Available in PDF, EPUB and Kindle. Book excerpt: Innovative Policing is an overview of innovations and orientations both in policing missions, functions, and approaches that reflect democratic principles. It is intended to serve as resource material for law enforcement officers in training and those in the field, as well as for their administrators/managers. The public also needs to participate in ensuring their own safety and security through community policing. They want to know the legitimacy of law enforcement existence and operations, the basics about their training, their equipment and uses, the odds they face, and the sacrifices they make in ensuring community safety. Policing everywhere has a record of its merits and demerits. This book is also an appeal to law enforcement policy makers and all officers (the police, corrections, and security officers) irrespective of political ideologies or systems where they serve to embrace and apply innovative operational approaches in policing, by employing new equipment and logistics to provide satisfactory services commensurate with their professional standards, ethics, and morality while eschewing bias in all its forms.

Available in PDF, EPUB and Kindle. Book excerpt: This report provides guidance in helping police and community leaders develop successful mediation programs for addressing citizen complaints against police officers. The first chapter defines mediation as "the informal resolution of a complaint or dispute between two parties through a face-to-face meeting in which a professional mediator serves as a neutral facilitator and where both parties ultimately agree that an acceptable resolution has been reached." The goals of mediation are to achieve understanding of the issues involved in the complaint, solve any problems associated with the complaint, and achieve reconciliation between the parties. The second chapter outlines the potential benefits of mediation for police officers, citizen complainants, police accountability, community policing, the complaint process, and the criminal justice system. The third chapter discusses the key issues in developing a mediation program for citizen complaints against police. Among the issues addressed are voluntary participation, case eligibility, the mediation of racial and ethnic-related complaints, the mediation of complaints by women, potential language and cultural barriers, case screening, police discipline and accountability, and getting both sides to the table. Other issues addressed pertain to the mediation session itself and the enforcement of agreements. Chapter four presents results from a survey of existing citizen complaint mediation programs. The concluding chapter describes a model for a successful mediation program for citizen complaints against police. 100 references.

Available in PDF, EPUB and Kindle. Book excerpt: In sheer numbers, no form of government control comes close to the police stop. Each year, twelve percent of drivers in the United States are stopped by the police, and the figure is almost double among racial minorities. Police stops are among the most recognizable and frequently criticized incidences of racial profiling, but, while numerous studies have shown that minorities are pulled over at higher rates, none have examined how police stops have come to be both encouraged and institutionalized. Pulled Over deftly traces the strange history of the investigatory police stop, from its discredited beginning as “aggressive patrolling” to its current status as accepted institutional practice. Drawing on the richest study of police stops to date, the authors show that who is stopped and how they are treated convey powerful messages about citizenship and racial disparity in the United States. For African Americans, for instance, the experience of investigatory stops erodes the perceived legitimacy of police stops and of the police generally, leading to decreased trust in the police and less willingness to solicit police assistance or to self-censor in terms of clothing or where they drive. This holds true even when police are courteous and respectful throughout the encounters and follow seemingly colorblind institutional protocols. With a growing push in recent years to use local police in immigration efforts, Hispanics stand poised to share African Americans’ long experience of investigative stops. In a country that celebrates democracy and racial equality, investigatory stops have a profound and deleterious effect on African American and other minority communities that merits serious reconsideration. Pulled Over offers practical recommendations on how reforms can protect the rights of citizens and still effectively combat crime.

Book excerpt: Being a police officer is an incredibly important service to society. Every day, police men and women put their own lives at risk in order to keep the citizens of this nation safe. Law enforcement is one of the three major components of the criminal justice system in the United States, the other two being the courts and the correction facilities. As the common name of the profession suggests, the job is to ensure effective enforcement of the law and to strive to maintain balance and security in the country. Depending on the post to which a police officer is assigned, his or her job would range from protecting local citizens from public disturbances to investigating and finding solutions to national security threats. The government makes it a point to employ only those who are best-suited for the job and are able to maintain the integrity of the profession. This is why the process of becoming a police officer is subject to a stringent application and selection process. Every requirement asked of you when you apply to become a police officer is intended to prove that you are competent and that you possess the right credentials and attitude towards law enforcement. Don't be daunted by the thought of the application process though. This book is designed to prepare you for the process of becoming a police officer and starting your career in law enforcement.
