.95.

Book excerpt: Throughout our history Americans have embraced the myth that our national debt is immoral and destructive. This deeply rooted belief goes back to our Founding Fathers: Jefferson excoriated debt as “the greatest of dangers to be feared.” Andrew Jackson demonized debt as “a national curse.” Current political leaders continue to endorse this negative view of our national debt. Obama said that incurring debt was “irresponsible” and “unpatriotic.” John McCain condemned it as “generational theft.” In this book, the prize-winning economics professor Arthur Benavie, demonstrates in clear and non-technical language that belief in this myth has repeatedly blocked our federal government from creating jobs and investing in our children’s future. Benavie describes the many occasions, including from the administrations of FDR to Obama, where our leaders were faced with severe political retribution at the mere suggestion that their policies would increase the national debt. Belief in this myth presents a continuing danger to the wellbeing of our children and grandchildren. Benavie examines several ways to disempower it.

Brownlee relates the principal stages of federal taxation to the crises that led to their adoption, including but not limited to: the formation of the republic, the Civil War, World War I and II, and the challenges to government that took hold during the 1980s. In this third edition, Brownlee adds four new chapters covering the colonial era, the American Revolution, the Civil War, the 1920s, and the post-1945 era including the tax policies of the George W. Bush and Barack Obama administrations. It features expanded discussion of government expenditures, deficits and debt, public resources, counter-cyclical fiscal policy, and state and local taxation. Its interdisciplinary interpretation makes it perfect for scholars, graduate students and advanced undergraduate students.

Book excerpt: This is the eleventh report in the annual series assessing major development issues. Part I reviews recent trends in the world economy and their implications for the future prospects of developing countries. Part II examines the role of public finance in development. This report includes the World Development Indicators, which provide selected social and economic indicators for more than 100 countries. Despite continued economic growth through 1987 and into 1988, two problems have characterized recent trends: unsustainable economic imbalances within and among industrial countries, and highly uneven economic growth among developing countries. Part I of the report concludes that three interdependent policy challenges need to be addressed. First, industrial countries need to reduce their external payments imbalances. Second, developing countries need to continue restructuring their domestic economic policies in order to gain creditworthiness and growth. Third, net resource transfers, external debt, from the developing countries must be trimmed so that investment and growth can resume. Part II of the report explores how public finance policies are best designed and implemented. How deficits are reduced is crucial: controlling costs in mobilizing revenues and setting careful priorities in public spending are equally important. Efficiency in providing public services and expanding the scope for raising revenue can be achieved through decentralizing decisionmaking and reforming state-owned enterprises with the latter permitting greater private participation.

Available in PDF, EPUB and Kindle. Book excerpt: Aaron Wildavsky was one of the most innovative and prolific scholars in the field of budgeting in our time. His work spanned a period of more than forty years, and its perspectives encompassed not only budgeting in the United States, but also its comparative and historical dimensions. As a leading political scientist, his research also ranged into American political institutions, public policy analysis, leadership, and biblical studies. This book pays tribute to Aaron Wildavsky by explicating his life and work, with emphasis on his contributions to the field of public budgeting and finance.Larry Jones and Jerry McCaffery place Wildavsky's work within the context of previous work on budgeting. They show how some of the highlights of his immense output responded to and shaped questions in the field. Naomi Caiden reviews the way in which Wildavsky used budgeting as a window into other areas of politics. Richard Rose discusses how an American scholar became an internationally known one. Joseph White goes back to the beginning of Aaron's career and shows that budgeting in agencies and in Congress is still incremental for very powerful reasons. Allen Schick reviews the history of the federal budget process, brilliantly summarizing how much has changed. The festschrift poignantly assesses the significance and influence of Aaron Wildavsky's work. It also includes some excerpts from Wildavsky's own writings in this area, and experiences of those who collaborated with him. In acknowledging Wildavsky's contributions to public budgeting and political science, this book also makes an original contribution to the field. It will be a necessary addition to the libraries of political scientists, economists, policymakers, not to mention all those who admired Aaron Wildavsky and his work.

Available in PDF, EPUB and Kindle. Book excerpt: Two systems of governance, capitalism and democracy, prevail in the world today. Operating simultaneously in partially distinct domains, these systems rely on indirect governance through regulated competition to coordinate actors; inevitably, these systems influence and transform each other. This book rejects the simple equation of capitalism with markets in favor of a three-level system, a model which recognizes that markets are administered by regulators through institutions and governed by a political authority with the power to regulate behavior, punish transgressors, and redesign institutions. This system's emergence required the sovereign to relinquish some power in order to release the energies of economic actors. Rather than spreading through an unguided natural process like trade, capitalism emerged where competitive pressures forced political authorities to take risks in order to achieve increased revenues by permitting markets for land, labor, and capital.

Available in PDF, EPUB and Kindle. Book excerpt: National housing policy is the subject of ongoing debate, and this book brings together much of the current wisdom on the issues that lie at the center of the debate. This volume addresses a wide range of policy concerns, including: Who should receive limited federal housing resources? How and to what extent should we preserve the existing, private, subsidized, and public low income housing stock? What are the appropriate roles for the federal, state and local governments, the nonprofits and the private sector in delivering housing programs? This comprehensive study of housing policy in the U.S. is the result of the MIT Housing Policy Project (1987-1989), which was directed by the editors. The Project assembled leading scholars and practitioners from across the country, representing a wide range of perspectives, to assess the key policy issues of housing availability, affordability, and quality. As the national debate continues, Building Foundations offers clarification of a complex set of issues.
