Book excerpt: By bringing together their respective competencies and resources for the greater good, governments, business, civil society and multilateral agencies have been seeking innovative ways to work together to respond to the myriad global challenges of our time: the impact of climate change; human security; the prevention, care and treatment of HIV/AIDS and other major diseases; the generation of new investment, entrepreneurship and employment; and financing for development. The appetite for such partnerships appears strong. Over 90% of corporate executives responding to a World Economic Forum survey felt that future partnerships between business, government and civil society would play either a major role or some role in addressing key development challenges. This trend will only be increased by the Western financial crisis and the retreat of the state from many areas of societal concern. In the last 15 years, many new partnerships have been formed, and many new people exposed to partnership ways of working. There have been remarkable successes, but also a range of concerns about effectiveness and accountability. Partnerships can work, but can they work better? Many practitioners are now asking how they can achieve a greater scale of impact to match the magnitude of the social and environmental challenges we face. When considering how to equip their organization or programme with the necessary skills to engage with companies in new ways, many leaders of NGOs or UN agencies hire staff from the private sector. Although such staff exchanges are important, it is not sufficient to rely on private-sector staff to develop and implement strategic forms of engagement. Rather, engaging business for social change is a specialism in itself. This book seeks to distil some of the author's 15 years of experience and key learnings on the advanced strategic planning of partnerships for people who work within civil society or public-sector organizations and who already partner with companies. Forecasts of snow and ice storms, hurricanes and storm surge, extreme heat, and other severe weather events are made with greater accuracy, geographic specificity, and lead time to allow people and communities to take appropriate protective measures. Yet hazardous weather continues to cause loss of life and result in other preventable social costs. There is growing recognition that a host of social and behavioral factors affect how we prepare for, observe, predict, respond to, and are impacted by weather hazards. For example, an individual's response to a severe weather event may depend on their understanding of the forecast, prior experience with severe weather, concerns about their other family members or property, their capacity to take the recommended protective actions, and numerous other factors. Thus, it is essential to bring to bear expertise in the social and behavioral sciences (SBS)â€"including disciplines such as anthropology, communication, demography, economics, geography, political science, psychology, and sociologyâ€"to understand how people's knowledge, experiences, perceptions, and attitudes shape their responses to weather risks and to understand how human cognitive and social dynamics affect the forecast process itself. Integrating Social and Behavioral Sciences Within the Weather Enterprise explores and provides guidance on the challenges of integrating social and behavioral sciences within the weather enterprise. Book excerpt: This report, which builds on previous reports by PASC, warns that the Big Society project is hampered by the lack of a clear implementation plan, leading to public confusion about the policy agenda, eighteen months into this administration. PASC has yet to see how the government will engage these charities and voluntary groups who wish to do so to deliver public services: the 'little society' rather than big business and 'Tesco' charities. Government must address the barriers such bodies experience in the contracting and commissioning system, which means developing a plan to address roles, tasks, responsibilities and skills in Whitehall departments. PASC concludes there are two major practical steps Government must take. Firstly they must create a single Big Society Minister, who has a cross-cutting brief, to help other Ministers to drive through this agenda once they begin reporting progress against the aims of Open Public Services White Paper, from April 2012. Secondly they need to implement an impact assessment, to be applied to every Government policy, statutory instrument, and new Bill, which answers the simple question: "what substantively will this do to build social capital, people power, and social entrepreneurs?" PASC says early examples in practice like the Work Programme have left service providers such as the charitable sector - who would play a major role in the Big Society - with serious reservations. The danger is that big contractors and the largest charities continue to dominate at the expense of small and local providers. EU contracting rules need to be revised and smaller providers should be consulted on the legislative and bureaucratic barriers. There needs to be a cultural shift in Whitehall departments

In and around many cities, social and economic imbalances have led to the development of disadvantaged neighbourhoods, where diversity is also accompanied by poverty and often marginalisation or exclusion. This is sometimes combined with different forms and levels of de facto social segregation, discrimination and violence. At times of economic and social crisis, feelings of powerlessness and anxiety about the future risk deepening local tensions and underlying conflicts. Young people are often at the centre of these tensions because they are more vulnerable and insecure, and because they are more directly affected by uncertainties regarding the development of their autonomy, as well as participation in society and contribution to its development. The Council of Europe has challenged itself to respond to these situations by adopting recommendations for its member states that encourage and support them in finding adequate policy responses to situations of exclusion, discrimination and violence affecting young people in disadvantaged neighbourhoods. In early 2015, the Committee of Ministers of the Council of Europe adopted a policy recommendation with proposals for policy measures to member states in order to promote access to social rights for young people. Proposals concern: – the provision of accessible, affordable public services; – overcoming segregation; – promoting the participation of young people; – combating discrimination; – recognition of youth work and non-formal education; – promoting gender-sensitive approaches to the elaboration of youth policies. This publication is an accompaniment to this recommendation, and aims to bring its content closer to policy makers, youth work practitioners, youth organisations and youth workers, and provide step-by-step information and guidance on the implementation of the recommendation. The publication also offers advice and examples of actions to take and policies to develop so that the social rights of young people are taken seriously by all the actors concerned by social inclusion and social cohesion.
