Available in PDF, EPUB and Kindle. Book excerpt: For the past decade America has been faced with a perpetually divided government during the threat of economic slowdown, and governmental efficiency deteriorating. This ardent length of time has not only led to a standstill of government gridlock, but has also prompted the progressive thoughts of governmental reform on a grandeur scheme, while dismissing what conventional thought has traditionally proposed. Thomas E. Mann and Norman J. Ornstein reject both the "business-as-usual approach to reform," which assumes that no change is necessary following the November 1992 election, as well as the "Congress-bashing" emphasis on scandals and congressional perks. Instead, they focus on substantive ways to improve Congress' performance as a legislative body. Their recommendations are designed to strengthen the ability of the House to set an agenda and act upon it; increase the quality of deliberation and debate; improve relations between the parties; reform the campaign finance system; and clean up Congress's internal support system.

Available in PDF, EPUB and Kindle. Book excerpt: In late 1991, several key members of Congress spearheading a reform effort asked Thomas Mann and Norman Ornstein, two of the nation's most noted experts on Congress and the governing process, to provide an independent assessment of Congress and to offer recommendations for improving its effectiveness. Their first report, published last November, offered a broad look at the reform agenda in the House of Representatives. This report is a revision and expansion of testimony to the Joint Committee on the Organization of Congress. It addresses the full agenda of the Joint Committee, including subcommittees, floor deliberations, and staffing in both the House and the Senate as well as relations between Congress and the executive, the courts, and the public. Some of the issues discussed in this report are being considered by other entities in Congress and may well be resolved before the Joint Committee presents its recommendations to the two chambers. It is also the belief that the Joint Committee is the best vehicle for considering the range of problems with congressional organization and procedure, and this report speaks directly to its broad mandate. This book is the second in a series by The Renewing Congress Project, a joint effort of the American Enterprise Institute and the Brookings Institution.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years Congress has been in a state of siege. The healthy skepticism that had long characterized public attitudes toward Congress degenerated into corrosive cynicism. The reservoir of support among political elites appears to have collapsed as well. Part of the explanation for this growing public hostility lies in objective conditions: stagnant wages, huge budget deficits, sustained divided government, scandals and deadlock on Capitol Hill. But another important factor may be how Congress is presented to and interpreted for the broader public. This book explores the connections between Congress, the press, and the public. Public opinion scholars analyze historical data to discern trends in and sources of public hostility toward Congress. Media specialists examine patterns of congressional coverage in national print and television news and attitudes toward Congress among producers, editors, and reporters. And students of Congress explore the tools and techniques leaders and rank-and-file members use in presenting themselves and their institution to the public. The book concludes by assessing the role the media plays in presenting Congress to the public and what the media and Congress might do to improve public understanding. The contributors are Herb Asher and Michael Barr, Ohio State University; Karlyn Bowman and Kimberly Coursen, the American Enterprise Institute; Ronald D. Elving, Congressional Quarterly; Stephen Hess, Brookings; Karl Kurtz, National Conference of State Legislatures; Everett Carll Ladd, The Roper Center; Robert Lichter, Center for Media and Public Policy; and Mark J. Rozell, Mary Washington College. This book is the third in a series by the Renewing Congress Project, a joint effort of the American Enterprise Institute and the Brookings Institution. The previous volumes are Renewing Congress: A First Report and Renewing Congress: A Second Report.

"The Legislative Branch is a collection of essays by some of the nation's leading political scientists and scholars of public policy. It examines Congress's historical development; the effects of its electoral campaigns and outcomes; its internal structures, including party leadership and the committee system; its strengths and shortcomings in policymaking, including budgeting and foreign policy; its relations with the executive branch and the courts; its public support; and the dynamics of reform. Each essay analyzes long-term institutional developments, defines their implications for democratic governance, and spells out implications for reformers."--BOOK JACKET.
