This is to determine the necessity of issuing restricted certificates to private pilots if they are unable to pass the private flight check by manual operation of controls. This project was to train five students to required flight performance for a private pilot certificate in a Cherokee-140 equipped with the Mitchell AK-153 Stability Augmentation System. When the students reached private pilot proficiency, they were given three flight checks. The first with the system on, the second with it off, and the third in a different aircraft without the stability system. All students passed the checks without difficulty. The results of the project indicate that all students reached private pilot proficiency in an average time. The stability system had no particular effect on the students' control of the aircraft with or without visual references. Therefore, it would seem unnecessary to issue restricted pilot certificates. A simplified method for designing a stability augmentation system which eliminates the coupling effects is demonstrated. The method is based on Gilbert's decoupling theory which utilizes a feedback control law to obtain a set of single input, single output subsystems. The augmentation system can be designed to provide either command rate or command angle authority in the three rotational axes. Analyses is facilitated through the use of two computer programs, the first of which determines the class of control laws which will decouple a system. The second computer program determines, through transient response analysis, the values of the transfer function parameters required to satisfy response criteria. The results of a piloted simulation which analyzed several decoupled configurations is also presented. (Author).

Book excerpt: The results of a flight evaluation of a Stability Augmentation System (SAS) for light airplanes are reported and discussed. Twenty-six non-instrument rated private and commercial pilots, whose distribution by rating and flight hours was typical of those who are involved in IFR disorientation accidents, and five instrument rated commercial pilots were flown. Quantitative measures of the bank angle, airspeed, altitude and heading were recorded during a series of planned VFR and IFR tasks with the SAS ON and OFF. Qualitative data were obtained from the subject pilots by questionnaire and the recorded observations of the safety pilot. A statistical analysis was made of the differences in pilot performance during system ON and system OFF operation. It was shown that the stabilizing effects of SAS, although not sufficient in itself to prevent this type of accident, significantly improved the non-instrument rated pilot's ability to maintain control of the airplane during an inadvertent encounter with IFR conditions. The study is carried out in four parts: (1) a description of the basic flight control system and fluidic components; (2) the definition and requirements for an automatic flight control; (3) a proposed fluidic system; and (4) an evaluation of the proposed system with a comparison with an existing Automatic Flight Control System. The Automatic Flight Control System (AFCS) to be implemented consists of open loop damping (OLD) systems, stability augmentation systems (SAS) and an autopilot. Each mode of control - pitch, yaw, roll, and translation - is similar in function. The portion of the complete AFCS chosen for implementation is the pitch axis of a fly-by-wire system. For the Fluidic system under consideration in this report, a fluid signal transmission system is the equivalent of the conventional fly-by-wire system. The proposed fluidic control has hydraulic OLD and SAS, and a pneumatic autopilot. These fluids were chosen primarily for compatibility with the power drive and response, respectively. The reliability comparison, which for the fluidic components was based on estimated failure rates, shows better performance for the fluidic system.
