Book excerpt: "Although NOAA was formed in 1970, the agencies that came together at that time are among the oldest in the Federal Government. The agencies included the United States Coast and Geodetic Survey formed in 1807, the Weather Bureau formed in 1870, and the Bureau of Commercial Fisheries formed in 1871. Individually these organizations were America's first physical science agency, America's first agency dedicated specifically to the atmospheric sciences, and America's first conservation agency. Much of America's scientific heritage resides in these agencies. They brought their cultures of scientific accuracy and precision, stewardship of resources, and protection of life and property to the newly formed agency. The documents in this section include information on the history of the formation of NOAA, institutional histories of its predecessor organizations, and pertinent laws, executive orders, and studies"--Home page.

Available in PDF, EPUB and Kindle. Book excerpt: There is a national need to educate the public about the ocean, coastal resources, atmosphere and climate. The National Oceanic and Atmospheric Administration (NOAA), the agency responsible for understanding and predicting changes in the Earth's environment and conserving and managing coastal and marine resources to meet the nation's economic, social and environmental needs, has a broad mandate to engage and coordinate education initiatives on these topics. Since its creation in 1970, the NOAA has supported a variety of education projects that cover a range of topics related to the agency's scientific and stewardship mission. NOAA uses formal and informal learning environments to enhance understanding of science, technology, engineering and mathematics (STEM) and to advance environmental education. The work of this agency overlaps and compliments the missions of other federal agencies, institutions of higher education, private and nonprofit organizations. Coordination among these agencies and organizations has been challenging. Limited education resources and the inherently global nature of NOAA's mission make strategic partnerships critical in order for the agency to accomplish its goals. Additionally, clear education goals, planning, and strategic use of resources are critical aspects for effective partnerships. NOAA's Education Program: Review and Critique provides a summary of the national education context for NOAA's role in education which is twofold: first is to advance the environmental literacy of the nation, and second is to promote a diverse workforce in ocean, coastal, Great Lakes, atmospheric and climate sciences. The book also describes the strengths and weaknesses of the education strategic plan, the education evaluation approach of the agency and strategies for improving the evaluation process.

Available in PDF, EPUB and Kindle. Book excerpt: An epic bicycle journey across the American hinterland that explores the challenges of climate change alongside a diverse array of American voices. After a distinguished career in climate science as the Director of the UN Global Climate Observing System in Geneva, David Goodrich returned home to the United States to find a nation and a people in denial. Concerned that the American people are willfully deluded by the misinformation about climate that dominates media and politics, David thought a little straight talk could set things right. As they say in Animal House, he decided that "this calls for a stupid and futile gesture on someone's part, and I'm just the guy to do it." Starting on the beach in Delaware, David rode his bike 4,200 miles to Oregon, talking with the people he met on the ultimate road trip. Along the way he learned a great deal about why climate is a complicated issue for many Americans and even more about the country we all share. Climate change is the central environmental issue of our time. But A Hole in the Wind is also about the people Dave met and the experiences he had along the way, like the toddler's beauty pageant in Delaware, the tornado in Missouri, rust-belt towns and their relationship with fracking, and the mined-out uranium ghost town in Wyoming. As he rides, David will discuss the climate with audiences varying from laboratories to diners to elementary schools. Beautifully simple, direct, and honest, A Hole in the Wind is a fresh, refreshing ride through a difficult and controversial topic, and a rich read that makes you glad to be alive.

Book excerpt: In the summer of 1803, Thomas Jefferson sent Meriwether Lewis and William Clark on a journey to establish an American presence in a land of unqualified natural resources and riches. Is it fitting that, on the 200th anniversary of that expedition, the United States, together with international partners, should embark on another journey of exploration in a vastly more extensive region of remarkable potential for discovery. Although the oceans cover more than 70 percent of our planet's surface, much of the ocean has been investigated in only a cursory sense, and many areas have not been investigated at all. Exploration of the Seas assesses the feasibility and potential value of implementing a major, coordinated, international program of ocean exploration and discovery. The study committee surveys national and international ocean programs and strategies for cooperation between governments, institutions, and ocean scientists and explorers, identifying strengths, weaknesses, and gaps in these activities. Based primarily on existing documents, the committee summarizes priority areas for ocean research and exploration and examines existing plans for advancing ocean exploration and knowledge.

Book excerpt: Decades of evolving U.S. policy have led to three sectors providing weather servicesâ€"NOAA (primarily the National Weather Service [NWS]), academic institutions, and private companies. This three-sector system has produced a scope and diversity of weather services in the United States second to none. However, rapid scientific and technological change is changing the capabilities of the sectors and creating occasional friction. Fair Weather: Effective Partnerships in Weather and Climate Services examines the roles of the three sectors in providing weather and climate services, the barriers to interaction among the sectors, and the impact of scientific and technological advances on the weather enterprise. Readers from all three sectors will be interested in the analysis and recommendations provided in Fair Weather.

Available in PDF, EPUB and Kindle. Book excerpt: This memoir follows the sixty-year meteorology career of Robert M. Atlas. As a young child, Robert M. Atlas would often look up at the sky, observe the clouds, and ask his parents questions about the weather. That early interest sparked a career in meteorology that took place during a period of rapid development in the field. Weather Forecaster to Research Scientist follows his decades-long career and his innovative research, which led to improvements in the understanding and prediction of extreme weather. Atlas's journey begins with his start as an apprentice forecaster for the US Weather Bureau during a time when satellite meteorology and operational numerical weather prediction were just in their infancy. Weather Forecaster to Research Scientist also traces his experiences as an operational forecaster in the US Air Force, discusses his pioneering work on ocean surface winds using satellites, and describes his leadership of scientific organizations within NASA and NOAA as well as his experiences teaching at several universities. An engaging account of a distinguished career, this book will appeal to students, educators, weather forecasters, scientists, and weather enthusiasts alike.

Book excerpt: "Reputations and accomplishments of organizations are built on the backs of individuals. An organization is the sum total of the values, qualities, and spiritual and physical strength of the individuals comprising its many elements. Hardware helps, but the real backbone of any organization is its personnel. NOAA today is the result of those who passed before. As such, Profiles in Time is a collection of biographical sketches of scientists, meteorologists, engineers, laborers, geophysicists, observers, cartographers, secretaries, mathematicians, instrument- makers, sailors, pilots, truck-drivers, mechanics, carpenters, and all of the other individuals and occupations that comprised the Coast Survey and Weather Bureau in their various names and organizational structures. This small assemblage of names and lives is but a sampler of the thousands of dedicated individuals who have served in these organizations since its inception. However, in perusing their adventures and accomplishments, perhaps the reader will come to understand that organizations such as NOAA have a spiritual heritage that inspires those who continue traveling along the path of those who went before"--Home page.
